Mayor conmlented Mr. Lange had been in to see him, and had been referred to Mr. Hatch for an opinion, and also to Captain Phillips of the Traffic Department. Attorney remarked that ~r. Lange had also been in to see him. Mayor wondered if there is any ordinance prohibiting such plan, stated ~r. Mr. Severance and Mr. Vaa are to contact Mr. Carey and Mr. Miner, Executive Secretary of State Finance Committee of State Funds, and a meeting is to be arranged at some future date. Mrs. Haddon remarked that Mr. Miner had said he could meet on the 1Vth but did not know whether or not such date is satisfactory with Mr. Carey. City Attorney reported there has not yet been a reply on his letter regarding interceptor sewers but that the Attorney General had reversed his former opinion, and had notified the Co~mmissioner of Lands of such opinion. Clerk read letter from Andrew Pendergast, Superintendent of Parks and Recreation re equipment that appeared ~n cafeteria inventory of September 1, 1947, which can not be used for food preparation or service. Miss Manning, Cafeteria Supervisor, requests the equipment be taken off the original inventory. Mr. Pendergast has inspected ~uch equipment and recommends it be surveyed to Park & Recreation Department. Enclosed list of equipment in question. Mayor commented that already requests had been received from the Housing Author- ity to use the hall to store equipment, and that~the School Board also wishes to use it or some other building. Further commented perhaps some sort of arrangement could be worked out where the Housing Authority could use the basement anm one room for storage, but that the matter would be discussed at a Committee of the Whole meeting and some solution could be reached. Mayor further stated that Dr. Town had been shown Dormitory "B" as a possible location for the County Health Department, as that Department had been notified of a rent raise at Roosevelt Hospital. Since that time the Directors of the Hospital have been talking of lowering the rent rather than raising it. Some discussion ensued on possibility of using the 01d Fire Station as headquarter for the Health Department, ~d not selling it as planned, but no action was taken. ~ City Attorney reported on December 24th the Council had referred a letter from !Department of Public Lands asking for a resolution releasing any claim for compensa- !tion for taking a part of the Itead of the Bay for railway right of way, and that he iwished to report a resolution had been adopted by the City Council, a similar one by the County Co~nissioners, in which the City Attorney and County Prosecuting Attorney concurred, and such resolutions have been forwarded to the Department of Public Lands. Attorney further reported he had written a letter to the Council enclosing war- ~ranty d~ed for Lot 24, Loudon's Rainier View Addition, which has been acquired by the City for street purposes, also original certificate of title dated 12/2V/47, and let- ter signed by C. City Auditor and City Treasurer had approved the dispensing of coin boxes, and that the money be taken from each meter ~d placed in locked container to which the City Treasurer would have the only key. Mayor suggested the Attorney should also contact Captain Phillips of the Traffic Department as the holidays in the present ordinance are not as they should be, and the should be corrected. Mrs. Haddon suggested that anyone who collects money for the City should be a Deputy City Treasurer. Mayor also suggested contacting Captain Phillips in regard to the hours the parking meters should be used. Mayor commented the Health Board is to meet this afternoon at two o'clock. Further remarked letters had gone out to various unions to get a cor~ittee to- gether on proposed industrial site at the Head of the Bay. City Treasurer repo~ted to the Council that he has been appointed Chairman of the! fProgram Committee of the State Association of M~.unicipal Finance Officials by Mr. Lyle Lemley. Mrs. Haddon commented she had been asked to attend a meeting at the Olympic Junio College on proposed plan of having a Museum in Bremerton, but could not attend. Mayor commented he would like to see such a plan started in Bremerton while some of the old timers are still alive and could personally tell of early days here. Motion by Mr. Kean and Mrs. Haddon to allow all bills if approved by a majority of the Commissioners, carried. Mayor stated in view of the discussions to take place on salary increases this meeting should be recessed to Saturday morning. Further remarked he is to attend a meeting in Seattle on health and milk inspec- tion as the Association of Washington Cities is trying to get with the Department of Agriculture and the Department of Public Health which should eliminate some duplica- tion as there is at present. Mayor asked if there are any suggestions on the fire stations or the dormitory. Sheridan Park would make a dice drive in, but at present no onw is interested. All buildings should be occupied by someone or the windows will be broken, and considerable other damage ~n ~m~cc~D~ed b~d~ngs~ Motion by Mr. ~e~l and Mr. Gorst to recess to Saturday, January 20, 1948, at lO:O0 o'clock a.m., carried. city APPROVED: Mayo r JANUARY 10, 19~8 Recessed meeting of the City Council of the City of Bremerton was held in the Mayor's Office at the City Hall on Saturday, January 10, 1948, at lO:O0 o'clock a.m. Mayor Kean presiding, Commissioner Haddon, Commissioner Gorst and City Treasurer Mutter being present. Phillips, Inc., re renewal of City's fire insurance. iCopy of letter containing recommendation of Mr. Ted Roscoe, Engineer for Stuart G. Thompson-Elwell. Company was also enclosed. VaLues have been adjusted upward and recom- mended increase in total coverage is $112,000.00 of which $10,000.00 is additional ibuildings acquired, so that the increase in building costs accounts for approximately $102,000.00. Mr. Austin Clark was present at the meeting and explained fully the reason for such a reco~aended increase. Stated the City is carrying 90% of value, but has 100% coverage. Also the rates are very low on those buildings which are practically fire proof. In order to keep the 100% coverage it is necessary to adjust the values. Mayor questioned as to whether or not the premiums were being divided among the various insurance companies in Bremerton. Mr. Clark reported that his insurance company is now handling all the Ci~y's insurance, but the commission is split with all the.agents.in town according to the volume of their business. Clerk recommended the City of Bremerton carry the insurance as recon~ended, and that he be authorized to sign the Statement of Values. City Treasurer reported that on Thursday, January 8, 1948, at ll:O0 o'clock a.m. he proceeded with the sale of the 01d Fire Station #2. Attendance was very good, be- tween 50 and V5 persons looked over the property between nine and eleven, and the bid- ding started at $6,000.00, and was stricken off to Mr. Otto Drager at $9,200.00. Have had the City Engineer's office prepare a plat for Mr. Drager on the property. Reported the sale was completed by 2:00 o'clock that afternoon by payment of the total amount, and that the City Attorney is preparing tt~ deed and the necessary resolution. Motion by Mr. Kean and Mrs. Haddon to accept the report of the Treasurer, carrie Mayor mentioned the fact that Mr. Drager had purchased this building would leave a vacancy on the Second Street Dock where Mr. Drager is now located. Mayor co~nented that Mr. Pendergast, Park & Recreation Superintendent, is now making a small charge for use of rooms at Recreation Center for various meetings. Mr. iRoberts, the former superintendent, had eliminated the charge, but that it seems only fair that various organizations ~hould pay a small fee to cover expenses of lights, iheat, etc. Mr. Gorst reported that Mr. Searle had talked to him regarding the use of the Sheridan Park Fire Station, which has been closed by the City, as a storage space for ~furniture being taken out of units which are being closed. Further remarked that Mr. Searle would like the use of the building as soon as possible as the furniture is being: taken piece by piece. Mayor remarked that possibly some joint use of the Station can be worked out for the Housing Authority and as a club room for boys to be sponsored by the Kiwanis Club, as they have both requested the use of the Fire Station. Mayor also mentioned that the School Board is interested in Duration Dormitories as storage space. Also remarked that some charge should be made as the School Board and Housing Authority have just as much money as the City to spend and should pay for the use of City Buildings. ~ayor also remarked that the water tank at Sheridan Park Station is to be moved to Nanette Fire Station. Also, the hot water heater at the Recreation Center is to be ~declared surplus and is to be assigned to some fire ~tation, so that all stations will ~have hot water heaters in the summer. i Clerk read circular letter from Lt. Colonel, Corps of Engineers, Chief, Opera- ~tions Division, which stated that an application has been received from Tide Water iAssociated 0il Company for a Department of Army permit to construct a wharf and three dolphins in Port Washington Narrows near the foot of Naval Avenue. Request informationI as to whether there is any objection from the standpoint of navigation. If no reply is received by January 1V, 1948, it will be assumed there are no objections. Motion by Mr. Kean and Mr. Gorst to refer to the City Engineer to certify as to whether the City has or has not any objections, carried. ~ayor reported that yesterday he and the City Attorney went to Seattle.
