The "Bill for Collection" stated it was necessary to ~o this work because the structure was undermined due ~o the removal of gravel by theCCity of Bremen- ton. ~r. ~Fneaton stated he was never notified that there was to be any work on ~his structure and that he never knew there was any damage caused; also, Mr. Wheaton stated he would like to have the structure moved off the gravel pit site as it is occupying the best part of the gravel area. City Attorney recommended that since ~he City is acquiring all the property needed for the gravel pit, that it would seem oest to have the stru- cture moved off and explore the possibility of absorbing the cost ox' the guy wires in moving the structure, and acknowledge the bill and enter into negotiations. ~ayor Kean suE~ested the request for removal be expedited. He said that the $2.28 per square foot had been an error anG should have been per square yard; however, this amount of $2.28 per square foot has never been charged. Mr. Hatfield and Mr. Severance both agree that 38~ per square foot is a reasonable charge. Treasurer also recommended that Section 13 be changed to read,'~0ne grave $E5.00, two graves $50.00," and also provide that one-half of the purchase price oI~ all lots be credited to the Cemetery Sinking Fund in order to provide money for purchasing of future cemetery property when the present one has no more lots to sell. Mr. Del Taylor reported there would be no rafts for a while as they were doing some developing work and road building. Commissioner Haddon stated that the Council will have to decide how the budget is going to be 21nanced and said she didn't see any other possibility except an occupation and business tax. Last year the budget was balanced by what the State has termed an tuddue amount from the Water Department and the City will not be able to do this because of increasing demands for water and the necessity of impounding more water. Mrs. Haddon also pointed to In- crease in costs of City operation. Mayor Keen pointed out that the City had tried to keep money for';im- pounding dam purposes and this work has to be done; also, mentioned that the City of Tacoma is considering an occupation tax. Mrs. Haddon stated that preliminary budget figures show a shortage of more than $300,000.00 ana this doesn't include the raises requested by labor. She said that the City Auditor had been working out a schedule of what var- ious percentages would provide in the way of an occupation and business tax. Mayor asked the City Clerk if the committee still existed from the Cham - bet of Commerce to sit down with the Council and Study the budget and Clerk said he didn't know. Mayor suggested the Chamber could have such a committee to work with the Gouncil. Mayor asked if anyone present was opposed to an occupation tax. Mr. Wheaton answered that he couldn't be opposed because he didn't know where the City could get the needed income. Mrs. Haddon stated that this matter should be discussed as a Committee of the Whole. She suggested that business would be attracted to a City with a well-balanced budget than one not balanced and she would rather have the City stand on it's own I'eet rather than. have the State take in the money and the apportion it back. , Mayor Kean asked when the Committee of the Whole should mee~on the gar- bage situation. It was agreed that the committee would meet Thursday at 2:1§. Mr. Wheaton reported that he received a letter from Mr. Casad from Provo, Utah, and that a carload oI' pipe was being readied for shipment to Bremerton under a recent contract ~u~ that some publicity should be given by the news- paper to the £act that the pipe is coming in by rail.~, Mayor stated the use of the court room by outside groups should be dis- cussed ~ecause the use is sometimes abused and suggested that some sort of rules and regulations could be worked out.
