Thursday, April 15, 1948 carried. APPROVED: City Cl~rk /t Eayor April Recessed meeting of the City Council of £he City of Bremerton, Washington, held in the Mayor's office at the City Hall on Thursday, April 15, 1948 at 3 P.M. Mayor Kean presiding with the following ~ing present: Mrs. Haddon, Nrc Gorst, Mr. Nutter, ~ro Johnsen, Police Captain Phillips and the City Engineer~ The City Clerk announced that the meeting had been recessed for the purpose of discussion and decision on the cut and approaches at the West end of the Manette bridge. Clerk read letter from E.S. Severance, City Engineer, giving and estimate of the separate costs of three plans of a proposed passageway from the West end of the Manette bridge as follows: Plan No. 1. Open cut, side slopes~ two overpasses ~361,$00.00. Plan No. 2. Open cut with retaining walls ~282~00.00. Plan No. S. Tunnel ~280,000.00. The above enumerated plans are considered too costly and t co lengthy for the City to undertake, with no assurance from the State Highway Department that the bridge ~11 become a part of a cross town arterial highway. The City Engineer recommended in his letter as follows: "--it is further re- commended that the State Highway Department be requested to repair the bridge in kind, excep~ that the South side of the Washington Avenue entrance be widened and the City of Bremerton raise the sidewalk on the East side of Washington from the bridge to Sixth Street to conform to the street grade and require the utility com- panies to lay their lines undsrground." Mr. Gorst gave a review of the proposals as advanced by the State and advised that these were not feasible due to the fact that it istoo expensive and will take too much time. He recommended the plan of the City Engineer as the best and cheap- est for the City. Mayor Kean commented that the plans for the ~ t from Washington to Pacific have been in the making and funds were budgeted for this purpose three years ago. Per- so,ally he wants something done and added that whatever is done and whichever way we go there will be dissatisfaction by t~aose persons whose property is affected. On inquiry the ~ayor was assured this work could be done the City's way for the amount budgeted and now available. Mr. Gorst advised work could be commenced on th~s project now and the State could go ahead with their work at the same time and would .not have to wait for ~he City to complete their part. Mr. Kean advised he could not personally go al~:'~i~, the State on the 144ft. cut and right of way. ~rs. Haddon advised she is in accord with Mr. Gorst, and the City has no right to take over property without definite assurance that the State would make this a cross-town highway. Mr. Kean advised he would like to see the cut from Washington to Pacific on Ninth, and then to Chester and llth as the cross-town arterial with the install- ation of traffic signs and signals. The City Engineer advised this would run in- to more money than even the cost of the cut. Mr. Phillips, when asked for his opinion, advised that personally he thought Washington chould be widened, and further advised that the real purpose for the change was to take traffic away from the down-town area and it was his opinion that the tunnel was the only real solution. Mr. Kean commented that the Highway Department should be notified immediately that the City is not going ahead with the State's plans and will ask participation in the widening of Washington Avenue. Notion by ~r. Gorst and Nr~. Haddon that the proposition of.the "Cut" be re- jected and that Washington Avenue be improved according to recommendation of the City Engineer and the Highway Department be notified that this is.the plan the City is going ahead with, carried as follows: Mr. Kean, Yes. Mrs. Haddon, Yes. Mr. Gorst, Yes. Mr. Gorst advised that under the City's plan the power and light company would not have to put submarine lines across Washington Narrows but can now get along with an extension to their existing lines. The telephone company, advised Mr. Gorst had only been worried about getting the materials to extend their lines. The ~ayor urged that in writing to the Highway Department they be advised this plan was being undertaken to expedite the improvements to the bridge, their plans April 15, 1948 (Con't) were too costly an~ he further urged that the City Clerk and the Engineer formu- late the letter at the earliest possible moment. In commenting about the cut from Washington to Pacific, the City Engineer ad- vised Washington Avenue is an unsafe condition in the heart of the City and should have been taken care of long ago. Mr. Kean expressed the opinion that as long as the State has a certain amount of money available for the repair of the bridge they should go ahead and do their part at once. Nr. Gorst advised that if the City makes 6th Street more available for appro- aches the State should make the same concessions for the bridge. Mr. Phillips asked if it would be possible to cut the corner off 8th Street at Washington Avenue to make the approach from 8th onto Washington less of a bottle neck and was assured that it could be ~one. The City Treasurer advised that it was his opinion that ~e Red Cross would probably donate the corner to the City if they were in possession of the facts and he would be glad to bring the matter to their attention if it was the wish of the Council. Nayor Kean commented that the City still has a good Engineer and the City Council would welcome any other suggestions from him. Mr. Phillips suggested that the City macadamize Sixth Street, Callow Avenue and Fourth Street to correct the bumpy surface of the pavement, also that Park Avenue be widened. Mr. Phillips was assured that these are different projects an~ will be taken care of in time. ~otion by Mr. Kean and Mr. Gorst to adjourn, carried. APPROVED: Citer Cler~ ' Mayor ~
