0f±'ice until such time as action should be taken carried.
City Clerk stated that two petitions had been filed with the City Clerk
on ~arch 10, 1950, and had been referred, at the suggestion of Mayor Kean, to
the City Engineer for processing.
City Clerk stated the petitions were as follows: The first was signed
by D.E. Hackleman, 1V47 N. Cambrian Avenue, and eleven others, anm asked for
improvement of 24th street from Snyder Avenue to Phinney Bay. The second
was signed by D.E. Hackleman, and eleven others, and asked the City to con-
nect North Lafayette and North Cambrian Avenues. The reasons for the requests
were set forth in the petitions.
Mayor Kean co~mmented that. the petitions were hurried along to the City
Engineer because there might be a change of hands of one sizeable block of
land there which might affect the cost considerably on the widening of the
streets,
City Clerk read a letter dated Marc~ 15, 1950 from the City Engineer to
the Council regarding a connecting road between N. Cambrian and N. Lafayette~
from 21st Street to 24th Street, stating it ~outd be very advantageous to pro-
cure the above-mentioned street, both for traffic and as a right-of-way for
a sanitary sewer line.
Letter stated that the Engineer has had several conferences with the
owner of the property, Mr. Fatland, but since it will increase his assessment
some ~2,000.00 he is not inclined to favor the installation of sewers unless
some payment is allowed him for either an easement or a street; and the sewe~~
would be of value to the Fatland property. ~r. Fulmer has been asked to make
an appraisal but due to his illness this has not been turned in as yet. Eng-
ineer's ~etter recommended that a right-of-way be obtained if such can be done
for an amount in reason.
City Engineer stated, that part of the cost could be borne by an L.I.D. for
the sewer.
City Attorney said that it could be acquired either by con~emnation or
purchase and the easiest way would be to calculate the dlfference~between the
benefit to the Fatland property and the change and then maMe some direct pay-
merit.
~iscussion followed as to where the money would come from for this pur-
chase.
Motion by Mr. Kean and Mr. Wheaton to refer to the Commissioner of Pub-

The earth fill would be of a considerable expense. Further, that the
idea of a fill is worth further investigation, if agreeable to adjoining
property owners,~ and provided sufficient earth for cover could be procured
nearby.
The City Engineer stated that a fill would affect some privately owned
lots adjacent to those owned by the City and some changes in contour would
be made.
Mayor stated he felt the improvement would be worthwhile if the appro-
val could be obtained from surrounding neighbors and dirt could be obtained
from Forest Ridge Park which is nearby.

ried.

relative to the parking meter bids and determined that the alternate bid sub-

"rehabilitated meters" but incorporate all the features of the new Miller

that the necessary funds will have been collected on the April billing and
that ii' Mr. Wheaton concurs, then the April billing should be the final one.
He said that Mr. Vaa had checked with Mr. Hatfield who reports the sewer is
in excellent condition.
Mr. Wheaton said that the agreement was to stop billing in April and
that this had appeared sometime ago in the newspaper.
Mayor Kean said this would require a change in the ordinance.
Motion by Mr. Wheaton and Mr. Kean to approve the recommendation and
refer to the City Attorney to prepare the necessary ordinance carried.
The City Attorney stated he had a letter from P.R. Johnson, whose pro-
perty adjoins the new annexed area, and Mr. Johnson does not want his pro-
perty to be included in the annexation. Mr. Wallace stated further that
now that he has received this letter from Mr. Johnson he would go ahead and

co~menmed the whole orminance be re-written.
Mr. Wheaten con~ented that this has bee~ gone into pretty thoroughly by

Department anm seems to be acceptable.

on the study, carried.

levy a five-day suspension for violation of the procedure rules. He said he
has asked Howard ~cCain if his insurance company could supply kits for cars
and trucks in order to assist in making reports. The kits would contain
