Attorney John Bishop, representing the Waagas also atbended the meeting.
After much discussion the Waagas agreed they were no longer interested in
the 50 foot strip along the water but would like the strip which the City owns
that takes in the existing roadway. The Waagas agreed they would give an ease-
ment across the existing road to any persons owning property beyond the road,
until such time the City puts in a road.
The City Attorney suggested the easement should gO through the Council and
be approved before any action is taken by the City.
Attorne~ James Sanchez attended the meeting representing a group of tav-
ern operators with reference to the punchboard ordinance.
Mr. Sanchez suggested the City change their method of taxation and collect
a tax on the operator's actual gross' business instead of on their potential
gross business. Also he suggested the method of collection could be changed to
resemble the form now used by the tavern owners in reporting to the Federal
ernment. Mr. Sanchez stated that in tal~g to the Internal Revenue office he
fblt there would be less cheating on return of this kind as these returns sub-
mitted to the Internal Revenue are subject to audit at any time and ~he oper-
ator would have to make his return the same to the City as t o the Federal Govern-
ment.
The. City Clerk stated that he felt the Internal Revenue office would not be
able to check each business and a board usually does not stay out for play until
it is all punched out and the tavern operator could pull a board anytime they
want to, making it difficult for checking.
The Mayor stated~the matter will be studied.
