Mr. Glen Hallman, Sanitarian, appeared before the Council reporting that the Alleyway Cleanup Committee seems to be stalled. 'l~e original Committee inspected the alleys end made investigation, Committee from the various bus- iness establishments sat down with the original committee and Mr. Hallman wrote a letter to each one recommending what he felt should be done toward cement slabs for the garbage cans, type of cans etc. Mr. Hallman now reported that no answer has been received from these letters although some cases have improved and others not. He also reported that at different times scavangers have been seen dumping the cans of garbage~and leaving it in the alleys. Mr. Hallman now requested that another letter be written to each specific estab- lishment with specific recommendations. ~r. Kean suggested that the Committee prepare another letter as requested andhave it approved on the face of the letter by Mrs. Haddon and before it went out have it approved by Mrs. Haddon and the City Attorney. City Attorney advised that the scavengers could be guilty oi~ disorderly conduct. Clerk read letter from City Engineer Severance, dated October 26, l~S1, reco~mmending that a L.I.D. be established for construction of concrete curbs and gutters on Trenton Avenue from E. llth Street to E. 16th Street and that owing to ~he lateness of the season the call for bids should not ~e made until early spring. Motion by Mr. Kean and Mr. Wheaton to concur in the recommendation, car- ried. City Treasurer brought up for discussion the sale of Lots 18 and l~, Block 4, Bremerton Addition. Mr. Pappas, 602 Washington, is desirous of purchasing this property, as he now holds 18 bonds, $100.00 each, against the L.I.D. for that district. City Treasurer reported that the assessments amount is $1,682.52 which is ~82.52 more than the par value of the bonds which Mr. Pappas holds. The Commissioners agreed that the City has no use for these lots and mr. Kean requested the matter be referred to the City Attorney for his recommend- ation. City Attorney Wallace presented an approved concessionbond in the amount of $1,000.00, which was required in Mr. Hudson's agreement to operate concess- ion facilities. City Attorney Wallace read a supplemental agreement between the City of Bremerton and McDonald & Taylor, Inc., relative to the removal of timber from a portion of the City's watershed and providing for a reforestation program for a perpetual or sustained yield on the property described in said agree- ment. The legal description will 0e filled in later as Mr. Taylor was to con- tact the City Attorney but did not do so and is now out of town. Mr. McGowan questioned whether 6~ a tree was enough to be paid for the Christmas trees cut in this operation and Mr. Wheaton stated that he had been offered , at another time, 4~ to 6~, and that was from regular Christmas tree cutters an~l was not a part of a thinning program. Mr. Kean remarked that he knew there would be criticism of such an oper- ation of this kind but he felt it was sensible to remove these trees at this time snd receive money than to wait aud the trees would have to be thinned at the City's expense. Mr. McGowan questioned whether the original contract with McDonald Taylor provided that they thin anywhere and Mr. Wheaton stated no trimming operation was included in the original agreement and it would have to ~ paid by the City to remove the old snags later on. Motion by ~r. Kean and Mr. Wheaton to approve the agreement, carried. Mr. McGowan stated that he felt ~r. Taylor should bring ~he legal des- cription and have it approved by Mr. Wheaton or ~r. Casad before the agreement with McDonald Taylor, for the thinning oI~ trees on the watershed property, was signed. Mr. Keana eked Mr. McGowan what he would suggest should be done; if he felt a call l'or bids should be made. October 31, 1951 (Con't) Mr. McGowan stated he, perhaps, did not have the same faith in McDonald Taylor as the rest, but he still felt before any signing an agreement, the legal description should have been inserted. The Mayor stated that if there was a delay made now in getting the legal description from ~r. Taylor, who is out of town, or calling I'or bids, there might not be a sale for Christmas trees. City Attorney announced that the necessary deeds for widening of Marion Avenue were prepared. It had been agreed by the Oity Council that they spend, not to exceed ~ES0.00, to recondition sidewalks, blacktop, etc., in order to obtain l0 feet additional width to ~arion Avenue from Puget Sound Naval Nem- orlal Hospital; lB feet from School District 100-C deeded to the City of Brem- erton. Mr. Whcaton reported that there had been no difficulty with traffic along Washington Avenue as everyone was cooperating. He stated that the curbs would be set otday and the paving would be back in by the end of the week. C City Engineer requested a beam be installed in the new paint shop, which will require a change order in the contract, at an estimated cost not to ex- ceed $800.00. 'I~e steel is on hand and a change order will'be presented to the Council next Wednesday, but authority was now requested to proceed with the work providing the cost does not exceed the above mentioned amount. Nr. Kean ~ sked if there were any objections from the Council and hearing no objection, the ~gineer w~s told to go ahea~ and negotiate t~e matter and bring in the change order next Wednesday. Notion by Mr. Kean and Nfs. ~addon that all bills be allowed if approved by the majority o£ the Commissioners, carried. Motion by Mr. Kean and ~r. Wheaton ~hat the meeting adjourn, carried.
