Nayor said he felt there would have been an initiative in any event, as the church people would probably have gotten out a petition; and further, if the people want dancing they have the privilege of saying so. 4 25 June 7, 1950 (Con't) City Attorney stated he did not understand this Just that way but that it is all right; however, he stated that he had advised the Council at the time of the proposal that there was no need of action unless ~be City had an application from some establishment, and since no applicant came forward he did not see the need of an ordinance. Building Inspector McLeod presented a letter to Clerk for reading. Clerk read letter from Harold Kemp, Secretary, Assn. of Master Plumbers, held on February 16, 1950, a motion carried that the members present go on record as favoring the adoption of ~he "Report of the Uniform Plumbing Code Committee~ ~ th the amendments offered, to be adopted as Rules and Regulations of the Dis- trict Board of H~alth, and as a city ordinance of the City of Bremerton. Plumbing Inspector Whitted stated that three of the four committee mem- bers were present; Mr. Truitt, representing journeymen plumbers; Sam Reed~ Health Department; and Fred Whirred, City Building Department; and Mr'. Kemp, the other member, was not able' to be present. Mr. Whirred asked the other com- mittee members to make a statement. Mr. Reed &xplained tha~ the committee was chosen by each group andnnot by Mr. Wheaton and as the code was worked on, the committee could take back to each group the'changes and get recommendations. The committee worked on this for about nine months an~ when completed felt it was ready for adoption. Stated that be believed plumbing would be of a more sanitary and less cost will be possible under the proposed ordinance. Mr. Truitt stated he was speaking for himself and not Union Local 6~1 and that his idea is that the proposed co~e is all right. Mr. Wheaton stated that the comm~ittee has done hard work on this and that the recommendations are the best that they know how to make. Clerk stated he hag a claim voucher from Driscoll Electric Company for re- pair o~~ broken cable on street lights on ~nd and Washington, and for 100' of street light cable which was picked up by the Puget Sound Power & Light com- pany for future temporary hook-ups. Clerk stated he would like to ha~e the Council discuss this last item and see ~ they desire the P.S.P. & L. to hold City material or whether it should be in the possession of some city department, probably the Street Department. Discussion followed and ~r. Wheaton stated this was a special cable and it might be better to be left there than have it at the City barn where it might be misplaced. Mayor asked the City Attorney if this could be put on an inventory basis with the light company an~ he stated that it could be put out on a receipt baals an~ they would be responsible for it and that the labor charge of handling the cable by the City would soon outweigh the value of the cable. Motion by Mr. Keen and Mr. Wheaton to approve the purchase and refer to the City Auditor to transact the details and recommend that it be placed with the P.S.P. & L. on an inventoried receipt basis, carried. 427 J~ne 7, 1950 (Con't) Clerk read a letter dated June 6, 1950 from Alice V. In order to ma~e the required information available it will ~e necessary to estab- lish a Job order system in the Street Department; also, the County has adopted an equipment rental schedule which by experience is sho~to be fair and should serve the city's purpose until our own cost data is available. Attached to the letter was a resolution which, if adopted, will put these into effect. Clerk read Resolution No. 737 as follows: WHEREAS, Chapter 164, Laws of 1949, provides that uniform records shall be kept to accurately reflect the receipt ant expenditures of all moneys used for construction, repair or maintenance of streets and arterial highways, and WHEREAS, in order to comply with said law, and to obtain additional in- ~ormation on unit costs, the Council deems it advisable to have a Job order system established in the Street Department, ~and to a~opt uniform equipment rental rates for work done by one city department for another, THEREFORE, BE IT RESOLVED that the Chief Accountant and the City Auditor be authorized and directed to prepare and have printed foEns to obtain accurate daily information on labor, equipment, material manufactured, work accomplished and material and supplies used by the Street Department to accurately figure unit costs and BE IT FURTHER RESOLVED, that the attached schedule of equipment rental rates be, and they hereby are, adopted for work done by one department for another; for equipment rented to other municipal corporations; and the rates at which various departments of the City of Bremertgn are authorize~ to rent equipment from other municipalities when emergencies require such action, and BE IT FURTHER RESOLVED, that in order to. comply with State Law that no work be done or material furnished by~one department or political subdivision being charged for said service or material and/or supplies as provided by law. Motion by Mr. Wheaton and Mr. Kean to pass Resolution No. 73? carried as follows: Mr. Kean, Yes. Mr. Wheaton, Yes. Mrs. Haddon, absent. Clerk read change in pay status for $ohn~~ E. Coll~y~. f~m Motorcycle Patrolman at $267.00 per month to Patrolman lat Class at $262.00 per month; an~ Roger W. Nutter stated he was going to attend a meeting of the Kit~ap County Airport Board on Friday evening to get approval on placing, a sanitary fill on the airport property and would be representing Mrs. Haddon. City Attorney read proposed lease between the City and McDonald, Taylor & Bruckart, Inc,, for a portion of the sanitary fill site for use as log dt~np and for erecting buildings for dealing in forest products. ~iscussion was held as to amount of rental to ~e charged and Mr. Taylor proposed $250.00 annually for first five years. Also discussion was held on bulkheading and makingthe fill secure from polluting the bay in the future, and h~w much work the Sanitation Department would be expected to do when they abandon that site for their d~p. Mayor suggested that an agreement be worked out with Mrs. Haddon as to how much the Sanitation Department and the Water Department will each do. Clerk mentioned that he was holding up a requisition for drivinEpiles at the request of M~s. Haddon and Mr. Wheaton stated these piles should be driven immediately and that this order was held up pending the decision of the Court and City Attorney added that this was his understanding also. Mr. Nutter stated he understood the Sanitation Department would do what work they could and then the Water Department would finish it up. Mayor stated that Mr. Wheaton was responsible in Mrs. Haddon's absence and Mr. Wheaton commented he felt that this requisition should be released and go ahead with the pile driving. Mn Taylor commented that there is nothing further needed in the wa~ of garbage covering on the area they desire to occupy. Any additional fill can wait and can be put in as needed for their purposes, he said. Mayor Kea~ stated that he felt the $250.00 per year offer is fair. Mr. Wheaton made the comment that he didn't want to spend too much money on put- ting the dump in shape unless the money was to be coming back in repayment of such expenditures. Mr..Taylor said ~hat the main consideration seems to be not so much to put this fill in shape for their firm but to put it in shape to abandon it andhis firm would make such improvements as needed at t heir own expense. ~r.'Wheaton said that $250.00 per year was all right with him. ~iscussion was held as to whether or not a map should be attached to the lease showing the portion of land to be leased and the Engineer entered the Council room and stated he was preparing a map and the description set forth in the lease has been checked and found correct. Mayor asked in connection with the p~oposed purchase of a quonset hut for the Sanitation Department if the Commissioner of Public ~orks would like to have any authorization of purchase for the City Clerk. Mr. Wheaton stated that will depend on the cost and If it can be purchased without calling for bids, then the City Clerk can be given approval to purchase it on a straight voucher. Mr. Wheaton stated he would take a trip to Seattle and see if an old useable hut c~ ~e found. Motion by Mr. Kean and Mr. Wheaton to allow all bills if approved by a majority of the Commissioners, carried.
