September 19, 1956 (Con't) Clerk read letter dated September 17, 1956 from Ch~f of Police and Captain of Traffic, addressed to the City Council, recommending the Arrow Cab Company be ~llotted a stand at 1~2 First Street, which is now a truck loading zone and which will not necessitate the removal of a parking meter, thereby adding to the pres- ent traffic congestion. Robert Guy had ar~ ved at an amicable agreement on the use of the area des&gnated as the popcorn stand at First and Washington Streets, whereby the Arrow~Cab Company could park in that space any time the popcorn stand was not in operation there. Mayor Domstad stated if Nr. Guy wanted the stand at 122 First Street he should work it wout with the Police Department. Miss Cullin suggested the Police Department's recommendation ce concurred in as they are the ones who have to battle on the traffic. No motion was made at this time and no action was taken on ~he letter relat- ing to the popcorn stand. ~r. Guy commented that he had asked for a stand but not down oelow the ferry dock and said it looked like the city had gone about half-way between 1st and Wash- ington and the Ferry,Dock. Mr. Guy then left the Uouncil room. Cle~k rea~ complaint letter from J.E. Schoenberger and 12 others asking that steps be taken to have certain conditions corrected at the southcorner of 17th street and Ohio Avenue. Mr. Holland stated the city has acquired six pieces of property in connection with right-of-way for the bridge and that the houses are covered with high-premium fire insu~ance and that it is Oluf Johnsen's suggestion that the City Treasurer be authorized to sell the houses as soon as possible. Mayor Domstad pointed out that bids are going to 0e opened next week in Oly- mpia in selling the bridge bonds and suggested the propesed ~ale be held up long enough ~o ~0e sure the bonds were going to be sold. This was agreeable with he commissioners but Mr. Wheaton stated he would recommend early ~sale because of various hazards connected with having empty houses. Mr. Holland stated he had an ordinance prepared for first reading which has been studied fora month by the Park Board. The proposed ordinance brings the old ordinance up to date but in order to do so it was hes~ to repeal it and re~lte it. The new ordinance would give the Park Superintendent the authority to manage the parks which he doesn't now have although he is doing the work; also gives the police the authority to make arrests in the parks; and ~he ordinance is broad e- nough to cover future expansion of the parks. City Clerk read the proposed ordinance, "AN ORDINANCE relating to the care, government, control, supervision and operation of pu01ic parks; regulating ~he use thereof; regulating the conduct therein and providing penalties, and repealing Ordinance No. ~00." Motion by Mr. ~omstad and Mr~ Wheaton to approve the ordinance on first read- ing, carried.
