tions,,'and street lighting. He stated that he had consulted with Mr. Casad,
Water Superintendent relative to them and he had approved them.

and authorize 'the ~layor and City Clerk to sign the contracts, carried.
The City ~lerk stated the Fire Department wished to 0uy several tarpaulins
mhd that some months ago an attempt was made to obtain bids on them but none had
been received. He further stated that'info~nation received i'rom Chief Tillett
indicated that tho quantity needed would be under the Charter limitation of
~500.00.
Motion 0y ~r. Kean and ~rs. Haddon that the City Clerk and Purchasing Agent
and Fire Chief be authorized to purchase the necessary tarpaulins on the open
market, carried.
Mayor Kean announced that this was date and time for the continuation of
the hearing oi~ Mr. Guy, Arrow Cab Company, regarding a cab stand adjacent to
the Ferry Terminal Building in Bremerton, ~ashington.
~ayor Kean asked Chief Lewis and Captain Phillips oZ' the Police Department
ii' they had m~y other reco~mmendations to make at this time rather than the orig-
inal reco~mne~dation.
Captain Phillips announced his previous recommenSatton still held.
Attorney Greenwood, representing Nr. Guy, stated that he had contacted Mr.
Anderson and i,~ was decided it was neither possible nor I'easmble to go in on
their property as the cabs would be getting into a line of cars coming off the
ferry and also the Bremerton-Charleston Bus Company, who rents a room in the
Ferry Building, parks t~eir busses in an area behind the stand in question.
However, ~r. Anderson suggested that a turn-table be placed in the area permit-
ting; the cars to go in I'rontwards and be turned around and come out frontwards.
he further stated that aI'ter making this t urn-table it would also level the area
up which he felt would overcome another objection.

Mr. Greenwood stated that in addition to this, Mr. Guy does not care to
drive into this particular stand between the hours of 4 o'clock and 6 o'clock
in the afternoon. Mr. Greenwood further stated that he ±'elt this was less
hazardous to foot traffic to come out through the front than to go down to the
end of the dock and come bac~ through all the people crossing the street and
people going down to the Port Orchard ferry. Also, he felt this was a reason-
able solution and one that should be allowed and he wanted to make this show-
ing and for it to show in the records that he and Mr. Guy both feel they have
eliminated the objections stated in the Council meeting of November 28th,1951~
Attorney Wallace commented that he felt that the proposal by Mr. Guy to
install a turntable at the parking stall overcame the previous oOjections re-
lative to backing into traffic ~]d that now it was a matter of congestion of
traffic which properly comes under the jurisdiction of the Traffic Division of
the Police Department.
Mr. Kean asked Er. Guy ii' he would still maintain his cab stand at Burwell
and Pacific,if he were allowed this space and the answer was yes, as ~r. Guy
has six cabs and he needs the parking space.
Mr. Guy stated that he is not trying to take space on private property
where he will be in someone else's way, his l'irst stand is at Burwell and Pac-
ific and ~e named the other stands he has.
~r. Phillips asked where the cab drivers check in and change drivers and
Mr. Guy stated that was from his office in the Ferry Building.
Mayor Kean asked Chief Lewis and Captain Phillips if they felt any dif-
ferent about their recommen~ation since the proposal to install a turntable
was nmde.
Mr. Phillips stated that he still felt the same and Captain Lewis stated
he felt the same.
Mr. Wheaton remarked that the two objections which he had made had been
overcome and that in his opinion it was strictly up to the Police Department
to decide whether or not it would create a greater traffic hazard.
~r. Kean stated that he gets more complaints and criticism about traffic
congestion at the dock than any other place in town. He said that he would
like to see all cabs taken out of this area.
Captain Phillips stated that it is a proven ract that the major operation
of a cab business comes from its main office and that he was sure tha~ all of
Mr. Guy's cabs would be congregating there.
i'~r. Kean stated his mind hadn't been changed as he still felt it w;uld
be creating more congestion down there. Mayor Kean announced that a meeting
is planned for tomorrow between representatives of the Ferry Operators and the
Navy Yard to discuss the construction of a ramp directly from the Yard to the
Ferry and if a permit for a cab stand were granted to ~r. Guy today, the entire
picture might Oe changed by tomorrow as a,result of this meeting.
Mr. Kean asked what the Council wished to do with the application.
~r. Wheaton said personally, he didn't feel in a position to state as it
wasn't his department, but he would like to see the matter cleaned up.
Mr. Kean still felt the hearing ~ould be continued until arter the meet-
ing tomorrow on the rerouting of traffic in this area.
Motion by Mr. Kean an~] ~lrs. Haddon to recess the hearing until the Mayor's
return, carried.
City Treasurer brought up the subject of the City withdrawing their ad-
mission tax on free admission tickets and reduced rates. Discussion rollowed.
Motion by MDs. Had,~on -and ~,ir. ,~heaton that the recommendation of the City
Treasurer that we recognize the student tickets or reduced rates and the actual
tax paid on actual amounts paid, carried.
Mrs. Haddon asked the City Attorney ii' ~ything had been developed on the
lease on a portion of the 1st St. '¢~arf. Hestated perhaps m~other letter
should be written to the mortgagee.
Motion by Mr. Kean and ~rs. Haddon that the matter be referred to the City
Attorney to handle the matter as he sees fit, carried.
Motion by Mr. Wheaton and Mr. Kean to adjourn, carried.
