Js~es Munro, Attorney, attended Council Meeting, representing a group of people who are in business in town who feel that action on the part of the Navy Yard~and the Washington State Ferry System will work a definite detriment on the City of Bremerton. Their objections were to the new pedestrian gate to the Naval Shipyard at the Bremerton Forty Terminal. He further stated that he did not know what action the Council could take in ~his matter but felt that a gate of this type was hurting the trade in Bremerton as the pedestrians would not go through the town at all. Mr. Wheaton explained that the City Council had no authority to step into the matter as the gate was on Navy property and the alley has been a public alley since 1901 and there is no way you can stop people from using a public alley. Mr. Wheaton had stated before that the alley was not in condition to use but the Navy has now blacktopped the alley according to all specifications and saved the City the expense of repair. Mr. Severance, City Engineer, showed a map at this time, explaining the location o~' the gate. Ted. Phillips, Captain of Traffic, explained that this isn't anything new, that this idea had gone through the Flanning Commission and that it was a move to save congestion of foot traffic on Front Street. He also stated that this idea would in no way stop anhone from stopping in town to shop. It is only to relieve congestion at this particular time. Also the gate would be opened only in the early morning and in the afternoon at the peak times. December 19, 1951 (Con't) Mr. Wheaton added that the matter would b e up to the Navy Yard and the Chamber of Commerce to stop i'rom using the gate as it was not up to the Pub- lic Works Department.
