He requested the action of last Wednesday be repealed and this ordinance be passed in lleu thereof. The City Clerk read Ordinance No. 2187-A, An Ordinance relating to the regula- tion of motor vehicle traffic in the City of Bremerton. Notion by ~r. Wheaton an8 miss Cullin that Ordinance No. ~lS~-A be approved for passage and publication, carried. The City Clerk reported t~at at yesterday's Special Council Meeting Ordinance No. ~189 wss passe~ relating to ~he regulation of traffic and raising the traffic ticket penalty from ~l. O0 to $~.00; later in the day a letter was received from the Municipal Judge requesting the time of citation of traffic tickets be changed from twnety-four hours to seven days. It was suggested by the ~ouncil that this ordinance ride until a study can be made as to whether another ordinance covers this. The City Clerk read a letter from Captain Heyward, Jr., USS Lexington thanking the oity officials for the %easant relationships with whom he came in contact while in Bremerton. The City Clerk read a petition, signed by 28 City ~nployees, requesting the Council to consider changing the hours of work in the ~ity Hall for the summer months and the employees indicated they preferred the hours of 8:18 A.M. to ~:00 ~ P.M. The ~ayor stated the ~ouncil would take action on the petition before May 1st. The next order of business was ~he proposed ordinance for the licensing and regulation of persons, firms and corporations engaged in the pawnbroker business and the ~ity Clerk read a letter of protest to the increase of the license fee from the three pawnbrokers in the City of Bremerton. The letter suggested t~at if the City would reduce the proposed increase from ~150.00 to $100.00 per year the pawnbrokers would prepare at their cost police daily repor~ sheets in a £orm in compliance with the City Ordinance. The City Attorney felt an agreement between the City and the pawnbrokers of ~his kind would not be binding by law. Mr. Dave Richlen appeared before the Council oOjecting to the increase and stated t~t possibly if the pawnbrokers were allowed to purchase their own report sheets they could save on the printing where the City couldn't. The Mayor asked the Chief of Police for any comments and the Chief had no com- ments to make. The Mayor stated that he knew the license fee was increased about three times what it was and he ma~e a motion to charge $100.00 and the pawnbrokers bring up the sheets--no second was made so the motion died. ~r. Motion carried. ~arch 21, 19~6 (Con't) Attorney John Merkel and 'br. ~enneth Shyvers attended the Council meeting and Nr. ~erkle stated he was herein connection with She ordinance which was passed last week increasing ~helocatiob licenses for music machines for hire. He further stated that the Council suggested Nr. Shyver submit an ordinance which he has not done at this time but no further contact was made with him before the Council passed this ordinance. The license fee, the way this ordinance is drawn, must be a reasonable fee and the 425.00 fee for a location license is way out of line as some establish- ments have a far greater income than others. If there was one person who had the monopoly on all the business he could pay 0he license but instad a locat&on license increase has been made. Nr. Nerkel further suggested to the Council they reappraise a situation as it relates to location before the date the ordinance becomes effective. The Council cemented that at the time the original ordinance was passed the pub- lic could play a record for 5~ and now the rate is lO~. Mr. Nerkel replied that you can't charge a license based on the amount oflincome that is paid nor on the number of slots on a phonograph. He further stated that this isa legal enterprise and the vendor may increase the price. The City has no right nor authority to govern the charge which is made on the price of the records. Attorney Holland stated that the court might change his mind and he is willing to review the ordinance and will contact Nr. Merkle on this matter. Mr. Shyvers stated that 78% of the locations where music machines are located will not carry themselves. Miss Cullin reported that repairs on the dock are going ahead. ~r. ~heaton stated that about one ~hird of the piling is sound and he is hav- ing some designs drawn whereby someone may be interested in leasing part of the dock for revenue if we get authority to do it. ~iscussion follwed on ~h~possibility of electing a new Port Commission if some- one would be interested in placing their names on a ballot.
