Btatutory meetingof the City Council of the City of Bremerton, Washington
was held at 10:00 A.M., in the Mayorts Office, City Hall with Mayor Domstad pre-
siding. Present were Commissioner Cullin, Commissioner ~heaton, CityCClerk Mc-
Gowan and City Auditor Vas being present. Also present were representatives of
press and radio.
City Auditor Vaa brought up the following items which were discussed by the
Council: .
City Clerk's salary was put in the preliminary budget.at $6200.00 per year
and the Commissioners had oeen considering changing it to 96600.00 per year. Mr.
McGowan then asked that his salary be made the same as the two Commissioners.
.Needed an additional appropriation of $1800.00 over that which is in the pre-
liminary budget and there is a reduction in extra help in the Clerk's Office to
balance this additional amount.
October 7, 1957 (CCh't)
In the Treasurer,s Office, it has been asked for an additional $250.00 for
extra help to make a total of $1,000.00,
The Poundmaster has salary budget of $500.00 per month and it has been contem-
plated to put him on step at $315.00. This would increase the budget total by
$156.oo.
In the Engineer,s Uffice the salary is shown in the preliminary budget as
$8400,00 per year and Mr. Wheaton stated he didn't understand how this amount was
placed in the preliminary budget as it had been decided to make the total budget-
ed for Engineer's Salary at $7800.00. This would mean a reduction of $500.00 in
the preliminary budget.
It has been felt desirable to increase the travel allowance by $100.00 to
make a total of $200.00 And reduce office expense by $100.00 to offset this amount
in the Engineer,s Budget.
Mr. Vas read a letter from Judge Ronald E. Danielson asking that vacation pay
be authorized for Mrs. Lee Jones, clerk in the Violations Office, and that she re-
ceive the current salary raise on the same basis as monthly employees.
Mr. Vaa stated she has been receiving $1.50 per hour as extra help and this
would necessitate changifig her position to Clerk-Part Time at $282.00 per month,
This would be balanced by taking $1125.00 out of extra help and putt2ng it in Clerk
Part Time and would make no change in the total appropriation.
An additional $100.00 is needed in Ground Improvements-Fence, Capital Outlay,
to add to the $500.00 budget so" that the Cyclone Fence Company can be paid next
year for the balance of their contract. To balanc~ this amount, it is felt that
the anticipated revenue could be increased by $100.00 because there has been a de-
finite increase in the revenue of the Cemetery recently.
The Street Superintendent's salary has been in question because for many years
up to two years ago, there has been a break between his salary and that of the fore-
man of $25.00 per month.~ Two years ago when his position was put on step as sug-
gested by the 01son Survey, the difference was changed to $18.00 between these two
positions. It was pointed out by Mt. Vas that to put the Superintendent's salary on
step it would require a $36.00 difference and this in turn would probably affect
the Job relationship with other similar supervisory positions.
Mr. Vas also mentioned that he had talked to Mr. McPherson about the senior-
ity and efficiency gradings in the police and fire departments and that it was as-
certained it wouldn't make any difference on layoffs if straight seniority was used
or the combination of seniority and efficiency inasmuch as the old timers had so
much time in they would out-balance the new men.
After discussion of the items which Mr. Vas brought up it was felt by the Com-
missioners that they would take action on those to do with the Cemetery, telephone
Treasurer,s extra help, Engineer's salary and travel allowance, and the two changes
requested by Judge Danielson in the Trai'fic Violations Office; but the items of the
Clerk's salary, the Street Superintendent's salary and the salary of the Poundmast-
er would be held up for further .checking.
: Motion by Mr. Domstad and Mr. Wheaton to approve the budget as corrected with
the exception of the Clerk's Salary and Street Supt. and Poundmaster's salaries,
carried.
Mr. Leo Holiday, 1550 Warren Avenue, stated he felt the raises contemplated
by the Commissioners for their own positions were too liberal and that he felt the
City Clcrk should receive the same salar~ as the two commissioners.
Mr. Paddison was present and spoke on the need for cart.sin sidewalk and sewer
improvements; and stated he felt the raises for the elective officials were too
big. He said he favored retirement of any employee who was eligible and that the
position of Assistan2 Chief of Police should be abolished.
