Special meeting of the City Council of the City of Bremerton was held
Thursday, June 16, 1~49 at 12:lO P.M. in the Mayor's office, City H~l. May-
or Kean presiding ~ th Commissioner Haddofl, Commissioner Wheaton, the City
Treasurer,. the City Attorney and the City Auditor being present.
I~mmediately following a meeting of the City Finance Committee and a meet-
ing oi' the Committee of the Whole which met to discuss proposed acquisition of
Anderson Cove Froject Site, a meeting of the City Council was called to discuss
the proposed acquisition and to take any action that might be deemed advisable.
This matter has been discussed at many Council meetings as well as commit-
tee meetings for the past several months and this special meeting culminated
the many previous discussions.
It was felt advisab~ to hold this special meeting in order that the City
might exercise it's priority to purchase the site. The priority must be ex-
ercised before the Public Housing AdministratiOn advertised the ~nd for sale.
Clerk read Housing Authority letter dated March 17, 1949 signed by R.A.
0raker, Technical Adviser, Disposition Department, addressed to the Mayor,
stating that he had been advised by Mr. Kearny of the Regional Field Office
that all priorities for the purchase of pzoperty in the classification under
which the property will be sola have beenabolished.
However, the Regional Field Office of PHA has the right to sell at the
fixed appraised price to those that were formerly top priority holders provid-
ing that the oI'fer is made prior to the period of advertising for bids.
Inasmuch as they have not advertised this property to bidders, the City
has the right bo submit their oI'fer to purchase at the fixed appraised valua-
ti on at this time. Should the appraisal be considered too high, the City could
bid on a competitive bid basis and t~ke it's changes along with other bidders.
The figure set by PHA for this sale is not for publication at this time,
but it may be obtained, by contacting the Housing Authority Sales Office.
Mayor Kean stated he had asked Mr. 0ra~er to ascertain whethe~ or not
the City could purchase only a portion of the land site au~ that he had received
a letter dated June 13, 1949, from Mr. Oraker stating that Mr. Kearn~ had ad-
vised the lan~ must be sold as one parcel only.
The City Clerk read the letter from Mr. Oraker an~ a copy oI' a letter from
Mr. Kearny to the Bremerton Housing Authority in which he advised oI' ~he fact
the land could only be sold in one parcel.
A discussion ensued after the reading oI~ the'letters and it was the opin-
ion of the Commissioners that the C~ty should acquire Anderson Cove for general
City purposes.
Mayor Kean commented that the Housing Facts and Goals Committee, months
ago, recognized that it would be advantageous to the City of Bremerton to ac-
quire ~is property and Commissioner ~fneaton reported that at last night's
meeting of the Planfling and Zoning Commission they again reiterated that they
felt the purchase of the property was advisable.
Mayor Kean stated this property is needed l'or the City'Street Department
for asphalt plant and, also, I'or general storage space for all departments.
The property is also needed for future City structures and for the development
of consolidation of activities oI' the City for efficiency and economy. The
money is to be taken i'rom the present Cumulative Reserve Fund for General City
Structures.
In the discussion it was apparent that some delays might be occasioned in
negotiating for this purchase.
Motion by Mr. ~ean an~ Mr. Wheaton that the City p~opose to buy the ~nder-
son Cove Housing Prpject Site as recited in the letter from ~he Housing Author-
ity of March 17th and authorize the City Clerk and Purchasing Agent aa ~ the
