Discussion was held over the reason for the cost being higher than the original estimates given to Dave Richlen when he took the petition around to institute an L.I.D. Engineer stated that if 6th and 9th streets were elimated from the L.I.D. it would reduce the cost to a figure near the original estimates; however, it woulO be necessary to refigure the assessment roll and send out new notices and there would be at least a month lost in the program. If that should hap- pen, then the Street Department would not be able 'to do the work necessa~y:;~o complete the streets but would leave them with loose gravel until next year. ~otion by ~r. Attached to ~e letter was a proposed ordinance which City Attorney read. ~iscussion was held over one section of the ordinance which provided that the Planning Commission may in special cases grant a special permit for a pri- vate garage. Mr. ~eaton stated there are about 125 residents desiring permits and if the Planning CommisSion studies each one individually, it will take months to process them, and cars will sit out all winter, and this is something that should be left up to the Building Inspector to work out. The City Attorney stated there was a question of authority being delegated and ~r. Wheaten said he also questioned how much authority the Planning Commis- sion had in such cases.
