~530.O0 per month, effective Nov. l, 1958.

Clerk read letter dated Oct. 28, 1958 to the City from Bremerton Metal Trades
Co,~ncil which stated they had gone on record in favor of the proposed new city hall.
Clerk presented general claim voucher from Ace Paving Company to cover Estimate
No. I (final) on L.I.D. No. 276 for $1,165.50, less 15% retained, making net due
of $990.67; approved by Earl W. Elton, City Engineer and audited by W.R. Vaa.
Motion by Mr. Wheaten and Mr. Clark to pay the voucher, carried.
Clerk read letter addressed to the City Treasurer from Bremerton-Charleston
Transportation Co., dated Oct. 24, 1948 which stated they enclosed a check for $696.67
which pays the tax for the months of July, August and September 1958.
Clerk then read copy of a letter dated Oct. 2~, 1958 from the City Treasurer to
the B.C.T. Co. which stated the Treasurer is only permitted to apply the check again-
st the oldest tax owing the City; also, calling attention to the fact that no affidav-
it of gross revenues was filed July let as required under Ordinance and it should be
filed with the City Clerk.
City Attorney Holland explained that the City Council had reduced the tax from
2% to 1% effective July l, 1958 and the company is attempting to pay these taxes as
they accrue from month to month; and at the same time they are delinquent for back
taxes; and they would like to pay currently and catch the back taxes later; however,
the City Treasurer objects to this and has exercised her right to apply on the oldest
taxes due.
Mr. Hollan~ commented also that this raises a policy question as to whether the
City Treasurer is to be sustained in her action or whether the B.C.T. would be allow-
ed to apply payments on current taxes; also, the B.C.T. has more or less protested
and two representatives are e×pected to be at this meeting at 10:30 A.M. to be heard.
Mr. Holland fu~ther explained that the old ordinance did not provide for any
interest on past due taxes but the new ordinance does provide for an interest penalty.
Clerk read Ordinance No. 2304, "An Ordinance amending Use and Area Maps of Ord-
inance No. 1792 and declaring an mmergency."
Motion by Mr. ~heaton and Mr. Domstad to pass Ordinance No. 2304 carried unan-
imously.
Co~mmissioner Clar~ commented on the letter from Bremerton Metal Trades Council
in its endorsement of the proposed new city hall, stating that the Commissioners are
finding enthusiastic approval of this proposal everywhere they go and he felt happ~
to have them endorse the program.
Mr. Wheaten stated he had appeared before the Bremerton Ministerial Assn. yes-
terday and got a good welcome and approval of the city hall program.
Mr. Barney Thompson, representative of Municipal Affairs Committee of the Cham-
ber of Commerce, said as a private citizen he wondered what the City Council's in-
terest was in Blake Island and questioned the City Council's speaking for the entire
community on something that was controversial.
Mayor Domstad stated tgere were tax receipts involved and that what was good for
thc: county was good for the City.
Commissioner Clark stated that while the Council was perhaps not representing
the co~'~unity because of no.t knowing what everyone would want that the Council did
not imply or mean to imply that they were representing the people of the City, also,
that since some 50% or more property in the county is now tax exempt it was felt that
the effects were known in loss of income on such tax free property as it concerns
the governments.
Mr. Wheaten stated he was in favor of their interest in Blake Island from the
standpoint of the possibility of new industries here.
Mr. Harry Avery and Mr. Fred Logsdon appeared before the Council in behalf of the
Bremerton-Charleston Transportation Company.
Mr. Avery spoke for the BCT and verbally presented their desire to pay the trans-
portation tax currently and pick up the ~mpaid taxes later and he hoped they could
get the past due taxes paid within a year's time. He mentioned they didn't wish to
become delinquent on the current taxes and thus be faced with interest.
October 29, 1958 (Con't)
It appeared from the conversations which followed that these BCT men did not re-
alize the current tax on which they were paying would not become delinquent until July
l, 1959 although it accumulated during 1958.
Mr. Holland stated the ordinance would have to be changed if they are to pay cur-
rently; however, the ordinance is a franchise ordinance and if they pay every two mon-
ths it would change it to a business and occupation tax. Mr. Holland stated other
companies would be affected who come under the franchise ordinance.
The City Commissioners felt there should be time given for study of this matter
and the BCT representatives agreed this would be appreciated by them.
Motion by Mr. Domstad and Mr. Clerk to pay all bills that are approved by a maj-
ority of the Commissioners, carried.
APPROVED: O'lty Clerk
