Commission, advising that the next meeting of the Commission will be held at two
P.M. Tuesday, July 6, 1948.
Contents were noted and the Mayor requested the Clerk's office to remind
the members of the Council of the meeting.
Clerk read letter from the North Side Improvement Club advising that in ac-
cordance with the City Zoning Ordinance, all territory acquire~ through the pro-
cess of annexation is automatically zoned as R-1 and must be rezoned, if desir-
able, through the usual process of Public Hearing; further advising this to be
the status of the Tidewater Associated Oil Company, and it is the opinion of the
Northside Improvement Club that their building permit received from the County
is not now valid. The Club requests that the City take steps to investigate the
situation as there is evidence of impending construction at the Tidewater Assoc-
iated 0il Company.
The City Attorney offered the comment that the Northside Imprgvement Club
is correct in their view regarding the zoning ordinance and Mr. Mc~eod has al-
ready requested the 0il Company to address an application to the Planning and
Zoning Commission for a change in the district, but the application has not yet
been filed. Mr. Johnsen added that Mr. McLeod is concerned as to what he should
do as he also knows about this and knows that the Oil Company is starting actual
construction.

Mr. Johnsen further stated that he has written an opinion for Mr. McLeod in
which he advised him that the 0il Company could probably go ahead with construc-
tion in view of the fact that they had purchased this lot for that purpose but
they would have to get a building permit and comply with the building ordinances.
Mr. Johnsen advised that the Building Inspector could be instructed to enforce
the ordinance but it would probably precipitate a law suit.
Mayor Kean commented that if the 0il Company would file au application and
the Planning and Zoning Commission granted it that would end the matter right
there. Mayor Kean added that the thing should be brought to some kind of head and
vhatever it takes it would be nice to get it started.
The Attorney a'dvised that things are now started but did not know if We 0il
Company had filed an application with the Zoning Commission, for a building permit,
although they have submitted their plans.
Mayor Kean commented that an application for a building permit would precip-
itate matters, an'd further commen~ed that Bremerton does not have enough industrial
sites on the water front and he can see where such sites are needed around Bremer-
ton as it may be a couple of years before the Itead of the Bay area can be brought
to a head and developed.
Notion by Mr. Gorst and Mrs. Haddon to refer the matter to the Planning and
Zoning Commission for further action, carried.
Clerk read letter from E.S. Severance, City Engineer, advising that plans are
now being prepared for an L.I.D. District on Ohio Avenue between 15th Street and
19th Street for construction of sidewalks, curbs and gutters, and in order to have
a uniform Job it will be necessary to acquire additional right of way for Ohio Ave-
nue. Mr. Severance fLLrther advised that the owner of the property is K.H. Wills,
1018 Trenton Avenue, the land has been appraised by Mr. Fulmer, who has set a value
of ~9.75.00 upon it.
Mayor Kean asked if Mr. Severance had contacted the property owner and was ad-
vised by ~r. Gorst that he had not to his knowledge.
Notion by Mr. Kean aud Mr. Gorst to concur in the recommendation of the City
Attorney and refer the matter to the City Attorney, the Purchasing Agent and the
City Engineer for further action, carried.
Clerk read letter from M.G. McLeod, Building Inspector, advising t~uat the El-
ectrical Inspector had parked the Department Car on private property at 18~4 No.
Wycoff on June 17, 1948 to make an inspection and on his return to the car found
that the brakes had released and the car had coasted into the corner of the garage
at that address, doing damage to ~oth the car and the garage.
Motion by Mr. Gorst and Mrs. Haddon to refer the matter to the City Attorney,
carried.
Clerk read letter from C.C. Casad, Water Superintendent, relative to water ser-
vice in the Snyder District recently annexed to the City, advising that the necess-
ary pipe to serve this area has been contracted for but deliverie's cannot be made
for approximately B0 months, and the area will continue to be serviced ~ith presmnb
facilities, plus some facilities which are urgently needed and can be installed im-
mediately with a limited amount of materials which can be spared from present stock
of supplies. Mr. Casad advised that the estimated co'st of installing the mains
would be $?,~1~.00 and further advised that we have several hydrants which could
he installed to afford fire protection, and recommended approval be given to pro-
ceed with the work with City forces.
Motion by Mr. Gorst and Mr. Keau ~o concur in the recommendation and approve
going ahead wi th the work wi th city forces, carried.
City Att~orney read letter from C.H. Morrison protesting the wording of Ordin-
ance No. 1985 under Section ~ wherein the word "fictitious" had been used. He
further advised that he had talked to several cab drivers and they had agreed Wi~h
him.
The City Attorney commented that the name "fictitious or otherwise" had been
in the Ordinance from ~he beginning and in the second place he didn't think the
cab owners realized what they were saying when they said that they objected to op-
erating under a "fictitious name". He did not think there warn anything to do but
explain to Mr. Morrison.
The City Attorney advised that under the Fuel Oil Ordinance there is a pro-
vision to require all merchants who sell oil stoves which they, themselves, do not
install, to notify the Fire Chief of the name and address of the person buying the
stove. The Attorney suggested with the approval of ~Ir. Whitted, that it would be
a big help with the notifications if the City would have printed several hundred
post cards with blanks provided for the information for the convenience of dealers.
Otherwise the City would have trouble getting the information.
Motion by Mr. Kean and Mr. Gorst that the Purchasing Agent be directed to pre-
pare or have printed the cards for distribution to the dealers~ carried.
June 23, 1948 (Con't)
The City Attorney advised that he had been instructed to ascertain the con-
tents of Senate Bill No. 418 and since that time Mrs. Haddon had received two
copies. He advised he could not tell the present status of the Bill but knew that
it had passed both the House and the Senate and further advised that the bill is
an act for the control of water pollution. Attorney read his summary of the im-
portant points of the bill.
Following discussion it was decided that the bill would be of no benefit to
the City of Bremerton at the present time.
Mayor Kean suggested that one copy of the Bill be referred to the Pollution
Committee and Mrs. Haddon turned one copy over to Mr. Johnsen.
Mrs. Haddon reported that she is still receiving complaints about dirt~ lots,
the latest one at 307 Terrell and was going to ask Mr. Hatfield to take a look,
although we had no authority to order it cleaned or to clean it.
Mrs. Haddon was advised by the Mayor that the Fire Chief was the only person
with that authority in the City, and if he deemed the lots a fire hazard could
order them cleaned up.
Mayor Kean inquired of the~ City Attorney if the Olympic Aviation had been
contacted regarding removal of the Togs at the City Dock and was advised that
the Aviation Company is daily expecting a pile driving company to arrive to take
care of them and drive the piles.

Following discussion by the Council regarding a new site for a Sanitary fill~
Mayor Kean asked Dr. Banham, an~ the State Health Department to inspect the Pro-
perry left of Leto Boulevard and West of the Sheridan Dock as a possible site.
Which Dr. Benham agreed to do.
Mayor Kean advised that ~n inspection shoul~ be made of the Kitsap Lake pro-
perry and the Lebo property and then decide what would be done about abandoning
the Head of the Bay site, as the County had no plans for a new site for the City./
Mayor Kean announced that a total amount of $100.00 had been spent on the
program for the reception of President Truman.
Motion by Mr. Kean and Mrs. Haddon to allow ~all bills presented at this meet-
lng and approved by the majority of the Council, carried as follows: Mr. Kean,
Yes. Mrs. Haddon, Yes. Mr. Gorst, Yes.
Mayor Kean advised the Council that at the last Health Department meeting
it had been brought out that the Roosevelt Hosp£tal was raising the rent of the
Health Department from $300.00 per month to $800.00 per month and would thus
create a deficit in their budget, and there would apparently have to be an em-
ergency appropriation by the County or City or both, Jointly; and it was his
opinion that Mr. Vaa and Mr. Smith, County Auditor, should work together to see
what was to be done.
Dr. Benham advised that some of this might be made up by money left in the
budget by vacancies in his department, but they did not like to operate with too
many vacancies on the staff.
Mrs. Haddon reported on her trip to Mt. Rainier and the trip to Seattle to
the Housing Survey meeting. She advised that Seattle had had a 2% survey, made
but had been told that if the survey wasmade 'in a place the size of Bremerton
a 10% survey would be recommended. She saw no value to the City of such a sur-
vey being made and would not recon~nend it.
Mrs. Haddon advised that the day of the Mt. Rainier meeting she had held
a discussion with Mr. Shain and believed some good would come of it.
Mayor Kean announced that he ha~ talked of City Government to a group of
boys associated with the American Legion.
Motion by Mr. Ke~ and Mrs. Haddon to adjourn, carried.
APPROVED: ' Chief ~dty City Clerk
