and that he recommended the bid be awarded at this time.
Motion by Mrs. Haddon and Mr. "heaton to award the bid%o the Bremerton-Sun Publishing
Company, being the lowest and best bid carried.
Reports of separation were read by Clerk for F. Williams and Michael A. Selementi, Water
Department.

Notices of employment were read by Clerk for Daniel E. Haley, Water Department $2.395 per
hour; Evelyn Bowen, Library, $300.00 per month; Clarence Fleming, Clerk's Office, $175.00 per

Motion by Mrs. Haddon to approve the temporary non-civil service appointments as read,
carried.
Clerk read change in pay status for Elsie I. Pry, ~ater Department from $1.00 per hour to
$185.00 per month, and stated that this was read last week but laid over for investigation; that
he has investigated this and it is in order for approval.
The investigation disclosed that she was employed for what was supposed to be a temporary
job; however, later determined that the job should be made permanent. Then it was recommended
to the Civil Service Commission and they recommended that an employee be taken from the eligible
list and Elsie Pry was in a position to be appointed.
Mr. Wheaton questioned the advisability of creating any more jobs when it has been pointed
out to him by the State ~aminer that the Water Department revenue is falling off; although Mr.
~heaton said he realized there would be additional revenue from sewage treatment c~arges.
Discussion was held on the advantages to be derived from billing weekly instead of semi-
monthly. ,'~
Mr. ~heaton asked that this change in pay status be laid aside until investigation was
made o£ whether or not a new Job was necessary to be created.
Clerk reported that he has discussed with Mr. Gasad the current contract held with H.D.
Fowler Company for supplying certain sizes of water meters~ This contract is only for 1949 and
the City has taken all the meters listed in the contract and, also, the City can take more than
the list if needed.
Clemk stated he had asked Mr. Casad to place an order this year for whatever he may be need-
ing, so that the City may take advantage of the iow prices offered in this contract.
Taxi stand application was read by Clerk for Robert F. Guy, Arrow Cab C~mpany for a stand
at Craven Center, 6 A.M. to 6 P.M. and in front of Ted's Lunch on Park Avenue at the loading zone
from 6 P.M..to 6 A.M..
This ~pplication was approved by Captain Phillips and Chief Lewis but was laid over for re-
commendation of the City Attorney because the Craven Center stand location would be by a fire
hydrant.
Attorney said he investigated this location in the company of Captain Phillips and recommend-
ed against giving a stand by the fire plug; also, a heavy traffic area and a dead end street.
There are City ordinances against private vehicles parking next to a fire hydrant and this ruling
should not be relaxed for a cab.
Motion by Mrs. Haddon and ~tr. ~heaton to accept the recommendation of the City Attorney on
the stand by Craven Center ~hich involves a fire plug, and approve the stand at the loading zone,
carried.
Cl~.rk read letter from E.;~. Phillips, Incorporated, agents for the City's fire insurance,
in which it was reported that they had been successful in obtaining a refund to the City of

mission to Mr. Murry F. Taylor of Kitsap County Sewer District No. 1, asking the sewer district
for a report on their progress in working out a cooperative agreement~ with the City of Bremer-
ton, for treatment of their sewage.
Decem~r IL, 1949 (eon't)
Mr. Wheaton commented that this matter has not been finished between the two parties
and the areas desired for placing~Qur lift stations did not belong to the district but be-
longed to private individuals. .Mi% "heaton said further that details of the sewer district
sewage .treatment are?b~ing pushed as far as possibl~ but the City will have to pay contractor
for the delays.
Clerk reported that a request had been received to use the Mater Department's address-
ograph for the Polio Campaign; that he had discussed this with Mrs. Haddon and Mr. Wheaton and
they had decided to take the same attitude as last year when the City A~rne~advised us that
on a nation-wide program it might be all right to use the equipment for that purpose. On the
strer~th of the discussion with the two commissioners the Clerk said he notified the office of
the Polio Drive that they could use.the addressograph but should contact Mr. Casad for schedul-
ing the work.
Motion by Mrs. Haddon ~nd Mr. W~eaton to concur in report of City Clerk and the address-

December 31, 19~8.~ As a result of the examination the Cit~ h§s received from the County Treas-
urer the sum of $1,251.~ which has been credited to the ~harf Fund.
Th%s amount represents money w~ich was not credited to the City due to incorrect die-
tribution~in the CountyTreasurer's OSfice because they receivgd ins~fficlent information from
the State Treasurer's Office. ~r. Vaa had figured that the City would receive more than this
amount; however, there was an ad3ustme~t made in about 1938 and so this is all that the Cit~
could get at this time.
Letter frqm ~ayor Kean was read by Glerk~
~r. ~heaton reported on his trip.made to Olympia on ~onday with ~lr. Casad, relative {o
acquiring of additional land for protection of the watershed and developing of further water
supplies.
Mr. ~heaton also reported on a meeting he attended in Seattle on Tuesday relative to
sound ferries, bridges and tubes.
.~r. Wheaton reported that a woman fell on a city sidewalk and was hurt a little but a
formal claim has not yet been received. Clerk stated he had given the insurance adjuster in-
formation on th~s inju~
Clerk stated that he had acc%dent report forms which he was to have given to department
heads but he nowbelieves it would be best to handle the reports himsetf~ so anyone involved in
an a~cident will come in to Clerk's office and~turn in the rep~Pt, and then the Clerk will for-
ward the r~port to the properparties~ Further discussion was held on the handl~/~ of reports
of possible cla~mSo
Mr. Nutter reported that in connection ~ith the discuss%on held earlier in this meeting
regarding th9 creating of additional jobs, that he and ~r. Vaa had studied the ~anette Sewer
Fund and that possible in April 1950 may be able to recommend to the Council to eliminate the
charges for that service because ther9 will be sufficient money in the fund to pay all the
bonds and interest when the option is due in 195~. This will Gu~ out beQkkeeping and separate
billing in the ~ater Department and will cut out some work in the Treasure~!s.Office..
City Attorney reported on the claim for damages filed August 13~ 19~9 by Damielson, Fow-
ler and Klinghammer, and Liston and Klinghammer, and said that ~alasp~na & Nap oli have agreed
