Mr. Vas pointed out the necessity of setting upcin the budget an item cov- ering the $200,000.00 bond issue for preliminary exPenses on the Warren Avenue Bridge. It was moved by Mr. Wheaton~d seconded by Mr. Yowell that the Auditor be authorized to incorporate the above item in the budget, carried. Mr. Vaa stated that he had received the actual figure on valuations from the Assessor's Office which was slightly in excess of $40,000.00 over the esti- mate. This resulted in an increase in tax revenue for 1954 of $801.18, which is distributed as follows: General Fund, $551.09; Firemen,s Pension, $40.0?; 194~ Sewer Bond, $10.OB. Mr. Vas reported that it was the recommendation of Mr. Casad and Mr. Short that fire insurance coverage be removed from the Water Department properties be- cause.of the fact that some $~0,000.00 had been built up in the Cumulative Re- serve Fund for Insurance purposes. ~ A diSCusSion followed and it was concluded that such a recommendation should receive study from Commissioner Wheaton. Mr. WHeaton stated that he would study the mat~er and report back tot he Council by Wednesday. Mr. Vas presented a revised budget which had been received from the Library. Since the total figure for this budget did not exceed that which had been approv- ed by the Council, it was moved by Mayor Yowell and seconded by Commissioner Wheat- on that the AUditor be authorized to effect the changes reflected in the revised budget, carried. Mr. Vas called attention to the fact that if the City moves to place cer- tain employees under Social Security it will b e necessary to set up an amount in the budget sufficient to cover the City's share of t he cost. Mr. McGowan stated that he would go to Olympia on Tuesday to get the nec- essary information from the office of the State Social Security Director. Mr. Vas stated that in a discussion with the last State E~aminer, relative to handling the cost of damage to City owned automobiles due to accidents, the Examiner had recommended setting up an estimate to cover the sum anticipated from claim settlements in our favor. This procedure would eliminate the nec- essity of making charges against the departmental budget w~h these charges actu- ally either partially or fully reimbursible. After some discussion it was de- cided that this matter would be acted upon Wednesday, It was noted by Mr. Vas that during the study of the preliminary budget a reduction in the Fire Department of $2,000.00 had inadvertantly been duplicated and suggested that this sum could be reinstated by using the approximately $S00. increase in tax revenue and making up the balance by increasing the cash on hand by $1,400.00o It was moved by Mr. Yowell and seconded by Miss Cullin that the $2,000.00 be reinstated in accordance with Mr. Vaa's suggestion, carried. Mr. ~Vaa also proposed that a new fund be set up in the budget w~ich would incorporate the following funds under one department to be known as Traffic Main- tenance: Street Traffic, Raido Maintenance, Fire Alarm Maintenance and Parking Meter Maintenance. It was moved by Mr. Wheaton and seconded by Mr. Yowell that the above recom- mendation be concurred in, carried.
