The regular meeting of the City Council of the City of Bremerton was held in
the Mayor's office at the City Hall on Wednesday, March 10, 1948 at lO:00 o'clock
A.M. Mayo~ Kean presiding, Commissioner Haddon, Commissioner Gorst, City Engineer
Severance, City Treasurer Nutter and City Attorney Johnsen being present.
Motion by Mr. Gorst and Mr. Kean to approve minutes of previous meetings as
written, carried.
Clerk read Reports of Separation. for the following: George ?urdy, Engineer-
ing; Kenneth Mayors, Garage; and Loma 01evson, Library.
Motion by Mr. Gorst andMr. Kean to approve the separations, carried.
Notices of Employment were read by the Clerk for the following: Jack R.
Nealy, Garage; Oscar E. Butler, Water; George Nichols, Park and Recreation.
Motion by Mr. Kean and Mr. Gorst to approve temporary non-civil service
appointments as read, carried.
Clerk read M tter addressed to Commissioner of Public Works and Utilities
from Water Superintendent recommending the purchase of property now listed under
County ownership, to be used as Watershed Lands. Further states the property
can be purchased for slightly under $5.50 an acre, or a total of approximately
$832.93. Lists property and recommends City Council approve thepurchase and in-
struct City Treasurer Nutter to proceed with such acquisition. Mr. Gorst described where the property is located.
Motion by Mr. Gorst and Mr. Kean that t he recommendation be approved and Mr.
Nutter authorized to proceed with the acquisition, carried.
Letter from E.C. Searle, Executive Director, Housing Authority was read by
Clerk, vhich stated in accordanc~ with agreement dated September 5, 1947, Hous-
ing Authority is vacating the small community building at Sinclair Park, and
grants permission to the City of Bremerton to occupy it on and after March 10, 1948,
until formal disposition is made by Government. City to assume full custodial
responsibility of building and contents, including payment of utility costs for
the term of the agreement. City may make minor alterations if permission is re-
ceived from Housing Authority. Attached to letter are Loan Receipt Forms for
one electric range and one electric refrigerator which will be left f or use dur-
ing term of agreement. Asks the original b e signed and returned, and that the
agreement be acknowledged.
Mayor commented that the National Guard had been occupying the Recreation
Building at Sinclair Heights, and this building had been used for storage pur-
poses, but that the National Guard wishesto occupy it now that it has been vac-
ated.
Motion by Mr. Kean and Mr. Gorst to note content~ and direct the Mayor to
sign the necessary papers and refer the matter to the City Attorney for prepar-
ation of inventory lease agreement similar to the one on the National Guard
using the Recreation Building, carried.
Clerk read letter from Marion Garland, Jr., addressed to Mayor and Street
Department, w~ich states last October he notified the. City that Mr. F.A. Ritter
did not grant r&ght of way along lot 4, block 8, Warren Smith Acre Tracts, and
now wishes to inform that Mr. Grover C. Wallis, the present owner of the ~operty
did not grant a right of way along lot 4. M~~ Wallis granted a right of way deed
on West 15 feet of "L" shaped piece of property along Chester Avenue and does not
convey any of lot-4. , SuggeEts the deed be checked as it merely describes strip of
land 15' ~ de, to extreme, wes£ on Chester Avenue. Fact that Mr. Wallis' land is
described in two pieces does not change the location of the west 15' and demand
notice in event City contemplates construction of a road or any other activities
on the land so an injunction maybe prepared to protect his client's interests.
Mayor suggested that the Engineer and Street Superintendent make a survey of
the district so that people there would know ~at is available for street purposes~
an~ there would be no room for misunderstandings.
Commissioner Gorst remarked that the survey had already been made and that t he
Engineer understood the matter.
Motion by Mr. Gorst and Mr. Kean that the City Clerk acknowledge receipt of
the letter and it be referred to the City Engineer, ~Ath the request that he ex-
plain the circumstances to persons involved, carried.
Letter from the No~th Side Improvement Club, dated March 3, 1948, was read
by Clerk, in which it was reported that a t the last meeting it was moved that City
Council be urged to consider and adopt request indicated on a petition of prOper-
ty owners in the vicinity of the City Park to annex the Fill adjacent to the Park
as a part of such park. Such petition was delivered in November, 1947, and they
feel action should be forthcoming in the very near future.
Mayor ~mmented it seemed they wished to be assured that the area in question
will be reserved for park purposes.
Treasurer remarked that they want the Sanitation Department to move out and
extend the Park area.
~,~RCH 10, 1948 (Con,t)
Mayor further remarked there had been some discussion re playfie~d there,
but that Evergreen Park-is the only pa~k that could be termed a rest park, and
there would be no rest park if a playfield is located there, There had also
been some discussion re amusement park in the location.
Motion by Mr. Kean and Mr. Gorst to refer to the City Clerk to dig up the -
petition mentioned as having been filed and refer it to the Committee of the
Whole, carried.
Clerk read letter from the Chairman ef Bremerton City Planning Commission,
re letter of 2/9/48, which was referred to them. Letter was read and it was
moved to send answer directly to City Council. Committee on Housing Facts and
Goals has recommended, after, study andhearings, that the Anderson Cove be de-
signated as industrial site. Recommendations have been compiled in booklet form
and have been forwarded to agency supervising liquidation of government pro-
perty.~ In view of such recommendation, and that after the property has been
disposed~of by U.S., it will be necessary to have property rezoned, City Plan-
ling Commission is not disposed to make recommendation contrary to that of
Housing Facts and Goals.
City Planning Co~mission has no jurisdiction over property adjacent t o the
City. Several requests have been made to County Planning Commission to con-
sult with City Planning Commission on proposed rezoning of areas adjacent to
the City. Up to the present have never been advised of any such action, al-
though it has come to their attention after rezoning has been effective. City
Planning Commission agrees with North Side Community Club and believes that~ zoning
adjacent to City limits is a dual responsibility of City and County but the
City is not legally able to participate in such responsibility and has not been
invited to do so.
Clerk read letter from North Side Improvement Club enclosing petitions re-
~esting action re installation of oil storage facilities in an~ close to North
side of Bremerton. Petitions are proof of public opinion and must be considered
before action requested is too late. Excuse that nothing can be done will not
suffice. Request arrangement of meeting with County Commissioners and carry out
wishes of constituents. Total number of signers both County and City is ?00.
Nothing to prevent cooperation of City and County Administrators.
Clerk also read copy of letter enclosed addressed to. County Commissioners
requesting meeting such as outlined above.
Mayor remarked that circumstances are such that Bremerton has no commer-
cial areas on the water front, other than Standard Oil at the, foot of Highland,
from the 01d Yacht Club up to and including this area. The waterway at the
end of Pacific is not open, and it would cost a great deal of money to open
it. The Port Commission does not seem interested in doing anything on the mat-
ter. ~ayor feels the City and County Commiissioners should meet and discuss
the Anderson Cove situation as well as the "Head of the Bay".
Motion by Mr. Kean and Mr. Gorst to request the. City Clerk to make arrange-
ments for a meeting of City and County Commissioners, City and County Engineers,
Chairman of both City and County Planning Commissions or members delegated by
the Chairman, for 2:00 P.M. Friday, March 12) 1948, at the City Hall, to discuss
the Anderson Cove matter, and later the problems on the Head of the Bay, carried.
Clerk read Resolution No. 637 as follows:

in~ for the assessment to pay the improvement of:

rolls of the County Treasurer for the property described on said list and shall

mentioned improvement includes construction of storm and sanitary sewers and pro-
riding for drainage, together with the doing of any and all other, work in connect-
ion therewith as may be neceEsary to make such improvement a complete Job.
Motion by Mr. Gorst and Mr. Kean to pass Resolution No. 637, carried as
follows: Mr. Kean, Yes. Mrs. Haddon, Yes. Mr. Gorst, Yes.
City Treasurer stated no report on purchase of lots adjacent to Fores~ Ridge
Park.
City Attorney reported he had prepared an ordinance on residential qualifi-
cations of city employees, but had not yet had a chance to discuss the matter with
Mr. Wallace nor has it been submitted to the Civil Service Commission.
Further report~was made by the Attorney that the lease to School Board on
Dormitory "B" has not yet been returned.
Mrs. Haddon reported the Sanitation Department has been trying to shape up
the dump, and move out of one corner, and it seem~ they sre doing a good ~overing
Job there. They are also making another rat catcher there, but so far no rats have
been caught. Further reported it is hard to keep the dump cleaned up as many per-
sons dump garbage over the bank over week-ends.
Motion by Mr. Gorst and Mrs. ttaddon that the City Clerk and Purchasing Agent be
instructed, to call for bids for a car for the Street Department, carried.
Mr. Gorst further commen~ed a transfer should be made whereby the pick-up
which Mr. Hatfield now uses can be trmusferred to the Garage Department, and the
panel they have been using be transferred back to Street Department so that it can
be turned in on thepurchase of the new car.
Mayor reported that Mr. Russell, who is a resident outside of the City, has
been serving on the Civil Service Commission wished to resign, but had acted on
the board while the case on residential qualifications was pending. Further report-
ed Mr. C.C. White should be appointed in his place.
Motion by Mr. Kean and Mr. Gorst to accept the resignation of Mr. Russell and
appoint Mr. C.C. White, 820 McKenzie Avenue, on the Civil Service Commission, car-
ried.
Mayor ~nquired as to what Council thinks about Daylight Savings Time, and if
Council wishes to take any action. Mr. Gorst commented that he thought it is a
good~idea. Mayor also stated he was in favor of it, however,, felt it should be for
the entire pacific Coast, and that California has already adopted it, and if Wash-
ington adopts it, why Oregon will naturally fall in line~. Further wondered mhat
time would apply to the Navy Yard as their orders come from Washington, D.C.
City Attorney suggested that the City Council pass a resolution to be sent to
the Congressmen and go on record as favoring daylight savings time.
Mrs. Haddon cozmmented she was not in favor of such action unless it could be
adopted on a nation wide scale.
Motion by Mr. Kean and Mr. Gorst that the City Attorney be instructed to pre-
pare a resolution showing that the City of Bremerton desires Daylight Savings Time,
carried as follows: Mr. Kean, Yes. Mrs. Haddon, No. Mr. Gorst, Yes.
Inquiry was made by Mayor as to whether or nob Council wishes to take any ac-
tion on the ferry situation. Feels somebody will have to take a stand on the matter.
Stated the State proposes having ferries built at an estimated cost of about $10,000.
and shen they are in operation what will happen to the proposed bridges. Mayor furthe~
commented he thinks the City Council should ask the Toll Bridge Authority and others
concerned to expedite construction of various Oridges following the surveys ~hich
are being made on the traffic count. Continue to operate the ferrie~ until the
bridges are completed, and then the State to buy or acquire the ferrie~ deemed
necessary. Further remarked that Captain Peabody wanted to build bridges, firur-
lng on bridges instead of ferries. If the State spends millions £or ferries, ~uat
happens to the bridges? If the bridges are built now it will eliminate ~me of the
ferries. Further asked if the Council has sq~ reason to get in the ~iscussion?
Attorney replied the Council has as much reason as any Council ever does when
it comes to politics. Attorney remarked he has been instructed to ask the con-
gressmen to do something about Daylight Savings Time and resolution can also be
adopted on this matter.
Mayor commented if the State builds the ferries it will take a long time to
have them built, and not much satisfaction while they are being built. If the
Tacoma Narrows bridge could be rushed, and possibly a bridge from Gilberton to
~-Bainbridge, and then a survey made on the Agat Pass bridge, it would relieve some
of the necessity for ferries.
MARCH lC, 1948 (Con't)
Mr. Corst remarked he did not understand the matter very well, the State re-
fused to let Peabody run the ferries hr a 30% increase, and when he quit, the
County chartered the ferries and now th~ are running with an additional 30% in-
crease. The State tells the Counties to go ahead and charge whatever fare they
wish.
Attorney remarked that the County has the power to establish rates, and even
though Peabody might have recommended such rates, the County still has the pmaver
to establish rates.
Mr. Gorst asked then if the State has no Jurisdiction over the runnir~ of the
ferries.
Attorney remarked t~at is correct it~is entirely up to the Counties.
Mayor remarked that any rates are subject to survey every thirty days, and if
the vol~e drops off and there is not enough revenue then the rates can be raised.
Further remarked the whole matter has not been handled very well. The Cham-
ber of Commerce and others have gone to Good Roads Association conferences and en-
~rsed the Agate Pass Bridge, with no thought of what it would do to Bremerton.
Then when things progress, want the Gilberton-Bainbridge IslandBridge. Somebody
has to take a stand, ~ven though it may be the wrong stand, to get the people
organized. If the people of Bremerton had been working for the interests of Brem-
erton, and would have been in front on the Gilberton-Bainbridge Island Bridge and
would have had the people behind it. Mr. Shain is now having a traffic survey
made, and will no doubt approve the bridge which will serve the greatest number
of people to an advantage. Mayor further stated he ~uld be glad to go around the
district to try and sell the Gilberton-Bainbrtdge Island Bridge, as he feels such
a bridge would do the whole peninsula a lot of good.
Motion by Mayor Kean that the Council go on record as requesting the Toll
Bridge Authority to expedite the survey andproceed as rapidly as possible to con-
struct all necessary bridges, and get into the ferry situation upon the completion
of the bridges. No second was made to the motion, and it was not carried.
Mr. Gorst stated that he ~lought the State should go into the ferry situation
before two years, and it would take that long to build any of the proposed bridges~
and felt the ferry situation should be s£raightened out before the building of
any bridges.
Reporter from the Sun who was present remarked that the State has been talk-
ing oi' buying only sixor eight ferries, md felt that theywe thinking ahead about
the bridges, not planning on six or eight ferries to replace the entire Black Ball
system.
City Engineer remarked he is present a t this meeting on poll~t£on treatment.
Had asked James Carey & Company to make a study of the separation of the Jobs on
sewage treatment. Introduced M~ Brett, representing James Carey & Company, who
was in Bremerton to work on the matter. Engineer. further s.tated he had t~ked
to Mr. Carey who felt the matter could be set up on a change~orde~, and would be
at no cost to the City.
Engineer further recommended that the City Attorney should be instructed to
prepare necessary easements.
Motion by Mr. Go,st and Mrs. Haddon that the recommendation be ~proved and
the City Attorney be instructed to,quire the necessary easement~, carried.
Engineer further remarked that on the survey on Streets, alleys, etc., ~ich
is being made, it appears the City CM rk should put the number of voters in each
precinct on precinct map. Numbers of voters to be computed from the last general
election. Also suggested the Clerk should certify such figures.
Motion by Mr. Kean and Mrs. Haddon to allow all bills if approved by a maj-
ority of the Commission, carried.
Mayor remarked he is to attend a meeting of the Executive Board of the
Association of Washington Cities on Thursday, to be held in Seattle.
Furthe~ report was made by the Mayor that it is proposed to have a rotc-
tiller go over the Manette Playfield and then plant the grass seed. The work
is to be done for $20.00.
Notion by ~&. Kean and Mr. Gorst to recess to Saturday, March 13, 1948, at

Letter addressed to Mayor from Mrs. H.M. Klokke~ was read by Clerk, mbo
states she is representing people interested in the future of Bremerton, and
asks consideration on the advisability of contacting the proper authorities re-
sponsible for the Anderson Cove Project disposition after houses are removed.
Suggests the logical disposition of this area is for a City Park. Fe~ls if such
is considered at all the installation of oil storage tanks should be postponed.
Wishes to know how the City Council stands and what is proposed.
'Mayor commented t hat this district has been zoned commercial for some time,
and one of the men has complied with the regulations and made application under
the present zoning or~ nance, and is going ahead with his plans. The people in
that district should know it has been'commercial for the last ten years, and could
not understand the protests now.
Mayor further remarked that he had at first proposed to the Planning & Zoning
Commission that this should be set up as a park, even before the Housing Facts
and Goals had been formed. The Zoning Commission was of the opinion that it
should not be zoned as a park and~should be an industrial or commercial'zone.
Mrs. Haddon commented that Bremerton needed Some commercial ~ nes, as busi-
ness is really the life blood of a community.
Mayor suggested the letter be acknowledged and Mrs. Klokker be informed that
the Committees handling the disposition of Federal property have gone on record
as recommending Anderson Cove be zoned commercial and used for commercial purposes
Feels this is the opinion of both the City'and County Planning Commissions, and
the County has already ~ ned this area as commercial. The City Council feels it
is desirable to have some commercial areas available for the water front.
Motion by Mr. Kes~ and Mr. Gorst to acknowledge the letter and state as
above, carried.
Clerk read Report of'Separation for Sydney R. Loucks, Police.

ployments, carried.
Clerk presented general claim voucher for payroll 2/16/48 to 2/29/,8, warrants

of City of Bremerton, on contract dated 11/46, for furnishing of architectural,
engineering, and superintendency services for 2-story City Hall Annex on Burwell
Street. Have been advise~ work not completed as City elected not to construct the

inated.
Clerk and City 'Attorney recommended the bond be terminated.
Motion by Mr. Kean and Mr. Gorst to approve the recommendation, carrie~.
March 13, 1948 (Con't)
.Attorney read Ordinance No. 1768, second reading, entitled as follows:
An Ordinance declaring the need of a garage for Ivy Green Cemetery, appro-
priating funds therefor, and~claring an emergency.
Motio~ by Mr. Gorst and Mrs. Haddon to pass Ordinance No. 1768 on aecond
reading, carried as follows: Mr. Kean, Yes. Mrs. Haddon, Yes. Mr. Gorst, Yes.
Mrs. Haddon reported that she had received an appointment from Representative
Homer Jones as a delegate to the 38th convention of the National Rivers and Har-
bors Congress, meeting in Washington, D.C., March 19th and 20th.
Mayor commented it is an advantage fo~ anyone to attend meetings of this kin~
for the City of Bremerton, especially where funds are being raised to support things.
Feels Mrs. Haddon should be encouraged to attend.
~ Motion by Mr. Gorst and Mr. Kean to approve Mrs. Haddon~s representing the City
of Bremerton as a delegate to the Convention of National Rivers and HarborsI Congress,

City Attorney reported he had prepared for the Mayor's signature a letter to
the Housing Authority with reference to the small community building at Sinclair
Project, in reply to letter received from the Housing Authority offering to grant
to the City per~Lission to occupy the building. Attorney further read the letter
prepared, which stated City will occupy building on and after March lC, as per-
mission has been granted to occupy such building until form~ ~isposition is made
by the gover2aent. The offer is gratefully accepted by the City, and they will
assume full custodial responsibility. ~nderstand the City may make minor alterations
after receiving permission from Housing Authority. Loan Receipt forms have been
executed and original is returned.

dressed to the Adjutant General, stare'Military Department, Camp Murray, vhich
states the City granted permission to National Guard on Sept. 23, 1947, to occupy
new community building in Sinclair Project, until government made formal dispos-
ition or City Council revoked permission. Have since received oral requests for
the use of the small community building when it became available. The City has
now received permission from the Housing Authority to occupy the building, the City
grants permission to the National Guard to occupy small building. Such permission
was grsmted at Council meeting held on March l0 th. National Guard to assume ftull
custodial responsibility until formal disposition is made by the government or
council revokes such permission. Minor alterations to be allowed by receiving
written permission. Attached to letter are loan receipts for the electric range
and electric hefrigerator which a re left in the building for the use of the National
Guard. Request the original be signed and returned, also that written acknowledge-
ment of terms of permit granted by City are accepted.
~otion by Mr. Gorst and Mr. Keen that the Mayor be authorized to sign the
letters, carried.
City Attorney stated he has p~epared a resolution on daylight savings time and
read Resolutiin No. 638 as follows:
WHEREAS, the City Cofmcil of the City of Bremerton from time to time has re-
ceived numerous requests that the City of Bremerton officially adopt daylight sav-
ing time during the summer of 1948; and
WHEREAS, it appears desirable for the City of Bremerton to adopt daylight sav-
ing time, provided that the Puget Sound Naval Base also adopt a similar standard
and that other states on the Pacific Coast adopt the same s tand~rd in order that
there will be complete uniformity upon the ffacific Coast; and
WHEREAS, it appears that the State of California will soon adopt daylight sav-
ing time if it has not already done so, aand that other communities of the state
of Washington and the State of Oregon desire the ssme standard; now, therefore,
BE IT RESOLVED by the City Council of the City of Bremerton that it do record
itself as favoring daylight saving time for the States of Washington, Oregon and
California and that it's desires be communicated to those individuals best able
to secure daylight saving time for the Pacific Coast; and

Passed by the City Council of the City of Bremerton, signed by the Mayor and
attested by the City Clerk in authentication of such passage, this 13th day of
March, 1948~ on motion by Mr. Kean and Mr. Gorst which carried as follows: Mr.

MARCH 13,. 1948 (Con't)
Mayor commented that a meeting had been held with the County and City Com-
missioners and City and County Engineers, smd the Planning andZoning Commissions
and different City Officials on the Heaa of the Bay, and Monday, March 22nd is
being reserved for an on-sight visit to the Head of the Bay.
Further comment was madeby the Mayor that Clarence Shain from Olympia will
be in Bremerton later on in the day, and has stated there are some new develop-
ments to discuss.
Some discussion ensued on the Aviation firms who are leasing space on the
dock, and the best method to lease the space. Attorney reported that some of the
group would be in later on to discuss the matter. No action was taken a t this time.
mOtion by Mr. Gorst and Mr. Kean to adjourn, carried.
Mayor
