~r. Nutter, City Treasurer, discussed results of his trip to Seattle yes-
terday to gain information relative to the punch board operation. He found out
that Seattle's method of stamping punch boards is not working satisfactorily
and the system he plans is easier and better to operate, as well as safer from
the license standpoint.

MrS' Nutter stated his plan is to place a stamp on the board in such a man-
ner that it will have to be punched through when the board is being played.
Another item which Mr. Nutter learned in Seattle is that they license "pool"
boards, under the interpretation that these boards come under the "trade stim-
ulant'' definition. Inasmuch as Bremerton's ordinance is identical with Seattle,s
these will be licensed here, also.
Also, he said, Seattle does not approve operation of a double board where-
in a lucky number gives the player opportunity to play another board, as these
are hard to keep account of, and with Council's approval, Mr. Nutter will for
low this rule here. Also~ Mr. Mutter said he was not planning on limiting the
value of prizes, unless the Council so desired. Further discussion of the ord-
inance and punch boards ensued.
Mr. Nutter reported that he had discussed the handling of receipts for
the business and occupation tax while in Seattle. He said he had received an
idea which might be taken before the legislature in the Future and that is to
have the mailing of tax notices and receiving the receipts on a two-month's
basis with a staggering so that statements will be going out each month. This
would do away with the heavy workload each two months and would ma~e even dis-
tribution of the work of receipts and statements.
Mrs. Haddon reported she was going to Seattle tomorrow to a cancer control
meeting and that Mr. Nutter was going ~o be a judge in her place at a cherry
pie contest.
City Attorney reported he nad checked with Seattle and found they have an
old ordinance on caterpillar control Out he presumed this matter should wait
until Mayor Kean's return.
City Attorney stated he had not received any report from those who were
to investigate the complaints of several people being charged for garbage ser-
vice and claiming they have none and should not be charged.
Mrs. Haddon said she had turned this over to Mr. Walker to investigate in
company of a Health Department representative.
City Attorney read a letter from Orville S. Anderson, former employee of
the Street Department, stating that he had not been given a day and hall' ter-
minal leave, when separated from the City recently and that he had made efforts
with various City employees to have this given him out with no success.
Mr. Wheaton explained that Mr. Anderson had taken leave during September
during w[zich time ~h~ had worked at Bangor, drawing a large pay check, and that
he had come bacl~ at the end of September and requested a sixty-day leave of ab-
sence in order to continue wor~ing at. Bangor. ~r. Wheaton said he had advised
Anderson he would have to work on one job or the other and that the City would
like him to stay. mr. Anderson then left the City's employee without report-
ing immediately and apparently Mr. Hatfield had separated him from the City's
employment.
Mr. McGowan pointed out that ii' he had not been separated at the end of
his terminal leave, that it had not been handled right and Mr. Anderson could
not legally be paid after separation. "
City Attorney commented that the opinion o~~ a previous City Attorney,
which was also his opinion, was that no payment could be made to an employee
after separation.
Motion by Mrs. Haddon and Mr. Wheaton to refer this matter to the City
Attorney to reply to Mr. Anderson, carried.
Mrs. Haddon stated it was called to her attention there were not two truck
managers on the traffic committee recently formed and that she was making ef-
forts to appoint one before the committee meets again.
Mrs. Haddon stated criticism was being made of the garbage lel~t in alleys,
there being a picture in last night's newspaper of an alley in which a number
of Ooxes were reported to have been left for 48 hours before being picked up.
This matter was discussed and it was pointed out that the garbage department
picks up every day but Sunday downtown and that this particular bund of boxes
had been left out on Saturday afternoon after the pickup had been made. It
was suggested that the firms should keep boxes inside until about the time of
pickup in order not to clutter up the alleys.
Mrs. Haddon called attention to the overtime which would have to be paid
if the drivers worked on Sundays and Mr. McGowan explained that t~e garbage de-
partment employees work on a shift basis which avoids paying of overtime in
most instances.
Motion by Mrs. Haddon to recess until 3:00 o'cloc~ Friday afternoon for
the reading of the punch board ordinance and take up other matters which may
come up at that time, carried.

City Attorney explained that Mr. ~ualheim has 300.acres for sale but
only 120 acres could be deeded at this time because there is a question of
patent rights on the other 180 acres and Mr. Qualheim is in need of funds
at this time so he has deeded to the City the l~ acres.
