HomeMy WebLinkAbout03/26/49 March 26, 1949 Special meeting of the City Council of the City of Bremerton was held in the Mayor's Office, City Hall, Bremerton, at ll:O0 o'clock A.M., Saturday, March 26, 1949. Mayor Kean, presiding; Commissioner Haddon, Commissioner W~eaton, City Treasurer, City Attorney, City Engineer, Street Superintendent, Parks & Recreation Superintendent, Building Inspector being present. Mayor Kean stated from tine to tine the proposal to use the City Fmgineer's Office for clearing all construction work has been made. The thing that we have been trying to avoid by such method has finally happened and shows the need of such procedure. Mayor Keen stated that this special meeting of the Council was called to discuss problems that have come up in Forest Ridge Park and to discuss matters relative to Roosevelt Field. In connection with Forest Ridge, the Mayor presented Mr. Ralph Davies who is a member of the board of the Puget Sound Naval Memorial Hospital. Mayor Kean stated that sawdust is available for the hospital from the navy yard and that a road behind the hospital is needed to haul it in, and that Zon Cunningham, City Poundmaster, had reported yesterday that trees were cut down on Forest Ridge property. ~he Mayor said that neither he nor the Park Superintendent had granted permission for the trees to be cut down or work to be done on the Forest Ridge property. Ralph Davies explained that he had asked J. Vincent Adams, former superintendent of the hospital for the hospital boundaries and had been informed they went up to Wilbert Street. After five months of negotiating w~tb the navy yard, had been granted permission to receive sawdust but one large truck needed additional space to dump so there was a necessity for a road. The road was to be built below Wilbert Avenue. ~r. Seversnce, City Engineer: stated that park property extended 100 feet west of Wilbert Avenue. Mr. Davies said he had seen Mrs. Haddon in the City Hall about assistance in putting in the road and she had referred him to Mm. Wheaton who had promises assistance in the roadwork. Mr. Van Elton of a local union obtained donated labor for the c].earing work but they removed trees above the line which Mr. Davies had shown them. Mr. Davies stated he could obtain some large nursery trees and rhododendron bushes and landscape the area as best as possible. After further discussion of the matter, Mayor Kean asked what procedure could be adopted for the City officials to follow in order to keep construction work from starting until plans are set. City Clerk stated it seemed to be generally agreed that proposed construction should be passed through the City Engineer's hands before anything is done and 139 March 26, 19~9 (cont) also particular commissioner of the department involved should be made cognizant. Clerk suggested a resolution be drawn up setting forth these things and make rules to follow in the future. Motion by ~. Kean and Mr. Wheaton that we by resolution recite the Engineer's responsi- bilities and authority and point out to all department heads that all construction work be cleared th2-ough and wt~h the Engineer's Office and with the Commissioner in charge of various departments, carried. Mayor stated the Bremerton Baseball Club would like to make some changes at Roosevelt Field by removing some poles which are in the way and removing some supporting poles under the grandstand. They propose to pay from the Job and later on be reimbursed in some method, because we do not have sufficient in th* budget at th~s time. They have an architect draw up plans and they have been revised a number of times. The proposal has been gone into on the safety angle. Mayor said there was an element of time involved because the ball club must tell the bidder on MoP,day if he can go ahead with the work, and the park will be in use soon. Building Inspector said his people were in favor of it, and City Engineer said his department is in favor of the changes. Mayor said he would like to see the Council authorize the work dohe. Motion by Mr. Kean and ~r. W~eaton that the Bremerton Baseball Club be authorized to have the proposed changes made in the stands at Roosevelt Field, carried. Andrew Pendergast, Park Superintendent, stated he was in favor of the changes desired by the ball club. Mayor stated that City Clerk has some bids for furnishing material for the Manette Community Building and that Park Superintendent had plans to construct a fence around the place but apparently do not have enough money for the fencing. Park Superintendent sta{ed all the money available is needed to finish the building and suggested that the fencing ~e droppted until a future time and that the building be finished. City Clerk stated he had tabulated the bids in totals and proposed to award the bid for paint materials to W. P. Fuller, low bidder, and had to check with bidders on some things because they didn't make it too clear on floor covering and counters. Water Heaters are very close but know nothing about the heaters that bidders have proposed to sell and Clerk said he was going to check on which would be the best heater. Motion by Mr. Kean and .Mr. Wheaton to concur in the recommendation of the Park Superintendent and abandon the fencing for this year, carried. Cdty Clerk stated that in connection with the request for refund from L. D. Klinefelter of $3.00 for a building permit not used, that the Building Code on Page 27 clearly indicates that no permit fees are to be refunded and that the budget item for refunds was not meant to cover building permits but license fees. Clerk recommended that the claim be denied because this would set a bad practice. Notion by Mr. Kean and Mrs. Hsddon to concur in the recou~nendation, carried. Clerk read a letter dated March 25, 1949, from C. W. Johnson, 1137 No. Callow Avenue, stating the Johnson Lumber Co. wants to construct a frame building with metal siding, but find that their district is in No. i Fire Zone and a permit for the construction was denied by Mr. McLeod for that reason. Letter further stated that they don't think this particular district should be Zoned No. i nor does Mr. McLeod because of the scattered buildings, mostly small residences, and their present structure, excepting the mill, is of frame construction with metal and shakes used for siding. The site proposed is 13th between Callow and Wycoff, and asked for consideration of their request in having this particular district changed from No. i to No. 2 F~re Zone. Building Inspector, M. G. McLeod, stated he didn't believe he spoke to ~r. Johnson that he was against Fire Zone No. l~ but spoke about getting the Fire Chief to check and see if it was right; and would rather his name wasn't used as being ppposed to Fire Zone l, if the Fire Department and insurance underwriters are for Zone No. 1. Motion by Mr. Wheaton and Mr. Kean to refer the letter to the Building Inspector and Fire Chief, carried. Clerk read a petition signed by Howard L. Schwartz and eight others asking the City to survey and establish property lines of lots located on the West side of North Rainier Avenue between 13th and l~th St.~ inasmuch as the only permanent marks in existence were destroyed with the recently installation of sidewalks and grading of the alley by the City and discrepancies do now exist in boundary lines. Mr. Severande said he wouldn't say that their statement about marks being destroyed was not true, and has no objection to making a survey of the whole block but don't want to take it upon himself to make a free survey because may become a habit. It would probably take a half-day and cost less than surveyor would charge. Would like Council's permission because Engineer did not want to set up precedent. Ma~or stated that if the City did remove some monuments and stakes, then Engineer should be authorized to do this work. Motion by Mayor Kean and Mrs. Haddon that in view of the fact that some of the markers might have been removed in this construction in this particular location that the City Engineer be requested to make this survey, carried. Mayor Kean set the date for meeting with Ralph Davies of the Puget Sound Naval Memorial Hospital board for 9:00 o'clock Monday morning at the location. ~otion by Mayor Kean and Mr. Wheaton to adjourn, carried.
