Mayor Kean presiding; Commissioner Haddon, Commissioner Wheaton, City Clerk McGowan and City Auditor W.H. Vaa being present. Mayor stated the meeting was called for purpose of discussing the pre- llminary budget and after the hearings will approve the 1950 Budget. City Auditor outlined what the Council has done since the preliminary budget was adopted. One deduction amounted to $5,115.00, most of which was in the Park and Recreation Departmant, one person cut out in the Library. Park and Recreation Department revenue increased $1,610.00 due to new programs contemplated, making a net deduction in the budget altogether of $17,465.00 since the preliminary budget was adopted. Mayor Kean asked if anyone wished to make any comments on the recommenda- tion of the Chamber of Commerce, and then co~amented that they had done a good Job but there were a few errors due to not being w~ll posted and that some of their recommendations covered things already being done by the City. Mayor said his principal, objection was they they proposed the City take all antici- pared surplus ~nd add that to ~he anticipated revalues an~ cut the budget to fit this, and then next year the City would have no surplus which, the Mayor said, he believed would lead to disaster in a year or two. Mayor explained how the 1949 budget was balanced snd Mr. Wheaton commSnted he ~id not believe could cut any more in his departments as already had trimmed his budgets, an~ Mrs. Itaddon said she agreed with Mr. ~heaton on this. Mr. McGowan said he did not like to see the City start issuing registered warrants. Mayor stated it is proposed to have tap dancing and ceramics classes pay next year to give receipts to help carry on the program and if receipts don't appear will probably have to abandon the progr~n. Mayor stated that he had received a letter from Bainbridge Island Chamber of Commerce requesting the City not to cut the amount to be given to the Health Department. Mr. Kean said that the City's contribution ~as been even with the County's even though less population in the City than the County an~ most of the taxes are collected in the City; however, if the City cuts its contribution as the County aid, then the Health Department would not be in position to con- duct its activities. I£ the City desires to withdraw from the Health Pool, 26O October 3, 1949 (Con't) notice must be given to all members ant then two years later could make the change. 'Smaller cities, under the present law, such as Port Orchard, Poulsbo and Winslow can contribute to the health program, but are not doing so at this time. Mayor said he had suggested to Dr. Benham that these smaller towns be contacted in an effort to get their financial support of the program. After considerable study of the request from the 0hsm~ber to cut the health budget, the City Commissioners have decided to go slong with the amount requested by Dr. Benham in order to carry out a good program, even though the City is pro- viding more than the County. Mrs. Haddon commented that the city will en- deavor to get a few more services from the Health Office for the extra money. Mrs. Vela Smith, Representative of the culinary Alliance, asked questions on the Health Department and stated she felt the City could not do without the Health Program~ and said she was speaking for the Culinary Alliance when she said there is need for the health program rfor the schools as well as the'other services provided by the department and that they have worked for 25 years for this and feels it cannot be ~ropped. Clerk rea~ letter dated September 30, 1949, from Pacific Electric Company, addressed to City Commissioners, stating they~strongly oppose eliminating either the Electrical or Plumbing Inspector as a~means of cutting the City's expenses. Suggested that the Building Department is not self-supporting under present permit fees, they should be altered so as to provide for its maintenance. Mayor stated the contents should be noted and letter placed in the budget file. N.T. Albrecht, representing Electrical Workers Local, stated they were strongly opposed to cutting either the plumbing or electrical inspector out of the budget, and gave weveral reasons for this stand. Suggested that the permit fees should be on a graduated scale instead of a flat rate, so that a big building would pay its proportinate share of the inspection work involved. ~eorge Tinney spoke, urging the Council to retain both a Plumbing and an Electrical Inspector. He said the work is entirely different and not only are inspections made but the inspectors must advise individuals many times how the work is to be done to comply with the codes. Said he believed the City had cut its forces as much as can be done at this time. ' Jack Hollingsworth, Metal Trades Council, spoke at length on the budget, and smount other things, said that labor should have been represented on the Chamber's Committee which studied the budget, and the Me~al Trades council has studied the recon~endations of the Chamber and they do not agree with them, but go along with the City Council. Said they were against recommend- ation to re-rate men in the Fire Department and Police Department, and, also, stood with the City Council on maintaining the ~ealth Department Budget. He s&id he realized a tax would be passed on to the people and would only amount to average of $3.00 per person in the working class, and then he complimented the. City Council on doing a ~ood job of administering the'City. I~1rs. Richardson~ of the Health Council, stated they had a program that brings in quite a b~t of revenue to the County. In their program they are able to train murses aides and even~Health Directors at a minimum cost. City Auditor read the totals from the budget and Mayor Kean stated that in connection with revenue it is proposed to institute a business and occu- pation tax and in the budget it is stated how we propose to spend that money. For the information of those present, the Mayor outlined how budget is made up and the methods for compiling revenue and expenditures. Motion by Er. Kean and ~rs.
