Mayor Domstad stated this letter would be tabled for the time being, until Com- missioner of Public Works is available and a City Engineer is obtained, as the recom- mendations have a great ~eal to d° with the Public Works Department and the letter ~hould, therefore, be held up. Clerk read letter dated February 16, 1960 from Elgie J. Hoffman, Chairman, Museum Building Site Committee, addressed to the City Council, relating to the selected mu- seum site at Forest Ridge Park and pointing out that the site had been agreed upon by the Park and Recreation Commission, the City Council and the Committee and based up- on this fact the committee had done considerable preparatory work, awaiting only the final move, approval officially by the City Council. Clerk read letter dated Feb. ll, 1960 to the Oity Council from Mr. GarriSon, Act- ing City Engineer, recommending that the City request the county to re~ain an ease- ment or right to ~xercise and grant easements in respect to the proposed vacated land composing Seattle Court, a dedicated street running westerly from Wheaton Way to Port Washington Narrows, because the City has sanitary and storm sewer vacilities located within the right of way of this street. City Clerk stated the~ County Engineer's letter on Seattle Court had been referred to the Planning Comn~ission for recommeDdation and no answer has been received as yet. Motion by Mr. Clark and Mr. Domstad to accept the Engineer,s recommendation and await the answer from ~he Planning Commission before answering to the County Engineer, carried. City Attorney ~tated he would get easements on Seattle Court Street from the a- butting owners and then if it is vacated the Citywill have the easements needed. Res. for General City Structures, to obtain funds to pay certain expenses in connection ~ith the City Hall Reconstruction. Motion by Mr. Clark and Mr. Domstad to authorize the City Treasurer to dispose of the bonds ~s requested, carried. Clerk read Ordinance No. 2387, second reading,"A~ Ordinance creating the position of Engineering Administrative Assistant in the office of the City ~ngineer; abolish- ing the position of Engineering Aide II, Range 15; transferring and appropriating funds for which no appropriation was made in the 1960 budget; and declaring au emergency." Motion by Mr. Clark and Mr. Domstad to pass Ordinance No. 2387 carried as follows: Mr. Domstad, yes; Mr. Clark, yes; Mr. Wheaton, absent. cl~rk read Ordinance No. 2388, second reading, "An Ordinance regulating the in- stallation, alteration, repair, and operation of electric wiring, connections, fix- tures, and appliances; providing for the securing of permits and the payment of fees; and amending pau~graph 3 of Section 5, Ordinance No. 1948." Mr. Eddie Adams was present and inquired about what appeared to be duplication in permits, a prime contractor getting a permit for the entire Job and then sub-con- tractor having to get a permit for electrical and plumbing installations in the same ,~ebruary 17, 1960 (Con,t) Job. M~. Irish explained the working of the permit fees, explaining that if there were no electrical and plumbing per. it fees there would have to be higher fees in the building permit or other arrangements made to cover the cost of inspections; al- so, that there would be no difference in permit fees whether the contractor did all the work or let out part of the Job on sub-contracts. Mr. Adams also explained that the complaint he had discussed at last Council meeting wherein he was to obtain the details for today concerning someone who did not get action on needed street repairs, that the complaint had been baken care of immed- iately and the only question was the proper course to be ~aken in or,er to get a complaint acted upon. Motion by Mr. Clark and Mr. Domstad to pass Ordinance No. 2388 carried as fol- lows: Mr. Domstad, yes; Mr. Clark, yes; Mr. Wheaton, absent. Mayor Domstad stated he had read in the newspaper that Mr. Norman Box, Secretary- Manager of the Bremerton Chamber of Commerce is resigning; that the City Offi~ als have enjoyed working with him and wish him a lot of luck. Mr. Clark Joined with Mr. Domstad's wish. Motion by Mr. Domstad and Mr. Clark to pay all bills that are approved by a maj- ority of the Commissioners, carried. Clerk read copy of a letter.dated Feb. 15, 1960 written to Mr. Elgie Hoffman, Director, Kitsap County Historical Museum, from Andrew Pendergast, Supt. Park and Recreation Dept., and Secretary of the Park Commission, which set forth the adoption of certain policies by the Park and Recreation Commission pertaining to the use of City Park and Recreation Areas in general and, in addition, a specific policy for ~Forest Ridge Park; also, stated that the Park and Recreation Commission instructed Mr. Pendergast to advise the Museum Board that they would be very happy to recommend a site for the museum, and that the members of the Coramission are vitally interested in Mr. Hgffman's association,s olaus for a Historical Muse~n; also, t~at the CoHnnis- sion would like to meet with.representatives of the Historical Society at the next Park and Recreation Meeting to discuss this matter with them. Representing the Historical Society at this Council Meeting were Mr. Elgie Hof- 'fman, Mr. Harry Keith, Mr. and Mrs. George Start, who were unanimous in their state- ments that they wanted the Forest Riddle Park site for the museum , that they did not want to locate on the east side of Bremerton between the Sheridan Park Building and the Warren Avenue Bridge, and that they believe the Forest Ridge Park s ioe had been committed to them uno~Dicially; also, stated that they felt Mr. Lifvendahl had not had sufficient information on the matter to cooperate with their aims. It was their statement that the Park and Recreation Commission and the Public Works Commissioner had been in agreement on the Forest Ridge Park site. It was pointed out by Mr. Domstad that there have been changes in the Park and Recreation Board of all but two members and the present board has mad~ these current recommendations. Mr. Clark agreed that he was in full favor of the historical museum but felt their location should be within proper use of Park properties; aslo, pointed out that the plan presented by the Park Commission is not only their idea but also that of the regional planning. Mr. Clark also stated he knew of no such promise to set aside property for a museum since he had taken office, and that no decision could be made until the recommendation came from the Park Commission. Mr. Hoffman offered for reading, by the Clerk, a copy of a letter dated July 1957 to the City Coun~l from City Attorney regarding Forest Ridge Park, which stated the Council could allow the museum at Forest Ridge Park site. Mr. Holland then called attention to the fact that the Park Commission has had a change in thinking and the Board has been completely changed except for two mem- bers from its original membership. After considerable discussion by those present on this entire matter, Mayor Dom- Stad stated he would arrange for a meeting with Mr. Lifvendahl, County Commissioners, City Commissioners, the Park Commission and the Museum Building Site Committee to go over the site proposed for the museum and other matters concerning this problem. Meeting adjourned. APPROVED: City Clerk Mayor
