Mr. Paul McHenry acted as spo~sman and presented to the Council agreements signed by 189 persons stating that they will either donate their time for certain labor or donate money to assist in the completion of the building within six months of October 12, 1948. Mr. Kenneth Branch, also present, stated he had contacted Jack Hollingsworth of the Building Trades Council who had assented to the donations of labor. Mayor Kean suggested a letter be secured from Mr. Hollingsworth to that ef- fect and Mr. Branch agreed to ask for such a letter to be placed on file. Mr. McHenry stated that the list of names should be turned over to the person i n charge of the improvement and Mayor~Kean suggested that copies be made and a copy be given to the City Engineer and the Park and Eecreat~on Department and then the list be turned back to Mr. McHenry for the information of those in charge of the job. Mayor Kean stated that the work would be in charge of Mr. Branch. The City Engineer, who was also present, stated that was correct and that this group has done a mighty good job in getting the names and the only thing is to go ahead with the improvement. Mayor Kean stated that perhaps there has been some misunderstanding of a state- ment Mr. Branch might have made and asked Mr. Branch if he had given the Council a low estimate purposely in order to ~jet the City interested in this improvement, or if he had given the City an estimate high enough the City wouldn't have been inter- ested in it. Mr. Branch answered that he didnIt need work that bad but that he also had been disillusioned on the mnount as proposed. Mr. Branch stated that Mr. Kean had asked him to go over the estimate more carefully and he had gone over it thorough- ly adding more money to it. Mayor Kean gave the Council a picture of what had taken place between them on the estimates. Mr. Branch stated he wouldn't have presented any estimate to the Council if he had known it was going to run near $30,000.00; that he was as surprised as any- one that the estimate went as low as $16,000.00 in the beginning. Mr. Mc ~enry substantiated the statement of Branch that they didn't believe the figure would ever reach $20,000.00, and that was before the second estimate had been turned in. Mayor Kean stated that Mr. Gorst had been in accord with the thinking oI' the Council in this matter and wondered what action the Council should take. Mr. Branch stated that the time ~.'or the award oi' the contract had expired but the contractor wants the job, although he is not required to stand by the terms of his bid with regard to the time limit. The City Attorney suggested that it is now up to the ~ouncil to decide. Motion by Mr. Kean and Mrs. Haddon to accept the contract of Solie as out- lined in the specifications for the moving and improving of the proposed Manette Playfield Building and authorize Mr. Branch to draw up a negotiated contract with the assistance of the City Engineer, the City Attorney and the City Clerk and Pur- chasing Agent carried all members p~esent ~oting Yes. Mr. McHenry expressed their thanks for the fine cooperation recieved from the City Council. Mr. Kean made a few comments relative to the improvements in the East Side and stated that the Manette Community had never had the benefits that had been given, in Sheridan Park and the other housing projects. Mr. Kean further stated that he sincerely urged the people who are backing the work on the improve- ment not to repudiate these agreements and expressed the hope that they will go on with the project.
