Mr. Ralph Pu~vis, Attorney, submitted a petition signed by Frank Bru~m
and seven others requesting that the City's logging contract be submitted ~
com~etitive bidding and that they ~ advised of bid requirements and t imeo
Mayor Kean explained that the present contract was not only for logging
but also for protection of the watershed by good forestry practices.
Mr. Wheaton remarked that the present loggers were doing ~ nsiderably
more than Just logging. There have ~en 15,000 trees planted in one area.
Mayor Kean gave the following comparisons on Raft No. 15 of logs:
180,270 feet sold as~umpage at $10.00 per thousand would have brought the
City $1,802.70, but we received 1/4 of $11,775.00, less advertising, or
$2,942.91. Raft No. 25, 156,530 feet sold as ~ttmpage at $10.00 per thousand

Detective Division of the Police Department and reported that a meeting had
been held which was attended by Fire Chief Tillett, Detective Lieutenant
Plouf, City Clerk~cGowan'and himself to discuss specifications. He point-
ed out that the City Clerk had obtained specifications which~estricted the
bidding to ten makes of automobiles in the medium price, medium weight class.
Because of the fact that such specifications might raise objections from
dealers who have been elinimated from the bidding, the Mayor stated that he
would like concurrence of the. Council in the proposed bid call.
City Clerk McGowan said that he did not consider this type of specifi-
cations nearly as restrictive as that which merely call for an automobile
since such open specifications would draw bids from only the low priced cars.
Charter provisions would then make it man~atory that award be made to the
lowest responsible bidder.

ation and call ibr bids as outlined, carried.
