There are signs now posted, "No Trespassing" but they request signs "No Hunting" be added as violators could be charged accordingly. Several City employees were found upon the premises last year m~d were reluctant in apprehending the violations. ~lso he stated that there was some discrim- ination against the honest and law abiding citizens and those who violate during the game season. Part of the watershed now is in the game reserve and he suggested that all the water shed be set up as a game reserve. There are always deer found which have been shot and a deer will go to water and oI' course that will contaminate the water. Mr. Kidrick further stated that ii' the water shed was posted "No Hunt- ing'' and then if they found violators they could prosecute under the game law. October 3, l~S1 (Con' t) Mr. Wheaton reported that fencing material to fence the whole area would solve the problem and that "~o Hunting" signs would not be necessary. The City Attorney read a ±etter which he had drawn and directed to the Marine Drive Water District Commissioners~ advising them that negotiations now pending for the purchase of water from the City of Bremerton must be concluded by January l, 1~8~ under one of the following arrangements: 1. Mr. Kean asked if anything had been done on the alley cleanup and Mrs. Haddon answered that she and mr. Hallman would get together but she. feels that conditions are improving. A discussion was held with reference to the repair of broken sidewalks. City Attorney Wallace stated that, before ordering the property owners to repair sidewal~s, it was necessary to draw a resolution citing the loc- ation of the sidewalk in need of repair. It is his suggestion that a list be made of all locations presently in need of repair and that these all be incorporated in one resolution; thereafter resolutions could be drawn as the need arose. It was pointed out by Mayor Kean that a substantial list of such loc- ations hadbeen submitted by the Insurance Carriers in a letter now in the possession of Mr. Wheaton. Mr. Kean announced that the 5Oth Anniversary had been delayed and that it would now be tied in with the Armed Forces Day Celebration next spring. Motion by Mr. Kean and Mrs. Haddon to allow all bills if approved by a majority off the Commissioners, carried. Discussion was held on the advertising device upon parking meters and it was decided that Bremerton shouldn't be the first city in the State of Washington to do it and that as a matter of policy we would deny it, but if there came a time when more revenue was needed the matter could be brought up again. October 3, 1951 (Con't) Motion by Mrs. Haddon and Mr. Wheaton to have the City Clerk write to the Washington Equipment Company and advise them we are denying it as a matter oI' policy, carried. City Clerk read letter from Mr. Curtis H. Coons, dated October 3, 1951, stating the objections of the 'elgctrical contractors who were opposed to the. proposed ordinance relative to wiring code, Sections 6, V and 8,ar® opposed in their entirety because the contractors believe these sections are dis- criminatory. Also they believe that being licensed by the State and bonded by a Bonding company has all the qualifications that should be required by the City 6f Bremerton. Section 8 - the contractors oppose t o an examining board as ~hey oppose any restrictive provisions being the State requirements are sufficient and being no great danger to 5 he residences of Bremerton in the present mode of operation by contractors. Mr. Purvis represented the contractors in town and stated that for the information of the Council it was his understanding that the local contract- ors were in I'avor of the new ordinance, subject to some further changes that have been 'agreed to. Those in favor are Abeam Electric, King Electric, Pac- ific Electric and Barney Lee, Superintendent in charge at Lent's. The changes are as follows: License fee for electrical contractors shall be $150.00 per year; thereafter $50.00 renewal - Electrical contractors who maintained an established place oi' business inside the city limits o~' Bremerton, prior to July 31, 1951 shall be required to pay the renewal license fee only. Mr, Gaudio, Electrical Inspector, said that over an 18 month period only sic per ceh't oI' the electrical businesses in the city was done by outside contractors. Mr. Rhodes, Silverdale, claimed that the new proposal still would be discriminatory. He also stated the people in Bremerton will recognize the fact that an inspector taking a call I'rom his office for inspection is worth more than a dollar and that the permits should 0e raised. Also he felt it was not necessary to have an examining board for Journeymen electricians be- cause when a man ishired from the union hall, a man's qualifications aren't questione~ and it is taken for granted that the man is capable. He figured there was no need for examining a man twice. Mr. Eean asked that the inl'ormation gained from this meeting be passed on to the City Attorney in order that hemight revise the ordinance in pre- paration for its I'Inal passage on Wednesday, October 10, l~S1. Mr. K~an asked the Council ii' they I'elt that ~r. Coons should be heard on each o£ the objections set forth in his letter. It was decided that since he did not' appear at this meeting no further time could be given to him. Mr. B~owning, Business Agent of the Electricians Union, spoke in favor of the reqhirement of competency cards. He pointed out that it provided a good meahs of identification I'or the worker as well as establishing his competency'. He also stated that the Unions could ntt necessarily prevent incompetent people from doing electrical work. Motioh by Nr. Kean and Mr. Wheaton that the meeting be adjourned, carried.
