Mayor Kean presiding with Commissioner Haddon, Com- missioner Gorst and the City Auditor being present. Auditor Vaa reported that he had received the assessor's statement of the amount we are going to receive from taxes for 1949 on the valuation of $1~,110,- 877.00, a raise of about $900,000.00 valuation. The levys for the various funds, other than the General Fund, will be,reduced to raise the required amounts and the balance will be reserved for the General Fund, thereby reducing the amount of cash required to balance the General Fund budget. Auditor Vaa reported that the money budgeted for special counsel in the At- torney's budget should have been salary for Assistant City Attorney and will be changed to read that way, an~ other changes will have to be made in the spread for salaries. Mr. Vaa reported that the Health Department had reduced their budget but it was decided that the City would not reduce their share of the budget as it was pointed out that if the City would reduce the Health Department budget in pro- portion with the reductions made by the County, the Health Frogram would be great- ly curtailed so the City would go ahead as planned and thereby would benefit from the program in a greater degree than the rest of the County. Mayor Kean reported that a question had been raised regarding the pay of the Sanitation and the Street Department foremen but it had been decided at a meeting with the Labor U~ions that their salaries would remain the same. ~Ir. Vaa reported that M~. Severance, City Engineer, had recommended that more salary be provided for an Assistant Engineer in order to attract the best qualiI'ied persons to the job. It was decided that there was enough provided in the budget to take care of the Assistant Engineer position if one were hired. Mr. Vaa reported that the amount budgeted for the Sewer construction bond issue would be deleted entirely from the budget as it was no longer necessary now that the City is going ahead with the sewage project and no bonds will be issued this year.
