City Attorney reported on the logging petition which was brought
up last meeting, and stated that the logging contract was not merely a
logging contract but a contract for water shed improvement. Mayor Kean
reported that if an error was made two years ago, now would not be a good
time to make a change as there isn't too much timber to be removed at
high value and it will be more of a reforestration program from now on.
Mr. Wheaton stated that not to exceed 30% of the timber in the watershed
has been removed. He also shared it would be impossible to use a yardstick
to determine what is right or wron~ in this matter. The Commissioners
agreed Mcdonald Taylor & Bruckhart were logging in a manner which was
approved by the City and Col. W. B. Greeley, Vice President, of the West
Coast Lumberman's Association, wrote a letter to Mr. Wheaton approving
the forestry practices ~eing carried out at the water shed.
Mr. Lloyd M. Mack, 211~ 5th, appeared before Council as one of
signers of the petition in favor of cancelling the present contract and
c~ling for bids. He stated that a forester at the very best could be
hired for $10,000 a year and he felt serious consideration should be
given this matter. Mayor Kean asked what the going price on stumpage
was and Mr. Mack replied that $~5.00 to $~0.00!~er thousand for old
growth stumpage. He had seen it go as high as $?0.00 a thousand. Mayor
Keana sked what price would he ask straight across the board, removing
all down timber, building roads, the necessary colverts dug, etc. and
Mr. Mack answered $~5.00 or $30.00 per thousand. Mayor Kean remarked
that 0efore he would be agreeable to cancelling this present contract
he would like some kind of an opinion of the kind of an offer someone else
could make with the restrictions as they appear in the contract.
