The suggestion made bi' Mr. Burks was for City Ball expansion. Er. Spear had written this letter as a result of an opinion rend- ered by the Attorney General which it was stated it would be possible for cities of the first class to get into off-street parking. Er. Spear was suggesting in his letter that the city could issue revenue bonds for purchase of such facilities; However, Ur. Holland stated he would want to study the opinion very carefully be- fore anything was done because many attorneys had been working on this issue and it didn't seem to him that it was as simple as the Attorney General's opinion might lead one to believe.
