Richard L. Fisher, Vice President of United Veterans Council with delegation
representing all veterans organizations in Kitsap County~ was present and spoke
with reference to poppy sales.
Also Herbert ~oon, Treasurer of the United Veterans Council spoke on the same
subject.
They said that other organizations are selling flowers on the streets of Bremer-
ton and their timing is such that they always precede the veterans groups by just a
few days which has hurt their sales. They asked if the City Council would give con-
sieeratlon to passin& an ordinance requiring at least 30 days between sales so they
would not conflict with one another.
Mayor Domstad stated the City Attorney would work something out and Mr. Fisher
should get together with the Attorney on the dates.
A committee representing Sheridan Park residents was present, along with their
attorney, Gerard N. ~'ishe~, and a number of residents, also, to discuss with the
Council the resolution No.~936, which was passed last Wednesday.
Mr. Fisher made a lengthy report of the background of the Oheridan Park houses
which were to be sold on-site. In his argument he cited from various records, in-
cluding Bremerton Housing authority and Housing Facts and Goals Committee; he stated
that his search of the records has not revealed any o0jection to sale of t~hese hpuses
but ~hat various hindrances have arisen to keep them from actually being p6~' 69/~ale.
He claimed that Resolution No. 9~6 was the first objection made that he could find.
Nm. Fisher argued against each point of Resolution 956 and stated the Federal Public
Housing was now awaiting further action from the City Council, and that the Federal
Housin~ was nob going to take any further action to sell the houses without hearing
from the City Council.
Nm. Fisher presented a resolution which he read and asked in behalf of his
clients that the City Council pass the resolution immediately. Mr. Fisher said his
clients feel the City Council was ill-advised by its Planning Commission and that
proper consideration was not given to the 1700 residents of Sheridan Park.
Mr. ~'isher called attention to the point that the Building Code does not stop
the sale ol ~hese buildings but the code provides condemning buildings as they mea-
sure by ~hich such sale mould be stopped. He claimed these buildings are superior
to many dwellin~s in the city. mr. Fisher also pointed out that some residents have
already made repairs to their houses and many or. rs have been planning on owning
their homes for a long time.
~"r. Fred Jenner, Chairman, Planning Commission, eet forth the responsibility of
that Commission, stating it was merely an advisory body. He stated the only contact
on this matter w~_s through their resolutionto the City Council and the intention was
~o have ~o more ~ousing on the market unless it was first scrutinized by the proper
offices inasmuch as they had been advised of the difEculties surrounding the West
Sheridan sale wherein many houses were on street dedicated right o£ way, etc.
Mr. Jenner also statee the newspaper had put in a story on this matter which he
fel~ was not a proper story and he also resented the negative attitude of the paper
relative to the Planning Commission. Mr. Jenner stated it wasn't in his mind as to
the co~ntttments to sell the property to the tenants but as to the future of the
area in event of a recession when homes might not be kept up. He commented further
that the Planning Co~uission was interested in only planning on this recommendation
as he felt there hasn't been enough planning in Bremerton in the past.
Mr. Fisher mentioned the substantial colored population of Sheridan Park, stat-
ing they are not permitted to live in o~her housing developments here and this is the
only place where they can live.
Mayor Domstad stated the City Council was not going to deprive anypne of any-
thin~.
Miss Culltn called attention to the telegram the Mayor had sent to the Public
iIousin~i~ Administration after the Sheridan Park people hsd call. ed upon hfm.
~r. Wheaton stated he had always bellev~d th~ hu~.ldings would be sold
o~cupants~ ~ow~ver~ he call. ed attention to th~ feet that the City had_not rec~iw~d
any copy of the plans of disposal and that he would llke to have property liaes
checker] first because bi' the difficulties which arose in West Sheridan area.
Mr. Domstad read a report from the Building Inspector, dated October 23, t956;
and reiterated that the sale was not going to be s~opped but stated he did not care
for the ~ording of the resolution proposed by Mr. Fisher.
Mr. George Booth, Chairman of Future Home Own~rs of Sheridan Park, stated the
P.I~.A. was w~iting for positive action by the City Council and plead for the resolu-
tion to oe passed today.
Mr. Loneia state~ he represented the minority 6iroup in Sheridan Park. This is
the colored population and he stated this would be a major disaster to them because
of lack of housing in Bremerton and they would be forced to Tacoma or Seattle if
homes not made available, and asked for the resolution to be passed.
Mr. Fisher suggested the wording of the resolution might be changed iff too
harsh.
Dr. John Rynd and James NcVay spoke in favor of the Sheridan Park Housing.
Discussion was held as to recessing and it was decided to recess until 4:30 P.M.
and in the meantime the co~nisstoners would meet with the City Attorney to discuss.
wording of a resolution.
October 24, 1956 (Cch't)
Motion by Mr. Domstad and Miss Cullln to pay all bills if approved by a maj-
ority of the Commissioners, carried.
A Mr. Wise, 2743 Callahan Avenue, commented that he had put in a considerable
