Mayor commented should let the Planning Commission March 30, 1949 (cont) go ahead with their hearing N~t someday we are going to have to recognize that if we are going to have further types of industry we are going to have to make allowances for them and are going to have to make certain waterfront areas available. Motion by ~r. Kean and Mr. Wheaton to note contents and file: carried. Clerk read copy of letter dated March 25, 1949, from E. F. Eldridge, Acting Director, Pollution Control Commission, Ol~,pia, to Mr. ~urry F. Taylor, Kitsap County Sewer D~strict No. 1, stating that the West Bremerton treatment plant will soon be under construction, and that the sewer district will have to commit itself to a definite policy regarding sewage treatment; that in solving the problem of their district, careful consideration should be given to the fact that use of the City of Bremerton treatment facilities may prove much more economical than the construction of an additional treatment plant and that the Pollution office stands ready to be of any assistance possible to further the progress of this project. Mayor commented on the letterstating it was a result of a discussion held in Olympia and that the Pollution Control Commission is hoping to have ali involved to go ahead together in an orderly fashion. City Treasurer stated there were two local improvement districts on which bonds will be on sale April llth and in order to carry out our investment program, finds that the City funds cannot take them, as the General Fund investments will have to be transferred very shortly to other funds to provide cash for the General Fund and the Water Department ~ovestments will have to be switched around in order to get Water Department some money. City Attorney read a letter dated March 29, 1949, from City Attorney to Council advising that existing laws have now been amended to provide that any employee of the state shall be allowed mileage at the rate of 85 per mile rather than 5~ as the existing law provides. This statute or amendment does not apply directly to cities, but pass this information on for whatever action the Council may wish to take with reference to payment of mileage to city employees. There are no existing ordinances in the City of Bremerton relating to per diem rates of allowance for employees away from their posts of duty, or for the rate of mileage to be paid an employee or official whil~ using his own means of transportation. Mayor Kean stated the state and private firms have recognized that 5¢ per mile is low and Clerk commented that everything should be supported by receipts on actual expenses but ~£ on a per diem we know what can be spent and that would be the amount permissible to the state auditor and wouldn't be any question of receipts but if it ran over the amount of allowance that would be the employee's loss. The 55 is too low and think an ordinance should be drawn as we have no regulations now. Motion by Mr. Kean to refer the letter to the City Attorney and City Auditor for a recommendation to the City whether we should set it up on per diem or mileage basis, carried. Asst. City Attorney read a letter from City Attorney dated March 29, 1949, stating that the last regular session of state legislature passed a statute in Chapter 14 of Session Laws of State of Washington relating to vacation of streets and alleys. The new matter consists of a proviso that the city may retain an easement or the right to exercise and grant easements over such vacated streets or alleys for the construction, repair and maintenance of public utilities and services. Ma~or stated this letter was for information and no action necessary but should note contents and file. Asst. City Attorney read letter dated March 25, 1~9, to City Engineer from MacRae Bros.~ Manette Bridge contractors, in which they say they enclose $~00.00 as payment in full for temporary use of Sheridan Park Yard and Dock in connection with casting and storage of deck slabs for the reconstruction of the bridge. Mrs. Haddon said she had referred the interested parties to the City Engineer. Further discussion was held by the commissioners on other areas which might wish to be annexed. Wheaton Commissioner/reported on the meeting held on Monday with Phinney Bay and Rocky Poiut Water Districts. Stated he was working on a uniform type contract for water districts and hopes to have the details worked out so that the two water districts can be informed of what action the city will take, within thirty days. Mayor Kean stated the na~y yard and base are going along with whatever Seattle does on daylight saving time and that Bremerton could simplify the situation if the Council expressed itself on plan of action to be adopted. Asst. City Attorney stated that if the largest industry here goes along with Seattle, then it seems the city will have to go along. Motion by Mr. Kean and Mr. Wheaton to go on record as favoring joining up with Seattle if and when they adopt daylight saving time and the City Council of Seattle be notified, carried, all members voting Yes. l~Dr Kean reported that the committee met with Ralph Davies of the Puget Sound Naval Mem. Hospital relative to the road they were trying to put in over Forest Ridge park property and that Mr. Severance had set the line there and then informed M~. Davies that what they were trying to do is almost impossible, so the C~t~ will hear further from Mr. Davies. Mayor Kean asked for a report on Local Improvement literature that City Treasurer is to get out for prospective LID's and Mr. Nutter stated he and City Engineer are coming along on it. Mayor brought up the subject of Anderson Cove and said the price is up from $23,000.00 considerably. Purther discussion was held on Anderson Cove and the need for commercial waterfront sites.
