Clerk read letter dated February 8, 1949 from the Civil Service Commission
signed by John J. McPherson, Secretary-Examiner, stating the Civil Service Com-
mission had discussed an ordinance concerning residence requirements I'or City
Employees at their regular meeting of February 1, 1949, the Commission's recom-
mendation being that the latter part of the Ordinance voted down in the recent
referendum election be embodied in a new ordinance. This would require residence
within the City before the end oI' the six-month,s probationary period for all per-
sons employe~ aI~ter the effective date of such an ordinance.
On February 8, the Civil Service Commission hel~ a Joint meeting with the
City Council members and discussed the matter of several members of a family
being employed by the City.
The Civil Service recommends the adoption of such parts of the Federal Civil
Service Rule in effect at the Naval Shipyard as will be necessary to effectively
provide for the situation in the City.
In addition to these provisions the Commission recommends that where two or
more members of a family are employed by the City under the provisions of this
rule that they should be employed in different City departments. Whether this
should be embodied in an Ordinance or made a part of the Civil Service Rules,
now under revision, is a moot question that probablydeserves furt~r consider-

of a Seattle man, an expert in heating, who probably could make the proper re-
commenmations to correct the problem. His rate is $~.00 per.half-hour plus
transportation expenses. The City Clerk further advised that in the discussion
with this heating expert he had been asked to also investigate the heating plants
at the City Hall and the Civic Centers that his charge is not unreasonable and
that someone should go around with him when he is making his studies. It was
suggested that Nr. Wheaton and Mr. NcGowan go~,with the heating expert to the dif-
ferent plants. It was i'inally agreed that he should check on the three fire
stations, Civic ~en~er and the City HAL1.
