Mr. Clark reported on the study of the garbage rates in the City of Brem~rton. To
avoid adjusting the rate by increasing it, the city has the choice of either establishing
itself in the garbage business, which would be costly, or calli~ for bids again. As
a result, it has been decided to go ahead and allow a reasonable adjustment up to a rate
$1.60 per month. Mr. Clark pointed out at this point that even at this rate the
City of Bremerton will enjoy one of the lowest garbage rates of any city in the State.
He stated the public ought to be aware of the adjustment for two reasons: one, to keep
rates down as much aspossible; and two, to avoid any implication that the adjustment
might be an increase in revenue for the city. The city will have the same amount of
revenue under the new rate as it did under the old rate. The new rates will probably
be adopted at the next council meeting.
Mr. Clark went on to say that underlying the change in garbage rates is the
contention of the contractor that in the past years the City has not proper~y enforced
the garbage ordinance making it mandatory that everyone subscribe to garbage service.
The contractor also contends that he,has been forced to lose money due to the fa'lure
of the city to enforce the existing ordinance. In the event of abandomment of the
contract the city faces the possibility of a suit for damages to the contractor which
would cost the city additional funds, in addition to t he possibility of even highe~
rates on a new bid call.
