Heathstad, 829 Cogean, Bremerton, appeared before the City Council with a plea to have the license for auctions cut to $5.00 per day. It is his plan to hold auctions on Saturday's of used cars, drawn from the local supply, and he felt that $200.00 was not a fair price for an auction to be held only one day a week. He further advised that if the City Council did not grant this reduction he would hold the auctions in the County on a larger scale. Mayor Kean advised Mr. Heathstad that the scale for licenses were estab- lished by Ordinance, and it would not be feasible to alter the ordinance until a sufficient number of requests were received from the people of the City. Mr. Gorst advised that no action by the Council was necessary. Mayor Kean further advised Mr. Heathstad that the ordinance now in effect was designed to keep the undesirable elements out Of the town and as such, and until changed, would be carried out to the letter, and advised Mr. Heathstad to hold his auctions out- side the City limits if that was bis desire. Mr. Heathstad inquired if it was legal to hold a forum of the people to find out their opinions of City Administration and was assured by Mr. Kean that that is the "American way", and forums could be held at any time anywhere. The figures on Roosevelt Field so far is approximately $4,500.00 by the Sanitation Department and some $3,300.00 by the Park fund in assessments. The estimate on the W.~.A. contract was in the neigh- borhood of $90,000.00. Mr. Kean suggested that the information on this matter should be completed by the time to begin working on the Budget. City Attorney Johnaen reported ~he meeting and hearing of the Planning and Zoning Commission for the purpose of considering the new zoning ordinance was to be held tonight at 7:30 P.M. in the Council Chambers of the City Hall and sug- gested the attendance of the Council members. He further reported the ordinance would be presented to the City Council for approval as passed by the Planning and Zoning Commission. The City A{torney presented a resolution from the Planning Commission re- questing the City Council to pass an ordinance amending the Use and Area Naps attached to Ordinance No. 1553, changing the 0'Hara lot on the S.W. corner of Fifth Street and Washington Avenue to a Commercial 1.zone. Kean, Yes. Mrs. Haddon, absent. ~r. Gorst, Yes. The City Attorney reported that he had prepared the ordinance regarding the residential qualifications of City Employees, but suggested waiting until Mrs. Haddon,s return before presenting it to the Council. The Mayor and Com- missioner of Public Works concurred in his suggestion. The City Attorney advised he had requested Nr. McLeod, the City Building Inspector and Ernest Yett, the Fire Chief, to be present for the discussion of the ordinance relating to the distribution of fuel oil, and the installation of fuel oil furnaces and stoves, and they were now present. He further advised this ordinance had been read some time ago but it was his opinion that the Council was in doubt as to the importance of the ordinance, which was the main reason for the presence of Nr. Yett and Mr. NcLeod. Nr. Kean suggested that the discussion of the ordinance be delayed until after he had introduced Dr. Shirley Benham, Jr., the new City Health Official. The Mayor suggested that Dr. Benham make any suggestion he saw fit, and ~asked him to say a few words to the Council concerning the inspections he had made to date. Dr. Benham advised that he had been curious as to how the City business was conducted and had been spending the last 2~ weeks getting acquainted with the various things and he is.just now beginning bo see how the operations were carried out in the Health Department, and would soon branch out and acquaint himself with other matters, but had ~ot~ing particularly to bring up at this time. Dr. Benham announced that the County Dump on Bainbridge Island is to be poisoned this week, with the aid of the State Departments; he further reported that no rats were found at the City dump, and that everything there seemed very much under control. Mayor Kean remarked that the JuniorChamber~of Commerce, in their weekly air-f~rum had brought up the subject of an incinerator for the City and asked Dr. Benham,s opinion of the incinerator idea. Dr. Ben, am remarked that in his opinion, an~ the opinion of officials of different cities an incinerator was practical only for the larger cities, and did not seem to work out for the smaller places without a sufficient supply of fuel, and the cost would be prohibitive for small cities, such as Yakima and Bremerton, as Yakima had learned to their sorrow. The Mayor Inquired as ~o the location of theCounty Dumps, but Dr. Benham ~RCH 31, 1948 (Con't) could n~une none, besides the Bainbridge dump. Comment and discussion ensued on the promiscuous dumping of garbage along the county roads. Mr. Gorst reported a brea~ in a 24" line, near the quarry and s tared that a small group of subscribers had been inconvenienced for a short time but the break had been repaired enouEh for the water to be again in use, but it would take more time to make lasting repairs. Mayor Kean questioned the City Attorney regarding the State Department of Health and the Polution Control Board. Mr. Johnsen advised he had written Dr. Ringhold regarding the plan but had received no reply. Mr. Kean explained the Polution Control Commission in Bremerton to Dr. Benham.
