The representative of the Armco Co. in Seattle arrived with his bid but was informed he was too late and his bid could not be considered. Clerk advised the Council that on March 3, 1949, he had awarded to Crane Co. the contract to furbish two 20-inch flanged gate valves. They were low bidders and had the best delivery date and Mr. Casad was very anxious that no time be lost in placing the order~ so the order was placed without waiting a week until Council met. Motion by Mr. Kean and Mr. Wheaton to approve the action taken by the City Clerk and Purchasing Agent, carried. Clerk stated this was the date and time for taking up the postponed hearing on the final assessment roll of LID-235 and that no further written protests have been filed since the last meeting. At that time two protests were filed, one from C. J. Ritchie and the other f~m H. R. and Fredericka C. Ebert. Mayor Kean called the City Engineer on the telephone and was informed that the assessment roll is in order and the Clerk should go ahead with the reading of the adopting ordinance. City Clerk read Ordinance No. 1823, "An Ordinance adopting and confirming the assessment roll for Local Improvement District No. 235, providing for the improvement of Unit I, Callow Avenue between 9th and 15th, Unit II, Montgomery Avenue between 9th and 15th and Unit III, Oly~ic Avenue between Burwell Street and Sixth Street, etc." Motion by Mr. Kean and Mr. 1%l~eaton to deny the written protests of C. Clerk read letter dated March 9, 1949, from City Engineer, giving an estimate of cost of widening Wilbert Avenue between llth Street and State Highway No. 21 as follows: Sewer in street $540.00, drainage $200.00; side sewer and soil pipe $200.00, concrete retaining wall $1,OO0.00, moving house $350.00, incidentals thereto $100.00, Total $2390.00; earth removal, March 9, 1949 (cont) except excavation for sewer, to be done by City forces at no estimated cost. That in order to widen the street and correspond with the right of way in Capital Hill Addition it is necessary to acquire an additional 22.26 feet of property owned by E. E. and Irma C. Mitchell. The city has graded in o.n such property some eight feet and has blacktopped about 4½ feet, and City Engineer recommended that the City proceed with this plan to widen and improve the portion of Wilbert Avenue indicated on an accompanying plan. A discussion was held as to whether there waS sufficient appropriations in the budget to cover the cost of the widening and whether or not there was to be any cost of acquisition of the property. Motion by Mr. Wheaton and Mr. Kean that this matter be referred back to the City Engineer, the City Attorney, and Commissioner of Public Works and Utilities to make further study. The motion did not carry as in the ~iscussion that followed it was felt that negotiation should be entered into with the Mitchells to determine whether the city's plans, as set out in the estimates above, met with their approval, whether the city was to do the work or pay the Mitchells in cash and let them do it, and whether there waS to be any land acquisition cost. Mayor Kean and Mr. Wheaton withdrew their motion. Motion by Mr. Kean and Mr. Wbeaton to approve the recommendation of the City Engineer and that the matter bereferred to the Commissioner of Public Works, City Engineer, City Clerk and Purchasing Agent and City Attorney for further negotiations with the Mitchells to determine whether or not this is agreeabl~ with them, carried. The campaign is~to~begifi oh March 16th and because Coontz Auditorium is not available, the~meetings will be held in the new Presbyterian Church which is located off the main thoroughfare. In order to direct people to the location, he wanted permission to place two signs on 6th and Chester for a period of three weeks. The signs would be attached to the power pole with approval of the light company. He stated he had discussed the matter with the Building Department and City Engineer's Office and had been further referred to the City Council because they could not either reject or approve the request. Mayor called Mr. McLeod on the phone and he reported that no signs were to be in a residential district. It was pointed out that this was a Sain thoroughfare and that other organizations had used directional signs for their events at the same location as Rev. Homan's request. Mayor commented this should be referred to the City Attorney and don't think the Council has any objection as long as certain safety standards are observed. Mr. Wheaton remarked that he would like to check on the matter a little further. Motion by Mr. Kean and MrS. Haddon to refer the matter to the City Attorney and Building Inspector to get together with Mr. Homart at his convenience, carried. Clerk read letter dated March 3, 1949, from Fred T. Carey & Aesociates, stating that ~. Gorst, their Fdeld Engineer, on the City Sewerage Project, will submit two copies of Estimate No. 4 for month ending February 1949; that the total amount to be pa~d the Cohtractor for work performed during February 1949 is $30,371.75. Attached to the letter were cop~es of Estimate No. 4 ~]d a claim voucher for the sum of $30,371.75, approved by City Engineer and City Auditor. Motion by Mr. Wheaton and Mr. Kean to allow the claim for Estimate No. 4 in the amount of $30,371.75, carried. March 9, 19~9 (cont) Clerk read letter dated March 8, 1949, first signer Mr. & Mrs. H. G. Ward, 848 4th Street, with twelve other sdgners, calling attention to a situation which exists in the city area on 4th Street between Warren & Park Streets; that from the kind of inquiries they are constantly receiving at their homes and apartments they are led to believe that there are some highly undesirable activities going on in the immediate neighborhood. This has become a constant menace of late and besides their own annoyance, there is the close proximity of a city school. Letter asked Council to take some steps to investigate and clear up the matter at once. Motion by Mr. Kean and ~r. Wheaton to refer the letter to the Police DePartment, carried. City Treasurer George Nutter reported that he had called on the Olympia office of the Division of Municipal Corporations and conferred with Mr. Hubble, Chief Examiner, relative to Consumer DePoSit checks which the Treasurer has issued for refunds covering a period from 1930 to 1947, and which have never been cashed. This necessitates extra accounting as there are 121 refund checks involved amounting to a total of $93.80. Mr. Hubble recommended that this amount be transferred to the Current Water Fund and that the City Council be given this information and their approval be secured. Mayor Kean suggested that before any transfer is made that a letter be obtained from the Division setting forth the recommendation, so that any future State Examiner will not question the method of handling this problem. Mr. Mutter stated a letter was on the way and he would wait until its receipt before continuing. Motion by Mr. Kean and Mr. Wheaton to approve the procedure as adopted so far by the Treasurer, carried. City Attorney reported that he has a recommendation that the claim for damages filed by Lester P. Anderson on December 15, 1948, and dated Dec. 14, 1948, iu the sum of $25.30 be denied, and Attorney asked for authority to so notify the claimant. City Attorney stated he had a proposed ordinance to read, the provisions of which were recommended by the Civil Service Commission as well as the provisions from the former proposed ordinance relative to certain employees required to reside outside the city limits near their place of employment. City Attorney then read the Ordinance, "An ordinance adopt- ing residential qualifications for all persons hereafter employed by the City of Bremerton, and providing exceptions." Motion by Mr. Kean and Mrs. Haddon to approve the ordinance on first reading, carried, as follows: Mr. Kean, Yes; Mrs. Haddon, Yes; Mr. Wheaton, Yes. Attorney stated he had a request from Ralph I. Baselt, via the City Engineer's Office, for a new deed from the City giving a corrected description of property which he received from the City several years ago. City Attorney thereupon read Resolution No. 687 setting forth the correct descri~pion and directing the Clerk to deliver a deed, which Attorney presented with the Resoltuion, to the Baselts. ~.~REAS, the City Commission of the City of Bremerton by resolutions dated June 5, 1937 mid Febr~uary ?, 1940, dir$cted the sale of certain property in the City of B~emerton to Ralph I. Baselt and Ollie Baselt, his wife, for the following property situated in Kitsap County, State of Washington: That portion of Tract 14, McTeigh's Garden Tracts, according to plat thereof redorded in volume 2 of Plats, page 44, records of Kitsap County, Washington, described as follows: Beginning at the Northwest corner of said Tract 14; thence South 100 feet to the true point of beginning; thence East 500 feet, more or less, to the Westerly margin of Shore Drive; thence Southwesterly along said Westerly margin of Shore Drive to a point ~0 feet North of and at right angles to the South line of said Tract 14; thence West along a line parallel to and 50 feet North of said South line of Tract 14 to the West line of said Tract 14; thence North 50 feet to the true point of beginnlng~ EXCEPT streets. BE IT FURTHER RESOLVED that the Clerk be authorized and directed to deliver said deed to the grantees named theredn. Motion by Mr. Kean and Mrs. Haddon to pass the Resolution No. 687, carried, all members voting Yes. For the information of the Council, City Attorney read a letter dated March 8~ 1949 addressed to the Bremerton Civil Service Commission answering several questions on which the Commission had asked for an opinion. Clerk read letter and resolution from Phinney Bay Water District, Bremerton, letter dated February 28, 1949, asking that the City place four fire hydrants to be installed by the City at a cost not more than $1,000.00 at 17th and Lafayette, 19th and Lafayette, 17th and Corbet, 25th and Lafayette. Motion by Mr. Wheaton and Mr. Kean to refer the request to the City Attorney, Water Superintendent, City Engineer, and Comm. of Public Works, carried. March 9, 1949 (cont) Mr. Wheaton submitted a letter dated March 9, 1949, signed by C. C. Casad, Supt. of Water, in answer to the request read at last Council meeting for a fire hydrant to be placed at corner of Thompson Drive and Marguerite Street. Mr. Casad recommended replacing the pipe on Thompson Drive with 8 inch cast iron pipe and on M, rguerite Street with 6 inch cast iron pipe; also, to lay a 6 inch pipe at the north end to connect with the existing 6 inch main on Pennsylvania Avenue, which will require an easement across Lent's property and which Mr. Casad understands will be given. ASso recommended that three hydrants should be installed, one on Thompson Drive midway between 15th & Marguerite, one on Marguerite midway between 15th and Thompson Drive and one at intersection of these streets. Materials are on hand and work can be scheduled at an early date, and if it is desire of the City Council to proceed with the work, would like to have Mr. Severance instructed to stake out the location and give the Water Department grades. Mr. Wheaton stated that Mr. Casad and the Fire Chief had conferred on this and that he had checked with both of them and the work should be done. Motion by Mr. Wheaton and Mr. Kean to concur in the recommendation and refer to the City Engineer, Water Superintendent and Fire Chief, carried. Motion by Mr. Kean and Mrs. Haddon to allow all bills submitted at this meeting if approved by a majority of the Commissioners, carried. Mr. W~eaton reported that he was in Seattle yesterday checking on rock crushing equip- ment and was taken on a tour of Seattle to view their streets as well as county roads. Mayor Kean stated he met with Conrad Johnson and Alex Ottevaere relative to the proposed swimming pool and it is being discussed to move the swimming pool site from Civic Center to the Evergreen Park and the Mayor stated further he was not opposing them on this new site but the move will make a difference in over-all planning for the park. Mayor stated the baseball club has come up with their annual proposal that posts be removed at Roosevelt Field and a new installation be mede to give people a better view and they have had a licensed engineer make plans and brought their plans in. The plans were referred to Mr. Wirt of the power and light company to make a study to see if the improve- ments are satisfactory and also from the safety standpoint, and if not providing sufficient lighting, to make necessary recommendations to make lighting satisfactory in general. The club made a proposal to install the improvements and pay for the cost, and then be reimbursed by reducing rentals next year. Mayor stated he didn't see fit to find an emergency but if plans were worked out the cost would have to be taken care of in 1950 and in 1949. This change was contemplated a few years ago but the light company couldn't see the safety of it, nor could the City Engineer or Driscoll Electric. Mayor commented he had talked with E. C. Searle, President of the Kitsap County Fair Association, and they are going to ask for the fair site again down at Civic Recreation Center.. Mayor reported that people have been stopped digging coal at the Sheridan Coal Dock and the Housing Authority is going to remove some of their property from there. Then every- one should be allowed to dig up coal for a limited time and afterwards have the Street Department go in and level the area off. By having the coal removed it would help the city because it stops the grass from growing and is a fire hazard. Mr. Wheaton stated he would go over and look over the items to be removed. Mr. Wheaton asked what was to be done on the remodeling job in the City Hall and May~r stated should have some plans prepared and call for bids for the work; also, stated he did not like to see the office space formerly occupied by Judge Cart removed because may need it in the future. Discussed whether in the study of the remodeling if any personnel would not be needed because of more efficient oper~on. Mr. Wheaton and City Clerk stated it would take sGae time before it would be known if anyone could be released. Motion by Mr. Kean and Mrs. Haddon to adjourn, carried. ~pproved: City Clerk Mayor
