him and stating it was their intention to do whatever they can to help Bremerton at
all times.
Mrs. John A. Watson, 1620 Ironsides, presented a petition protesting the proposed
construction of tennis courts on the top surface of reservoir at East 17th and Iron-
sides Avenue, and requesting the City to abandon this project. The petition was sign-
ed by Mrs. Watson and twenty other persons, all residents of the immediate area in
question.
Mrs. Watson then read supporting statements to the request of the petition which
claimed the area being "First Residential" would be damaged by the erection of high
fences, unnecessary traffic, noise and litter; that the expense through maintenance,
lighting and sanitary facilities would be out of proportion to the benefits; and claim-
ed improper use of Water Dept. funds in putting in the project.
Mr. Schoneman discussed the project and answered the statements made by Mrs.
Watson in her reading of the petition: That funds may be expended for this under
Ordinance 1890; that there would ~ no lights for night plat; that the streets are am-
ple for whatever traffic would come there; that the Street Dept. is doing a good Job
of keeping the streets clean of litter; there would be no sanitary facilities provided;
that the fences would be so constructed as to make a minimum of interference and shu~-
bery and some lawn would still be ke~t surrounding the reservoir; that the tennis courts
had been promised when the reservoir was first considered for construction and that was
April 27, 1960 (Con't)
the feature which opened the way for the city to make the improvement; that mainten-
ance costs would be reduced in keeping up tennis court in comparison with a grassy
surface.
After further discussion of the matter, Mayor ~omstad stated that now the City
has the names on the petition he would like to call on them to sit~down together with
the Commissioners and Englneer'and go over the planned improvement.
Colonel Lawson, President, Tennis Club, spoke in favor of the tennis courts; al-
so, Will FarsJe and Jim Skirving spoke in favor. Ralph Lifvendah, County Planner,
stated the use of property for a tennis court as well as a reservoir consisted of
"multiple use" and this was good from planning standpoint; also, that property around
schools, where play areas are maintained for children, sells fastest.
Commissioner Clark stated he had no interest in tennis as such but the respon-
sibility of the City Council is to do whatever is best for the City as a whole and
that a recreation area means a great deal to both young people as well as older; that
tennis courts constitute a better use than areservoir; and if the property had been
sold for a house, the view would have been hurt. Mr. Clark al~o discussed the type of
fencing and stated further that this project is simply keeping the original promise
made to install conrts; also, noted great savings to be obtained in maintenance costs.
Mr. Clar~ stated the rights of the objectors was deeply respected but the Commission-
ers want to do what is best for'the majority of the people.
Motion by Mr. Clark and Mr. Schoneman, with d~e deference to objections, that the
City do not change its plans at this time, carried.
Mayor Domstad introduced members of the "Youth Day" City Council; also, introduc-
ed the leaders, "Red" beck, Mfs.Schneider, Mrs. Rommen and Mrs. Head.
Clerk announced this was time and place set for recessed hearing on proposed im-
provement district, Cascade Trail, Trenton to'Perry, and Vandalia, from Cascade Trail
north to i s termination, by sidewalks, curbs, gutters and bituminous materials.
Clerk stated he had received three'written prot~sts: Paul and Annia Templeton, 342
Yew Street, John S. Leyden and Mrs. John Ali ce.
City Engineer Fortman discussed the objections, after Mr. Templeton and Mr. Ley-
den had asked questions concerning the project. Mr. Dial, Administrative Asst., dis-
cussed the history of the project and stated that there are 42 property owners and
only three protests received. City Engineer Fortman recommended the improvement be
proceeded with by the City.
Motion by Mr. Schoneman and Mr. Clark that the City Engineer's recommendation be
accepted and the Clerk proceed with the reading of the Ordinance, carried.
Clerk read Ordinance No. 2393, "An Ordinance providing for the improvement of Cas-
cads Trail, from Trenton Avenue to Perry Avenue, and Vandalia Avenue, from Cascade
Trail North to its termination, all in accordance with the plans, maps, and specifica-
tions; establishing an improvement district; providing for the levying of assessments
for the payment of such improvement and makin~ such improvement payable by bonds."

lows: Mr. Domstad, Yes; Mr. Clark, Yes; Mr. Schoneman, Yes.
