Mayor asked Captain Phillips ii' he wanted to make any co~mnents relative

Office.
Captain Phillips mentioned proposed change t o have each cab owner's taxis
the same color rather than have five owners with about ten differen~ colored
cabs; aslo, to ~ake a change relative to ma~king of stands. He stated that
the union and the ca~ owners would like to have the ordinance provide that a
certain percentage of the cab owners would have to be in favor of a rate change
be~ore any ca~ company could change rates.
This was discussed and Mr. Gates stated he felt this could be provided
for in an ordinance.
Mayor read a n~lmber of proposed changes and then suggested the committee
of the whole meet after this Coun~ i meeting for working out the details of
the proposed changes so an ordinance could be dra~n. Relative to restricting
the number of cab owners, the Assistant City Attorney stated his oI'fice has
a serious question as to whether a provision such as this should be in an
ordinance.
Mr. Staley commented that all the proposed changes have been approved by
the union.
Mr. W.A. Mahan, 914 McKenzie, complained that he had only two collections
si~ garbage since the 18th o~ December, both of which were in January. He said
he did not feel he should pay for a service which he did not receive, and in
addition to not receiving service, he claimed that he ~ade many trips to the
incinerator with burnable and other trips to another place he owns where he
buried other garbage. When he explained his house location, it was apparent
that the reason he was missed was due t o the fact his can ~uld not be reached
from the alley as other places nearby but the truck would have to go to the
I'ront of his house to get his garbage, and the new employees would not realize
this.
Mr. Gates explained that the City could adjust bills as was done in Jan-
uary, Out Mrs. Haddon stated she did not feel this was a general situation.
It was then suggested that by resolution Mrs. Haddon could be given per-
mission to make adjustments to those accounts thought worthy.

Mr. Gates read letter, dated February 24, l~S1, to the Council from Rich-
ard Goldsworthy, operator of the Spic & Span Confections, which is a mobile
popcorn truck dispensing confections on the streets of Bremerton.
The letter called attention to the fact this his I~ree license obtained
under state law to do with verterans who are peddlers, would no longer be free
due to a recent ruling of ~he State Supreme Court. He asked that the license
fee be lowered to $50.00 per year due t o the fact his operation was not profit-
able enough to stand $25.00 per month, the present license fee. Attached to
the letter was a suggested form of ordinance In order to make this reduction.
Mayor stated this request could be discussed at the Committee of the Whole
meeting which is to follow the Council meeting, since it involved use o f the
streets and therefore was related to the discussions to be had on taxi cabs.
February 28, 1~61 (Con't)
