~r. Curtis H. Coons, Attorney, appeared before the Council, with the
following electricians, regarding the proposed electrical ordinance: Jack
Rhodes, Silverdale; Ed Cokelet, Belfair; Theodore Johnson, Silverdale; James
F. Wilson~ Port Orchard; L.E. Alyea~ Poulsbo$ Ray E~ Carpenter, Bremerton;
T.D. Nills, Vaughn; Glen Vockrodt, Bremerton.
Nayor Kean asked Nr. Coons if he wottld state his p~pose in attending
the meeting and lead off the discussion.
~r. Coons s. tated that he represented ~tr. Rhodes of Bilverdale and one
of his employees, who were opposed to some sections of the proposed electrical
ordinance. He said that they were principally opposed to Section ?, Subsec-
tions l, 2 and 5, which required,the out-~f-town contractors to pay a $~B0.00
September 19, 1951 (Con't)
license fee to do work in the City Limits and the local contractors only
$50.00. This he felt constitutes utter discrimination. He stated that
the out of town contractors are licensed and bonded by the State and pre-
sumed to be competent. He further stated the local contractors are getting
other benefits for the taxes paid, such as police~ and fire ~rotection and
other benefits that do not come to outside contractors. The outside con-
tractors have to travel farther to a Job than the local contractor and that
must be figured in the outside contractor's bid. Also he believed the loc-
al electrical contractors were endeavoring to use the City as a tool to en-
force such a provision in the ordinance to discriminate against an outsider.
Mr. Coons felt that the Job'fee could be charged high enough to meet
revenue needs of the City rather than unequal license fees.
Mr. Kean asked Mr. Coons to review the entire ordinance and w~ t$ his
views to the Council.
Mr. Gaudio, Electrical Inspector, stated when an outsider is working
in the City Limits he still has fire and police protection. Also, he stated
that outsi~e contractors are not familiar with the Bremerton ordinance and
that their work thus requires more inspection.
Mr. Rhodes, Silverdale, explained that the advantages pointed out by
Mr. Gaudio were taken care of by their bond and insurance. He figures
$4.00 to send a man to Bremerton from Silverdale on the truck and several
trips are made in a day.
Mr. Kean asked ~f. Mr~Rhodes objected-to other parts of the ordinance
andhe answered that the fees perhaps should be raised particularly on large
Jobs where the electrical inspector makes many inspections for his $5.00
fee.
Mr. Kean asked if he obJected~ ~o licensing Journeymen and others and
Mr. Rhodes reported Yes, that it was a reflection on the State requirements.
He felt the outside men could be discriminated against an unfair examina-
tion if the examining board was so inclined. Also the Bonding Company must
be satisfied of the qualifications of a man or a bond would not be issued.
Mrs. Haddon asked if the $250.00 license fee would 0e so high,as to
prevent outside b~idders from submitting bids.
Mr. Rhodes answered yes, except on a big Job if he made a bid he
would have to include the $250.00 in his bid and if awarded a contract he
would then pay the license fee.
Mr. Kean asked Mr. Gaudio who helped him build this ordinance.
Mr. Gaudio read the following names: Paul Eing, Kenny Hill, Jack
~hearn, Earl Ferry, Harold Lambert, Oswald Erickson, Mr. Bryce, former in-
psector, James Leafy, Arnold Gustafson, Disney, Pennington and Douglas
Browning. No one from the County was represented. Mr. Coons cczmnented on
the list and said he had heard~m~t more than one electrical contractor who
had served on the Committee.
Mr. Kean stated that the City does not want to make mistakes and if
they have, they will be corrected. Also, he said, that this ordinance had
been kicked around for years and everytime the fellows were asked to meet
and discuss the ordinance they were too busy. Mr. Kean reported the ordin-
ance will be delayed for final decision until the return of Mr. Wheaton, al-
though Mr. Wheaton 'stated~ he was in accord with it before he l~ft for the
convention.
Mr. Kean suggested the men present form a three man committee and get
sufficient copies of the ordinance from Mr. Gaudio for study and make a
list of the objections and also if something should be added to the ordin-
ance to put that down in writing and submit to the Council and perhaps a
good electrical ordinance can be adopted.
Mr. Kean s tared that he had not read the whole ordinance yet himself
but the City wants a restrictive ordinance not a disc~iminatory ordinance.
The City also has to have sufficient revenue to support the Building De-
partment, Electrical Division.
Mr. Jack Rogers asked ~hat the ordinance proposes to cure and Mr.
Wilson replied that the ordinance would correct the evil of Navy Yard
people doing work i~legally for their friends.
~r. Gaudio pointed out the example of poor wiring done by volunteer
work on the Manette Church, which burned recently.
Mr. Coons asked if there were any more meetings, if he would be noti-
fied and that he would come up with a recommendation within a week.
