Mr. Wheaton stated gravel could be taken from there as a reserve pit with- out interfering with sanitation fill operations. Discussion held as to where finances would come from to pay for the pur- chase. The budget does not provide specifically for this purchase but it was felt that possibly some transfers could be made to cover it. Mr. Kean asked if this property was needed in order to secure roadway from the former purchased property and Mr. Wheaton stated it was needed; also, that his present .gravel pit is only good for a year or two unless he gets add- itional property. Discussion followed relative to whether it was necessary to c all for tics and the City Attorney felt the matter was more than Just a sale but also entail- ed a service contract. Mayor said this logging would eventually entail such matters as roads, sleective logging and reI'orestation, and suggested getting together with the City Attorney and Mr. Taylor. City Attorney saia he would like ~o talk to the two inmividuals who de- sire to enter into an agreement so that he could get some idea of the whole matter. Also saim he fel~ that mue ~o the way in which the City Police, County Sheriff's Office and State Patrol operated that Bill Davenport had beenable to establish a monopoly~in the towing business. Mayor Kean reported that he had been advised by Mr. Pick~ell of the Northern Pacific Railroaa that due to pressure from top oI'ficials they might curtail some of their activities on the tracks here by having trains come in twice a week. This coula leaa to pousiVle abandonment on this line eventual- ly. Mayor Kean said he had talked this matter over with Admiral Bledsoe and Captain Sullivan, the new Navy Yard Commander. If-the merchants could use the line as much as possible ~t might keep it in; also, suggested the City specify the railroad whenever posuible~ If the line stops service it might be hard to get going again. Mr. Wheaton reported that Mr. Hunt is ~ust about reaay to sign the lease for an ~rea at the head of the bay, and if this coul~ be filled in an~ could get a big warehouse ther, it would be an incentive for firms to use the rail- road. ~ayor read a letter dated January 25, 1950 from the Office of Frederick B. Requested that the matter be referred to the City E~g!Aaer for immediate investigation. If he determines that the City is responsible for the damage willL~be willing to negotiate an agreement to permit the City to repair the damage without the necessity of any litigation. However, in the even~ his report is otherwise, Mr. Bowen asked that he be notified immediate- ly so that the property owners will have sufficient time to file a formal claim within the time allowed by law. ~otion by Mr. Kean and ~rs.
