Mr. McGowan explained the reasons for the tmansI'ers within the budget. Mr. Wheaten and ~rs. Haddon both expressed the opinion that they thought it was oecause as little as possible was budgeted l'or the dii'ferent departments when the budget was adopted. Motion by Mr. Kean and Mrs. Haddon to pass the Resolution , carried as follows: Mr. Kean, Yes. Mrs. Ha, don, Yes. Mr. Wheaten, Yes. December 28, 1WS1 (Cch't) City Clerk McGowan reported the bond covering all City Employees, except those few covered individually, is due again on the first oI' the year and Wang Investment Company has had and should continue to have this bond because they are giving us a very good price on it. Mr. McGowan recommended that ~he Blanket Bond on City Employees be taken out from the Wang Investment Company. Motion by Mr. Keen and Mrs. Haddon to concur in the recommendation, carried. Captain Phillips attended the meeting and when question advised that in placing the crosswalk at this p2rtioular place, driveways could be utilized and it would necessitate the removal of only one parking meter while placing it at any of the other requested places would mean the removal of six or eight meters. Mayor Keen asked what disposition should be made oi' the application by James W. Wallace, City Attorney, reported that it had been brought to his attention that cases for trial, which should be tried in Municipal Court, have been transferred to the Justice Court, without his knowledge, and with a subsequent loss in revenue to the City.
