Pollution Control Commission, addressed to the City ~ngineer, and dated July
lC, 1950. Letter stated that the Commission considers the Snyder Avenue sewer
extension as a definite phase in the over-all sewage treatment programs now
being developed in this area. Also set I'orth were reasons for the necessity o£
a sewer system in an area heavily populated and presently using septic tanks,
and that final approval will be given as soon as it has been possible to review
the specifications and detailed plans. Rh% Neale expressed his opinion that
this project will afford a permanent correction for the sewage disposal problem
within the area.
Elmer Madsen stated he was a contractor and had plans I'or building 24 new
homes on Veldee north of 24th, that he is now constructing five of thse but
the balance will have to be abandoned unless the sewers are put in because the
area cannot a bosrb any more sewage drainage, and actually can,t absorb what is
there.
Sam Reed, Sanitarian, spoke for the Health Department and very strongly re-
commended that the sewage district be installed.
City ~ngineer, E.~. Severance, e~ lained the plans and stated that some of
the low basements cannbt be served because of the enormus cost to place a sewer

go in, and that it has ~en held up for easements and every month it is held up
the cost advances.

ment but wanted to know where the estimate came from as he felt it was pretty

be accepted that is higher and it possibly will be lower. Also, that the City
has spent $75,000.00 there and will spend more on the pressure line which will
not ~ charged to the district.
Mrs. Frances ~ay Kirk discussed her objection that her house at 2111 N.
LaI'aye~te wouldn't be able to be hooked to the district line; however, it was
explained that this house was Just outsiae the district and she was not being
charged for this particular place but her house at 2109 N. Lafayette. Mrs.
Kirk stated she would withdrawher objection ir she could use her wash tubs
without any added expense for pumping. Mr. Severance asked he to come to his
office and he would check the plans in her case.
~rs. Lyle Spru, 2218-15th, spoke in I'avor of the district.
rs. Croon, 19~9 N. Callow, stated she had protested because she thought
perhaps this district was just the beginning oi' further expense and that possib-
ly ~his was just a storm sewer dud not a permenent sewer. ~r. Severance stated
that there is ~o storm sewer charged on N. Callow and this is a sanitary sewer
and the amount she will be assessed will 0e in I'ull for the improvement, and
that storm sewers are being put in on City i'unds, mrs. ~ronn then stated that
ii' this is a sanitary sewer an~ the City wouldn't ~me up later with additional

Ray Kaufman, City Engineer's Office, explained that the residents can
sign additional work orders for side sewer laterals but this is entirely~p to
the property owners.
L.W. Vincent, 1577 Snyder, inquired about the side sewer charges.
Severance explained that if they had this work done by the contractor at the
same time the sewer was ~ing laid, the property owner would save $~5.00 to
hook up and ~15.00 for street repairs.
Ray Allred, 1913 Snyder, spoke in favor oz' this project, and said even
it' he couldn't connect his basement to the line he would favor the improvement
because it would handle the main plumbing to his house.
City Attorney stated he had two ordinances to read, which he had received
from the City Engineer's Office and he has been assurred that the descriptions
are right.
City Attorney read Ordinnnce No. 1891, "An ordinance approving and adopt-
ing the maps, plans anm specifications for the improvement."
