March 7, 1949
Special meeting of the City Council of the City of Bremerton was held in the Mayor's
Office, City Hall, at 10:O0 o'clock A.M., March 7, 1949. Mayor Kean, presiding; and
Commissioner Haddon, Commissioner Wheaton, City Attorney, and City Engineer being present.
Mayor Kean stated the purpose of the special meeting was to discuss a change order and
have a general discussion relative to sewage disposal contract.
Clerk read letter dated March 4, 1949, from James W. Carey & Associates, enclosing six
copies of Change Order No. 1 in connection with the Sewage Treatment Plant and ~imp Stations.
The copies of the Change Orders have been executed by JamesW. Carey & Associates, the
engineers, and Hoagland-Findlay Eng. Co., the contractors. Clerk then read the Change
Order No. 1, as follows: (1) Construct a new manhole $90.00; (2) Laying and removing 36'
of 12" concrete pipe $222.40; (3) Break out new hole and plug existing hole in manhole
$30.00; (4) Increase depth of manhole 6' at $30.00 per foot, $180.O0; (5) lower 12"
concrete sewer line 18" for 918 feet at #2.2% per foot, $2,065.50; Grand Total, not including
sales tax, $2,587.90..There was a note on the change order which states that it is contemp-
lated that Pump Station No. 6 will be lowered 18" from that shown on drawings and the costs
involved will be covered by a separate change order and determined when construction on
Pump Station No. 6 is underway.
Mr. Wheaton stated that the reason for the additional cost because of the change order
was due to an obstruction being encountered in laying the sewer line in the navy yard and
the line had to be lowered to avoid the obstruction.
Motion by Mr. Wheaton and Mr. Kean to approve Change Order No. 1 in the total amount
of $2,587.90, plus sales tax, carried.
The Mayor commented that any proposed change orders in the sewage contracts should be
studied carefully as he felt that an engineering firm had been hired to study the entire
sewage project and their studies should have been complete. Mr. W~eaton explained in
connection with Change Order No. 1 that the navy yard was the only part of the project that
could not have been investigated but that any changes coming up outside of the navy yard and
costing additional funds he would not favor. The Mayor said he was very concerned about
the cost of the project and that change orders could be extremely costly on a project costing
around a million dollars.
A discussion was held on the responsibilities and authority of the position of City
Engineer. No decision was reached but Mr. ~heaton said he and the City Engineer would
confer on the matter and bring in a recommendation.
Motion by Mr. Kean and Mr. Wheaton to adjourn, carried.
