Mayor Ke~n presiding and Commissioner Had~ n, Commission- er W~eaton, City Clerk NcGowan, City Treasurer Mutter and City Auditor Vaa being present. Paul Ryan, Associate Editor, Bremerton Sun, also present. Mayor Ke~ stated the Council should know definitely what the County is going to do on wages for 1951 and what amount they ~re going to contribute on the health pool. Also, the Council hasn't heard definitely from the County on what they are doing about a garbage fill for the rural garbage service and the Baord of County Commissioners should be informed officially that the City is not going to give any more extensions for the rural service to ~se the City dump. Mayor Kean said he felt the City should just match t~e County,s contribution to the health pool and that is all and Commissioner Haddon stated she favored this~ also. Mr. Vaa commented that the County has signed an agreement with the unions for wages and salaries to be paid in 1981 and~he read some of the figures from a copy of the agreement. Mr. Vaa presented a form he had made up showing each department, positions, present salaries, adjustments requested by departments and union and the amount which will I~inally ~e allowed~ anG then read from the budget lawwherein it is stated that department heads are to be present when their departmental budget is discussed. Mrs. Haddon commented that as I'ar as her departments are concerned, she has already gone over the budgets with the heads of her departments an~ it may not be necessary to have them in again. Mayor Ke~ remarked that he didn't think the Council is going to go $30.00 straight across the board, in view of what Seattle is doing on increases. Mayor asked the Auditor what the shortage is, including the revenue from tax, and Mr. Vaa reported that there is about $165~000.00 shortage, anc that he had gone over the General Fund Revenues an~ he didn't see how they could be in- Greased. General ~iscussion followed relative to receipts from parking meters and amusement tax, etc., it being considered that a slight increase could be expect- ed from the higher population at this time. Con~,~issioner Wheaten commented that he didn't see where the $80,O00.00 on the Street Department Ibr improvements anG the $V5,O00.00 for the proposed Gar- age addition could all Oe cut out. Mayor Kean stated he had asked Mr. Pendergast to put certain improvements in the Park & Recreation budget which would be subject to a~ ustments as needed to balance the budget. Mayor Kean again commented that the City should match the County and if they cut the health pool contribution drastically, then he didn't see why the City shoulchu't do the same and Mr. Vaa pointed out that the County takes four mills from taxes for the health ~epartment, most of which comes from the City of Brem- erton and then the City has to contribute besides. Mayor dlscusse~ the A~torney'General's opinion relative to using Water '~e- partment surplus funds to assist the general fund; however, no surplus is avail- able for this purpose. Mayor stated that the commissioners and City Auditor would leave right after this meeting to meet with the County Commissioners and then this afternoon the City cormnissioners would meet to discuss salaries and wages. Paul Ryan, Associate Editor of the~Bremerton Sun also being present. Mayor Kean asked Mr. Vaa to give a report on the proposed ~udget and Mr. Vaa reported that with salary adjustments and the adjustment made in the Health Department and Library, there is now a shortage of $1~9~878.78. This is taking into account the revenue from business and occupation tax. Oiscussion I~llowed as to the amount to be expected from this tax and Mr. Vaa explained the method of computing the approximate amount expected to be received. Mr. Wheaton made some statements as to the necessity of retaining the amount in the Street Department budget forimprovements but sal~ he was willing to take some cut in the amount for the proposed addition to the garage, inasmuch as a l~ss expensive storage garage could be constructed than was planned. He also said that although he did not believe the police and fire departments were over- staffed, yet it would be better to cut in those departments than cut out the Street improvement fund. 515 October 5, 1950 (Con't) Mayor stated the commissioners would meet again today to work on the budget from the Capital Outlay standpoint. Motion by Mrs. Haddon and Mr. Kean to recess until tomorrow at 10:00 ~A.M., carried. APPROVED: City Clerk ~ t- Maypr October 6, 1950 Recessed statutory meeting of the City Council of the City of Bremerton, Washington, was held Friday, October 6, 1950 at 10:00 o'clock A.M. in the May- or,s Office, Bremerton. Mayor Kean presiding and Commissioner Haddon,~ Com~,- issioner Wheaton, City Clerk McGowan, City Treasurer, City Attorney Wallace and City Auditor Vaa being present. Also p esent, Paul Ryan, Bremerton Sun; Harold Staley, Teamsters Union and W. Paddlson. Mayor Kean asked Mr. Vaa for any comments he might wish to make and Mr. Vaa reported that with the changes made yesterday and by anticipating mother $3,@00.00 cash on hand at the end of the year, the budget is in balance; how- ever, the ordinance is not ready but have everything available to prepare it. Mayor asked if the anticipated receipts were padded too much and Mr. Vaa answered he didnTt think so and explained the raising of the anticipated rev- enue was in the parking meter ~md and amusement tax receipts. Also, stated $50,000.00 is being taken £rom the Water Department as payment in lieu of t~xes. City Attorney stated that favorec doing away w~ th the practice of calling the Water Department revenue payment in lieu of taxes and simply call it sur- plus funds for the utility. Mr. Vaa commented that he had placed $17~000.00 in the budget as antici- pared receipts as authorized by the Council to be received from punch board license. Mrs. Haddon said she wondereffhow sound this license is and the Mayor commented that there are punch boards in Kitsap Cpunty and it might be discr~m- inating against the City merchants by not allowing punch boards and the esti- mate of receipts made by the City from this source is conservative in compari- son with other cities who license punch boards. Mr. Wallace pointed out that the practice of licensing punch boards is governed by the decision of the prosecuting attorney who could order them out. Mr. Vaa explained that all the tax revenue will go into the General Fun~ and the business tax will go into the General also, by ordinance, and then transfer of fun~s will be made to the various funds to balance the, rather than having a levy go direct to this funds. Mr. Vaa stated that ordinarily there is collected 100% of the property taxes, 90% being current revenue and 10% being delinquent but suggested that the various city funds Just Bet the amount listed on the.transfers and Mayor Kean stated that is the thinking of the Commissioners. Mr. Vaa stated the Library has submitted a new budget and he had gi~n them the figure of what 2~ mills would raise and apparently they have entered into an agreement with the County Rural Library whereby they will get $4,000. and they nowhave a balanced budget. Another discussion was held on the proposed license for punch boards. Also, discussed was the spread of salary.employees brackets for clerks and ~ Mr. McGowan stated he favored $1~5.00 as the low figure. After discussion this was approved. Mr. Vaa mentioned that the.Commissioners had considered standardizing certain wage scales in otter to avoid pirating by one department on another and suggested that the high bracket on extra help be placed at $1.68 and Mr. McPherson be notified that he is to be told what the Department desires to pay up to this sum when an extra is employed. Mayor Kean stated he would like to have a provision in the budget ordin- ance to the effect that a position need not be filled when vacated by resig- nation or retirement when the position is not needed or revenue isnot corming in as anticipated. Ham ld Staley, of the Teamster's Union, appeared before the Council. Mayor Kean read the charter section on employees' representation, in that the representative must be a resiCent of the City of Bremerton and since October 6, 1950 (Con't) Mr. S,aley was not a resident, the Mayor stated he was being Eranted the privi- lege 8f speaking for the employees. . Mr. St~aley asked if there was an eighteen cent raise being granted across the board ~nd Mayor Kean explained it was 18~ per hour for outside hottrly em- ployees and $30.00 for outside salaried employees. Mr. Btaley stated he was. entering an official protest on the 18~ per hour raise as they had requested 25~ per hour. William Paddison, 704 12th Street, made some comments on the wages paid to City employees, stating he was for fair wages but the City should strike some sort of average for similar work done elsewhere.
