McGowan explained before reading the proposed draft of an ordinance fixing rates and charges for the furnishing of sewerage ser,~ice and providing for the collec- tion of the charges that Sections three and four were left bl~uk and will be explain- ed later. Mr. Schoneman pointed out that the problems with reference to Section lll related to the collection of assessments from property ow ers who had not participated in the original cost of a sewer main fronting their property and Section 1V referred to the manner in which a charge was made at the time when sprinkling rates were effective. Mr. L.S. Holliday appeared in Council and w~ted to know why the proposed ordin- ance didn't state what the money is going to be used for and also the reason for the ~i?.00 turn on and shut off fee because the City hasn't charged it before. Co~r~issioner Clark explained the City is controlled rigidly by the State Law and nothing can be given away. The money collected from the sewer charge will b e used for the operation of the sewer plants, and repairs to the sewer system but in all areas ~'~here sewers are placed the property owners will pay for them. The $2.00 charge for turn ons and shut offs only applies to property owners who fail to pay the sewer charge and will not apply to owners who vacate a place for a period of time and have their water shut off. Mr. Clark explained that some cities do not provide for a final notice to be mailed to the property owner before the water is shut off but here the Commissioners felt it was only a matter of courtesy that a notice be sent l0 days in advance. Me. McGowan brought to the attention of the Council the timing of the delinquent bills under Section 6 and Mr. Humble stated it would be necessary to reword that sec- tion. Mr. Holliday felt 500 cu. ft. of water was not much water for the charge an~ Mr. Clark explained it was about the fairest way to take care of the people who livedona limite~ a~ount of money and don't use much water. Mayor Jarstad explaine~ this ordinancw was not drafted because other cities are doint it but it is nownecessary as the Water Dept has been supporting the sewer sys- tem an~ Mr. Schoneman stated many improvements to the water system have been ~elayed because there has been a lack of money. Mr. Don Rasmussen appeared in Council and stated he always was under the impres- sion that the Water Dept was a men-profit organization but he has never seen a break- down of w~ether it ~s in the black or red but everbody believes the Water Dept. is the only money makin~ operation in the ~ity.~ Commissioner Clark stated every single record including the balance sheet L~s read- ily available to the public at any time but it would be too costly to run off reams of paper to make these reports available each month to the public. Nayor Jarstad stated at the monthly night council meetings reports will be made so the public will be ad¥ised on a month to month basis. ~r. John Verhelst attended the meeting and wanted copies of the proposed ordinance availabl~ for the public. He was assurred copies would be available so the ordinance can be studied before next Council Meeting. Mr. Cecil Brown attended the meeting and asked about the sewer charge on rental property when it is vacant and Mr. McGowan explained adeposit is usually taken to cover the closing bill on water and perhapsthe deposit may be increased to cover the sewer charge. ~otion by Nr. Clark and ~r. Schonem~ the bills be paidif approved .by a majority of the Commissioners, carried. Commissioner Clark con~ended the audience for attending the meetin!~ today and in expressing their thoughts in the matter of the sewer charge. Commissioner Clark introddced fo~er Commissioner of Fina~e Niss Ruth Cullin and welcomed her to the meeting. Commissioner Schoneman rea~ exce~0ts from a newspaper article relative to a pro- posal which Gev. ~osellini submitted to the last session of the Legislature WhiCh~would call for an additional one cent gasoline tax t~:~ be imposed only in those counties which participate on a voluntary basis. Kitsap Count? was named as one of these. The State Department said that such a tax would make ti ~ossible to remove tolls on Tacoma Narrows anM Lake Washington Bridges, four ferry boats and pay fo~~ the con- struction of the Naches Tunnel. It was noted by the Council that the Manette and Warren Avenue Bridges were not included in the proposal. Mayor Jarstad reported receiving word from the college in California that Officer Mel. Stratton is doin~i very well in his course and he will be an excellent officer in his field.
