Mrs. Haddon saiG she thought consideration shoul~ be given to another loc- ation because the Prosecuting Attorney stated definitely that he could have the dump removed and he was requested by a motion that evening to take the proper action to do so. Mr. Kean asked the Council ii' the rural garbage service should be requested to discontinue dumping on the City's fill as long as there is difficulty in cov- ering and so heavy an expense involved and Mrs. Haddon conm~ented that there were others in the Cottnty using the dump, such as the Retsil Home. Wheaton reported he is checking on another site and ~is having a map checked and if dt looks half-way decent will have the Engineer make a survey oD it. Mrs. Haddon said he felt the pres. en~ location is somewhat difficult to take care of properly, but said he had no recommendation to mat[e at .the pres- ent time. Mr. Kean said he felt ~he City Attorney should check up on any existing garbage contracts the rural people have with the city, see what deadline there might be ~nd what length of time would be needed to give them notice to cease dumping, ii' so desired. Mayor said further that the County Commissioners have never provided pro- perly located dumps for County districts and the City of Bremerton has done so at the Head of the Bay and if we are going to abandon it, these people should be notified prior to that time and the County should designate sites for rural garbage to be disposed of by satisfactory methods. City Attorney reported progress being made in acquisition of right-of-way at the east end of the bridge. He sai~ he hag written a letter to Mr. JoC. Claypool, District Highway Engineer, State of Washington, asking if the High- way Department could assist the City in the improvements necessary at the east end of the bridge as the City does and probably will not have the money needed for this project. City Attorney then read a letter dated September 19, 1949 from Mr. Clay- pool, stating they are in the preliminary process of working up a project for the completion of the approaches on the Manette Bridge and are counting on the assistance of Mr. Wheaton and Mr. Severance in arriving at an acceptable design, and when plans have been mutually agreed upon and estimates comp~ted the matter of financing can then be discussed. The City Attorney said he had received a letter from the Governor in which he calls attention to the loss of life and suffering and economic waste from automobile and industrial accidents in the State and is calling a conference for October 5 and 6 and advised the Attorney of his appointment to a committee to act at that conference. Mayor stated he and other City Officials had received a similar letter. City Attorney stated he would like to be authorized to attend. Mayor said this conference came at the same time as the Statutory Budget hearings so would be unable to attend.
