Mayor Kean commented that the letter was delivered ~o the City immediate- ly ai~ter last week's Council meeting and portions of the letter have already been run in the Bremerton Sun; however, the suggestion to study the present contract is reasonable and this could be done~ Mayor Kean sai~ further that he felt this was a case where others see what is now a successful operation and want to cut in on it and that at the first, when the ra~ts were sold, he did not believe the operators made any money. Mr. Wheaton said he had learned that ~r. ~acE had already had a sale for the boom sticks ii' he could have made the purchase from the city as he had re- quested a week or two ago, although he had stated they were needed urgently by~ himself. Mr. Wheaton discussed the logging operation and suggested that the i'orest~ry departments oI' the University of Washington, and other forestry ex- perts coul~ be asked to make a study of the operation from a disinterested September 6, 1950 (Con't) standpoint and write their conclusions to the city. He said the Oregon Lumber- men's Association was printing an article about this operation and he would have several copies available in a short time. Mayor Kean asked the Clerk if any investigation had been mace with the Traffic Department relative to the claim for damages filed recently for clean- ing paint off a car, the owner of which having claimed that thepaint got on through carelessness of the employees o£ the Tra£fic Division. Assistant City Attorney reaG a proposed resolution making some changes in the prices charged for work at the Ivy Green Cemetery and incorporating in that one resolution all the details presently included in two separate resolutions. Mrs. ~addon stated she would like to check prices with the private ceme- teries beI~ore the resolution is passed and the proposed resolution was then re- referred to Commissioner Haddon. Assistant City Ettorney stated that he hac in his possession the lease between the City and the Bremerton School ~istrict lO0-C which was signed last week and provides for use of' Civic Recreation Center 0y the school district. Mr. Gates stated that it had 0een returned by Miss Ross and'that it was her opinion, as well as Mr. Wallace's that Mr. Pendergast had agreed to a dding a proviso to the lease, providing for a reduction of the rent as and if enroll- ment of the college uropped. Mr. Kean stated that to his knowledge Mr. Pendergast was not authorized to ma~e any such agreement and that Dr. Wynstra and ~Dean Elias had 0sen in accord with the annual rent to be charges. Also, Mr. Kean pointed out that expenses are not reduced because the enrollment might be lowered, as the same expenses are incurred. Mayor asked Mr. pates to hold the lease as is until he has dis- cussed this with the Park Superintendent. Mayor read a letter he hac received from the Mayor of Port Orchard asking his presence at their Days of ~49 celebration at the coronation and to be Judge at the parade. Mayor state~ that he would not be able to attend due to another meeting; however, he sai~ somebody should attend because the towns of the county were asked to cooperate in Armed Services Day and in exchange the City of Bremerton would assist in other city's activities. Mrs. Haddon agreed to take the Mayor's place at the event. Mayor Kean asked what County Commissioner Kline felter anc ~he County was doing to assist the City in preparing thenew sanitary dump site. Mr. ~heaton Stated he had seen their equipment there but had not contact- ed them. Mrs. Ha~don asked what the City was going to do with the request oZ' Mr. Klinefelter to let the rural garbage service use thedump and the County to es- ta01ish a burnable and car oozy site. Mayor Kean said the commitee of the whole haC discussed the request and it ~as the committee's recommendation that the County set up a place to dtanp car bodies and to burn and that the County take care o£ ~r. Ludwig and the rural garbage service, and if not, then the City to request the county to let the City burn on the sanitary fill. Mayor commented further that this is actually the problem of the County an~ if the City allows ~r. Ludwig to dump then there will be other requests which will complicate the problem, and Cler~ commented that the Health Depart- me~t recommended the only user be the city. Clerk said further that he would write to the County Comm~ssione~s and advise them of the Council's desires. Mayor asked Mrs. Ha~don an~ ~r. Mayor said the county commissioners an~ the mayors are being appointed to the council and that he has been appoint- ed in line with this organizational set-up. Further discussion was hel~ on the garbage situation ant it was the Coun- cil's opinion that their thinking was sound in asking the county to go ahead and ta~e care of their own problem as well as setting up a burning site and car body dumping site, an~ if they ~on't take care of this, then the City to make a request for burning. Mayor stated that previously the city had an area to i'ill and wa~ted as much as possible to ma~e the fill; however, the city is now working on a lim- ited amount of space and therefore wants to abandon taking care of'the entire county. Clerk pointed out that the city has no responsibility to anyone outside the cit;~ and should not allow anyone else to use the city's dump. Mayor stated there is to ~ a regional meeting of the Association of Wash- ington Cities at Shelton on October 1E an2 one at Port Townsend on October 18. Mrs. Haddon stated this had 0een looked into conisderably and it had not ~een possible to secure the desired equipment in the used marXet; however, the committee would look into any company that Mr. Hyan suggested.
