Recessed Statutory Budget meeting of'the City Council of the City of Bremerton,
Washington, was held at 10:00 htclogk A.M., Thursday, October 8, 1959'in the Mayorfs
Office with Mayor Domstad presiding. PreSent were Commissioner ~lark, Commissioner
Wheaton, City Clerk McGowan and City Auditor Vaa. Also present was Tony Balazic and
Norman Crist from the Fire Department.
Mayor Domstad asked that three positions for captains be added to the budget in
the Police Department so that the three Lieutenancts could be moved up. Mayor Dom-
stad stated the extra $12.00 being paid to Lt. Plouf for his work in the Detective
Division would not be necessary in the new captain's position.. It was discussed that
the three lieutenants would have to take examinations offered by the Civil Service
Commission and it would be up to the Chief to see that the men took the examinations.
It was suggested that the budget be flexible enough ~o that if a man dows not
qualify by examination he can remain at lieutenant's rank.
Mr. Vaa stated he-had made the changeLfrom lieutenants to captains as requested.
Also, Mr. Vaa stated he had effected chanEes in social security and retirement which
were necessitated by the One-step raise decided upon by the Commissioners.
Also mentioned by Mr. Vaa that it had been the Commissioners' desire to stan-
dardize the pay of the heavy equipment operators in the Street and WaterDepartments.
Before a one-step raise is figured, the pay Scale would be $2.30 plus .29~ an hour
differential while operating heavy equipment.
Mr. Vaa stated after all changes made there was a $973.00 surplus in the tax
supported fundS which doesn't include any savings~possible in the Health Dept. re-
quested budget, There might be, therefore, $1887.32 additional savings.
It was agreed ~y the'Commissioners to have additional $2~,000.00 contributed
from the Water Department.
Mr. Clark reported that the County Commissioners were allowing the Health Dept.
less than requested but more than the 1959 budget. They are allowing for a $10.00
raise straight across the board. Recommended by Mr. Clark that the City allow the
same percentage increase as the County~ this would be less than requested for 1960
but more than the 1959 budget provided. The cut from the ~ity's Health budget amount-
ed to $k,887.32.
The Commissioners agreed to ~rant a one-step pay raise to all employees. This
~ounts to about 4% raise and Wouid run from ~12.00 to $25.00 per month or average of
about ~16.00-$18.00.per month.
Commissioner Clark recommended that Nell Block, Secretary, be put up one extra
step; that she has been an employee for ten years and is still on the bottom step
and feels she is entitled to this increase. Mayor Domstad and Commissioner Wheaton
concurred with Mr. Clark.
Motion by Mr. Domstad and Mr. Clar~ to make the change, carried.
Mr. Vaa stated that in accordance with Judge Danielson's suggestion and the con-
currance by the Commissioners the Municipal Court budget shows $10.00 to be paid to
pro-tem for arraignments and $25.00 to be paid to pro-tem for contested cases and
arraignments when held at the same time.
~r. Vaa stated that the Civil Service budget is set up for full a~propriation
including one range increase that everyone is getting. Commissioner lark stated
it was still felt theposition could be part-time but if examination for a secretary-
examiner proves it could not it could still go to full-time.. Also, it was agreed
that nothing could be done properly as far as the one-half time is concerned until
the departments move back into the new City Hall. Mr. Vaa stated that in order to
set the budget the way the Commissioners want it he has made the one-half time posi-
tion at half of $436.00 or $218.00, and the full time position made at $472.00.
Mr. Clark stated the surplus at this time is $2,693.22; also, he s~.ggested per-
mits be increased in order to bring in additional revenue and perhaps some cutting
down be made during the coming year. Mayor Domstad Suggested the Commissioners could
meet later on these s ggestions and work out details.
The City ~ngineer's request for reclassification of some employees was discusaed
and it was the Commissioners decision to make no changes.
Motion by Mr. Clark and Mr. Wheaton to adopt the budget as changed and have the
ordinance prepared and recess this meeting until tomorrow afternoon at 4:00 o'clock
P.M., carried.
October 8, 1959 (Con~t)

the salary and wage increases and Mayor Domstad thanked them for their interest and
