~2E1, to take effect on the 1st day of January, 1956.
Mr. Domstad stated that he felt some discussion should be held before a motion
to pass the ordinance is made.
Mr. Wheaton said that it is his opinion that the ordinance shoul~ be passed
since the budget has been adopted upon the assumption that the revenue~fr~m.this
tax is part of the receipts. .. "
A motion by Miss Cullin and seconded by Mr. Wheaton t6' pass the ordinance was
made, but when a vote was asked for Mr. Domstad stated that he wanted to hold his
vote up for the time being and ask for a little more discussion on the matter by
the group of business me~ that were present.
The following discussion took place:
James NcCallum stated that there is absolutely no reason why the ordinance
has to be adopted today. It was their understanding that the Chamber of Commerce
and the Committee that was chosen are anxious to work with the City,,they should
not take action on the ordinance until the 1st of January in order to try and find
other sources of income and give it a little more study.
Mr. Wheaton stated that he doesn't like to wait until January 1st, he would
like to see something done immediately because if they hold off until the last min-
ute they will be up against something again.
Merle Budd said that their committee is meeting tomorrow at ll:00 A.M. and
they are going to get busy on this think and try to solve the problem with the help
of the City.
Miss Culltn said that this ordinance, if passed, could be amended by December
1st. ~fnatever you are going to do should be done quickly.
Mr. NcCallum said that the committee has been meeting constantly since last
Wednesday and they intend to move quickly. The passage~:£o£~':the ordinance today
will start a referendum. They have given their word to work as hard as they can.
Mr. Dunning said they are trying to help the City to solve this problem.
They find that this tax if proposed will raise more money than is needed to bal-
ance the budget. They see no reason for imposing the tax, which they think is
being decided too fast. They have worked as hard as they can and there is no need
October 12, 19~8 (Con't)
to be in such a hurry. They are against such a tax.
~r. Domstad stated that he would like to work with the Chamoer of Commerce
and the committee.
Mr. Wheaton suggested that they wait two weeks which should give them the time
they need.
Mr. McCallum appreciated Mr. Wheaton's suggestion but two weeks would not be
enough time, they have until January 1st and would like to postpone the .two weeks
to a month and they will have some suggestions by then.
Mr. Holland said the ordinance will have to be published 30 days prior to Jan-
uary 1st.
Mr. Domstad said he is trying to represe~t all the people. We would be a~lot
better off to be working together.
Mr. Ottevaere stated that this problem is ours as well as the City's and they
feel that they have to come up with something. They don't want to be bothered
with a referendum, i~ney should set a date andpick the nearest Wednesday to Novem-
ber 10th which will give enough time to come up with an answer.
Mr. Holland pointed out that if this ordinance is not passed and is replaced
by another one the full time required for the passage of an ordinance will be re-
quired.
Mr. Domstad said he would like to see the ordinance tabled until November
2n~.
Motion by Mr. Domstad and Mr. Wheaton that action on the ordinance be tabled
until the regular meeting of November 2, 195§, carried.
Mr. Domstad announced that he had contacted Mr. A10ass and asked him if he
would fill the present vacancy in the Planning Commission Board, which he accepted.

perty to permit the ~onneville Power Line to be moved off of the gravel pit proper-
ty.
Mr. McCallum stated that he would like to thank the ~ounctl on behalf of the
tax committee for giving them the opportunity to work on the problem. They will
have a meeting at ll:O0 A.M. tomorrow in the Chamber of Commerce Office and would
like to invite anyone who is interested to attend. They would like to work this
thing out as soon as possible.
Motion by Mr. Domstad and Miss Cullin that the bills be paid, carried.
