City Engineer Severance explained ti~at there was a misunderstanding some- where on the Healy-Basner property as tY~ere was nothing set up in the contract to charge ~1.55 per foot for the side sewer as the charge was $2.00 per foot and that nothing was allowed for putting two pipe lines in one ditch. January 2, 1952 (Con't) City Attorney read a letter he had written to the City Auditor relative to Section 42 el' the Gity Charter, providing that any candidate who receives a majority of the vote cast at the primary election will have his name appear alone on the general election ballot and with a blank llne for write-ins. It was the Attorney's opinion that Section 42 of the Charter controls relative to elections and if any of the candidates for municipal offices receive a maJorlt~ of the ~0tes in the primaries, that candidate or those candidates will be en- titled to have theirname appear alone on the general election ballot with a write-in space provided. Mr. Casad, Water Superintendent, asked that an amendment to Section 66 of the City Charter be made as it reads that the City Departments are limited to work on City owned property and no department shall do contract or cost-plus work I'or individuals or firms. This matter has been brought up now because of the ~arine Drive Water District. If we sell them water, but still they are not in the City Limits, the City should be entitled to go out and repair the mains to protect their own interests. Discussion followed and the Commissioners were in favor of an amendment to be voted by the people in the coming City election. ~Iayor Kean asked the City Attorney if he could write up a notice of Charter Amendment and the necessary resolution and haveit back this afternoon I'or fur- ther discussion at a recessed meeting, and the Attorney agreed that he could. Mr. Don Reynolds, representing the Citizen's Advisory Committee, appeared before the Council requesting that an adjustment in the salaries el' the elected officials of the City of Bremerton be placed on the ballot not to exceed annual increase for the consideration of the voters in the next, election. He further stated that the Committee's recommendation followed a thorough study of the salary question, including a survey of salaries of officials of other cities of comparable size. He said that the present elective salaries here were not quite in line with elsewhere. The City employees have had raises comparable to 25%. In the course oI~ the discussion which followed City Clerk McGowan stated that he did not want the Budget Advisory Committee to feel that he was ungrate- ful for what they had recommended, but he felt t at the suggested raise was inadequate. He ~ointed out that it would be ~other three and'one-half years before another raise could be granted and that in the meantime, because of pro- bable annual raises granted to employees, the s~ne unbalanced ratio between elective oI~ficials and employees would again develop. The Council, however, felt that it would be wise to concur in the recom- mendation of the Committee and conveyed their thanks to the Committee, through Mr. Reynolds, I~or their recommendation. Motion by Mr. Kean and Mrs. Haddon to concur in the recommendation of the Citizen's Advisory Committee and submit the proposition to the ~oters as out- dined in the letter, and that the salary be based to the hearest even figure, $6,~00.00 for the Mayor and $&,800.00 for the Con~issioners an~ the City Clerk, carried. City Attorney brought up for discussion the fact that he now has no assist- ant as ~r. Bill Gates has moved to Seattle, and if he is to continue it will be necessary to appoint another assistant. The Council expressed their appreciation oi' the Attorney's good work and adde~ there was no objection to his appointing a man to work with him. City Treasurer Nutter reported having checked the roll for L.I.D. B~2 and is now in the process of sending out notices. ~otion by ~r. Kean and ~rs. Haddon that the bills be allowed if approved by the majority of the Council, carried. ~r. Casad, Water Superintendent, announced that the two girls on the Water Counter, downstairs, woul~ be moved upstairs to eliminate lost motion as it necessary for them to call on the girls upstairs anyway, to look up accounts and widen they aren't busy with new turn-ons there would be other work they ~uld do upstairs. ~r. Nutter sai~ that he thought he could help Mr. Casad work out his pro- blem an~ it was suggested that the matter be referred to Nr. Casad and Mr. Nutter for a solution. Motion by Nr. Paul Ryan, Bremerton Sun, was also present. Mayor Kean stated that at this morning's meeting in discussing the pro- posed salary increase for elective officials it was considered more practical to use a figure in even hundreds rather ~han the figure resulting from a increase, but it was pointed out by the City Clerk that he and the City Auditor rioted later that the percentage figure would be divisible by twelve, while the other figures would result in paychecks ending in odd cents each pay period.
