Commissioner Clark stated that the contractor, Clark Construction Co., has re-
quested a thirty-day extension of time on the new City Hall Job and the matter was
referred to the architect to see if thirty days was a reasonable period. The archi-
tect has reported back that analyzing each of the change orders and the number of days
involved, thirty days time was the total. On each change order the contractor is
clearly allowed an extension of time. Also, the rainfall w ich has been above normal
could be considered in the extension, but not necessary to do so because of the change
order days involved.
Mr. Clark stated further that the architect approwes of the request and says the
City Hall ~ill be ready for use by the second week of June, 1960. Suggested that a

the fences to be installed which would offer the least objection to those who might
call it interference as far as their view is concerned, and this will be studied out
before this is done, carried.
Water Superintendent Humble stated a proposal had been received to exchange a
parcel of land naar Heinz Lake with the Port Blakely Mill Company. The City owns a
triangle of 2~ acres on one Side of the tracks which is separated from the rest of
the Water Dept. land but contiguous with the Port Blakely land. They own a similar
shaped piece on the city's side of the tracks but with more timber on it. They
would like to make the exchange so that their holdings would be contiguous and the
Water Dept. would like to do the same thing.
Mr. Humble reported further that the stand of timber is quite good and if the
city doesn't go ahead with the exchange the Port Blakely Company will log this area
otherwise they will leave the stand. The timber has been cruised on both parcels
and the price the mill company wants with the exchange is fair'and equitable. Mr. Humble recommended the G~y Council approve the exchange.
Mr. Schoneman stated he has inspected the parcels and that this would be a fair
exchange.
Mr. Holland stated the money involved would be for the city to pay $1,567.77.,

Manette Reservoir will eliminate the need for maintenance which would be required if
grass was kept on the reservoir.
Mr. Schoneman stated a petition is now circulating in the Pine Road area for an-
nexation to the City. Petition was brought in with a number of names on it and then
someone expressed an interest in the petition from the area. It was learned that
other signatures should be obtained because the petition had not circulated to all so
